O’Conner, Procurement Manager Town of Davie 6591 Orange Drive Town of Davie, Florida 33314 RE: Letter of Interest Town of Davie Request for Qualifications (RFQ # RM-21-16) General Professional Engineering Services (General Utility Engineering, Land Surveying, Mapping, Geotechnical, Civil Engineering, Water/Wastewater, Distribution, Storage and Collection Systems) Dear Mr. O’Conner and Members of the Selection Committee: We are grateful for the opportunity to express our interest in providing professional services to the Town of Davie. Our firm has been providing engineering and surveying services of the highest standards for both the private and public community for over 40 years. During those years, we have worked directly with the Town’s exceptional staff and have developed a successful and enduring professional relationship. We have a very talented and confident staff and are ready, committed, willing and more than able to serve the Town of Davie, as described in the attached detailed response to the request for qualifications. A brief overview of our firm and our qualifications is provided below. Our company incorporated in 1979 with Cary D. Winningham, and David A. Fradley as principals. Prior to the incorporation, Mr. Fradley and Mr. Winningham worked together at the same firm for four years. In 2004, Werner T. Vaughan, Senior Engineer, became the firm’s third principal. Mr. Vaughan has been with our firm since 1984. In 2003, our firm acquired the staff, operation, and records of C.C. Winningham Corp., the surveying company operated by Charlie C. Winningham, III that we were working closely with for the previous 23 years. That company descended from firms in existence since 1951. Currently, we have two offices, 17 employees, and a close association with specialized consultants. Our main office is located in Oakland Park in a building that we have privately owned since 1988. We also have a satellite office in Stuart. We will serve the Town with the staff from the Oakland Park office. The staff consists of five professional engineers, two of which are also professional surveyors and mappers, three civil engineering graduates, one highly experienced engineering technician, two seasoned field inspectors, one of which is also a professional licensed contractor, three field surveyors, and an administration staff of three. As an extension to our staff, we will utilize the expertise and service of an electrical engineer, a geotechnical engineer and an additional survey team consultant. R.C. Engineering shall provide all electrical engineering services pertaining to sewer lift station electrical components, generators, photometric lighting design and inspections, or other electrical engineering tasks required by the Town. Scheduled to be implemented at all schools within the State University system, as well as all New York State agencies on April 1, the pre-auditing of refund checks is a pilot project already in effect at SUNY at Albany and Buffalo. "I believe that the implementation of the pre-audit procedure will work a hardship for the largest portion of our student body, but especially the most financially needy," Brown said. According to Brown, the refund checks can be divided into three categories: *Revenue refund checks consist of refunds a student would be entitled to if he withdrew from the university or a summer course. It might be a partial or a total refund. Revenue refund checks account for 10 percent of the total number of checks sent out. *Overpayments include the case of a student paying tuition with a check made out for a larger amount than necessary and is then entitled to a reimbursement. Thirteen 'Percent of checks issued fall into this category. -*Exchange checks encompass 77 percent of all checks distributed to students, Brown said.
