ACTION PLAN (2016 – 2018)

Agreed to by and between:

THE FREE STATE OF BAVARIA

(Hereinafter referred to as “Bavaria”)

and THE WESTERN CAPE GOVERNMENT

(Hereinafter referred to as “the Western Cape”)

(Hereinafter collectively referred to as “the parties”)

acknowledging the successful nature of the bilateral relations between the parties for the past 21 years; and

considering the Cooperation Agreement that was signed on 28 September 2010, promoting links at a government to government level, between municipalities and academic institutions, and noting existing linkages between Non -Governmental Organisations (NGOs) and Non -Profitable Organisations (NPOs) in the two regions; and

desiring therefore to consolida te and strengthen the existing relations between Bavaria and the Western Cape ,

the parties agree to adopt the following Action Plan . The parties acknowledge and agree that the execution of the Action Plan will at all times be subject to the availability and appropriation of funds in accordance with each party’s respective regulatory framework.

The parties may, upon mutual agreement, extend the fields of cooperation applicable to the Cooperation Agreement to other areas and accordingly adjust, or add to, the Action Plan.

The parties agree to practise effective and transparent financial management by following existing internal control and good governance mechanisms.

The parties emphasize the importance of school partnerships in the framework of their cooperation. They agree to open an exchange of information on the implementation of the Sustainable Development Goals (SDGs) in their respective region.

The Action Plan will be reviewed by the parties at such intervals as may be agreed from time to time. The activities arising from the Action Plan will be organised, implemented and promoted by coordinators agreed upon by the two regions.
