Justification: Along the lines of Special Olympics Ireland, which used to be funded on the basis of the Community budget, the 15th Mediterranean Games are not only a very important sporting event with a major impact, but also an exceptional occasion for boosting the role of the EU in the Mediterranean region and the international dimension of European sport.

In their own right and as an event forming part of the Olympic Movement, the Mediterranean Games are unquestionably a point of reference for fostering, in the Mediterranean, the positive values of sport as an instrument for peace and harmony. In its Opinion on the budget the committee stated “The increase in the subsidy is justified in view of the enlargement of the EU in 2004 and the broadening of the sphere of activities of the European Youth Forum.”

The amount of 2.2 million is also justified and covered under the legal base for this line (DECISION No 790/2004/EC OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL, OJ L 138/24 30.4.2004). In its report on this decision (A5-0358/2003 adopted 6 Nov. 2003) the Parliament also stated that the line should not be lower than 2.2 million (amendment 14).

The Budgets committee in its report on the budget in first reading, on 1 October 2003, also set the line at 2.2 million (Subsidies Rapporteur’s Proposal). Justification: With regard to European information, Euronews has become a channel of reference on the audiovisual landscape of the European Union and much further afield: it was transmitted on 190 channels in 1993 and on 1132 in 2003. It presently broadcasts in seven languages, including Russian, in 78 countries via cable or satellite in the EU, Western Europe, the Middle East and the Maghreb. Its viewing audience is growing constantly: from 5.6 million in 2000 to more than seven million now. Its website, giving access to more than four million pages and 3000 hours of video information, contains 3000 hours of video images. It is also the most economical European channel in terms of programming costs. Amend text as follows: However, and in line with what was laid down both in the Commission communication of 20 April 2004 on implementing the information and communication strategy for the European Union and in the Council's conclusions concerning the implementation thereof, part of this appropriation — EUR 5 000 000 in total — is intended to finance Euronews, in accordance with the rules applicable to public contracts for cultural services.On 27 June 2001, the Commission adopted a communication to the European Parliament, the Council, the Economic and Social Committee and the Committee of the Regions on a new framework for cooperation in activities concerning the information and communication policy of the European Union (COM(2001) 354 final).This communication proposes an interinstitutional framework for cooperation between the institutions and with the Member States for the development of a communication and information policy strategy for the European Union. Justification: With regard to European information, Euronews has become the channel of reference on the audiovisual landscape of the EU and neighbouring countries: increasing the number of national or transnational channels on which it is broadcast from 190 in 1993 to 1132 in 2003, Euronews has been able to extend its distribution network from 35 million to 151 million households.

The channel presently broadcasts via cable and satellite in seven languages, including Russian, to 78 countries, in particular in and near the European Union (Eastern Europe, Middle East and the Maghreb).

Its audience has considerably increased, too, rising to more than 7.1 million viewers a day towards the end of 2003 (compared with 5.6 million in 2000). Its website receives more than 500 000 visitors a month, consulting more than four million pages and downloading 3000 hours of video information.

According to studies, Euronews is also the channel with the lowest costs per hour of programming in Europe.

Accordingly, no other information tool seems capable of providing such value for money, which fully justifies keeping Euronews as the Commission's partner for implementing the Commission's audiovisual strategy, provided that this takes place in accordance with the current financial rules.
