The Marshall Plan: History and Legacy by Gerard Bossuat The Marshall Plan, officially called European Recovery Program (ERP), was in place from April 1948 to September 1951. Most contemporary actors considered that it played an essential role in the economic successes of postwar Western Europe. The various European programs of modernization greatly benefited from the ERP, since it financed imports essential to reconstruction and modernization. It produced counterparts in European currencies, the allocation of which needs to be clarified, and generated a debate on their use. Moreover, the Marshall Plan was at the origin of the Organisation for European Economic Co-operation (OEEC), created to encourage European unity. The Marshall Plan was a political tool in the hands of the American administration in the context of the Cold War and the defense of the West. What was the role of the Marshall Plan in the development of a consumer society? Was the Marshall Plan Americanizing European societies? The ERP thus also held a socio-cultural dimension. Finally, over the last 60 years the Marshall Plan has become a myth. Whenever our countries are hit by a crisis, the media or politicians ask for a “new Marshall Plan”. The Marshall Plan was, and remains, appreciated, but it also raised criticisms in Europe. So we have to separate what belongs to history and what belongs to the collective memory or to the myth.

    Description of the Association Jean Monnet Created in 1986 the Association Jean Monnet is a non-profit organization, which is managing the memorial place of the Jean Monnet House on behalf of the European Parliament It was empowered to communicate and raise awareness about Jean Monnet and his work. Today the goals of the Association are still the same: to spread out the values and the teachings of this Founding father and by this way the basis of the EU. The Association also works to expand its network of partners in Europe in order to build more transnational projects and explore new fields of cooperation. In charge of the administration of the House of Jean Monnet (property of the European Parliament), the Association recreated there the lifestyle of Jean Monnet and transformed it into a museum. In the House, the Association developed educational and informative programs to receive visitors and acquaint them with “the House where Europe was born” and the history of the European Community. The House receives an around 12,000 visitors and host an average of 200 events/seminars each year, for a large variety of target groups: individuals, general public, associations, students, politicians and decision-makers from all EU member States and the rest of the world. Visitors greatly enjoy these visits, observing that the return to the roots of European construction in the House of one of its founders makes it possible to better understand today's Europe and to envision that of tomorrow. Nowadays the Association Jean Monnet is also well-known for its leading role in organising debates and conferences, thanks to the beautiful venue offered by the Jean Monnet House and its conference room in the park of the villa.

    COMMISSION OF THE EUROPEAN COMMUNITIES Brussels, 27.5.2003 COM (2003) 276 final 2003/0116 (CNS) Proposal for a COUNCIL DECISION establishing a Community action programme to promote active European citizenship (civic participation) (presented by the Commission) EXPLANATORY MEMORANDUM Introduction In addition to the Treaty, which establishes European citizenship, various recent statements stress the need to promote active citizenship: the European Council of Nice, in its Declaration 23, "recognises the need to improve and to monitor the democratic legitimacy and transparency of the Union and its institutions, in order to bring them closer to the citizens of the Member States"; the European Parliament, the Council and the Commission, in the preamble to the Charter of Fundamental Rights of the European Union, state that the Union contributes to the preservation and the development of the common values while respecting the diversity of the cultures and traditions of the peoples of Europe; the Laeken Declaration annexed to the conclusions of the European Council of 14 and 15 December 2001 asserts that one of the basic challenges to be resolved by the European Union is "how to bring citizens, and primarily the young, closer to the European design and the European institutions"; the Commission's White Paper on Governance stresses the principle of citizen participation in devising and carrying out policy, of involvement of civil society and its component organisations. Moreover, the Community and the Member States have as their objectives the promotion of employment, improved living and working conditions, proper social protection, the development of human resources with a view to lasting high employment and the combating of exclusion.

The paper argues that those longer-term trends continue and that the (s)election of Jean-Claude Juncker as President of the European Commission and the structural reforms he subsequently introduced are better understood as steps in ongoing processes rather than fresh departures. Thus, what will happen in 2019 will have been conditioned not only by 2014, but also by previous elections and previous developments, as considered in this paper.
