िजनके उससे भावत होने क संभावना है, और यह सूचना द जाती है क उत ाप अधसूचना पर, उस तारख से, िजसको इस अधसूचना वाले भारत के राजप क तयां जनसाधारण को उपलध करा द जाती ह, साठ दन क अवध क समाित पर या उसके पचात ् वचार कया जाएगा; ऐसा कोई यित, जो ाप अधसूचना म अंतवट ताव के संबंध म कोई आेप या सुझाव देने म हतब है, इस कार वनदट अवध के भीतर, केय सरकार वारा वचार कए जाने के लए, आेप या सुझाव सचव, पयावरण, वन और जलवायु परवतन मंालय, इंदरा पयावरण भवन, जोर बाग रोड, अलगंज, नई दल- 110003 या ई-मेल पते: [email protected] पर लखत प म भेज सकेगा । ाप अधसूचना और कांबलकडा वयजीव अभयारय , आं देश राय के वशाखापटनम मेगा शहर के के बद ु म अविथत है और 83.04 ´ से 83.20 ´ देशांतर और 17.34 ´ से 17.47 ´ अांश के बीच 7139 हेटेयर के े म फैला हुआ है । और, अभयारय म जै-ववधता बहुत समृ ह जहां 73 वृ जातया, जड़ी-बूटय तथा झाडय क 39 जातय और लताओं क 18 जातय तथा घास क 7 जातय, 23 तनपायी जातय, सरसपृ क 7 जातय सहत पय क 90 से अधक जातयां अभलखत क गई ह । 108 GI/2016 (1) 2 THE GAZETTE OF INDIA : EXTRAORDINARY [P ART II—SEC . 3(ii)] और, अभयार य म वन पतजात क बड़ी ववधता है और झाड़ी वाले जंगल, फकस बंघलसस, अकासया यूकोफोलया, अकासया ुां, सैपंडस इमारिजनेस और रंघटआ टं टोरया इ याद इस े क मुख वृ जातयां ह । और, े म ाणी-जात क बहुत ववधता है िजसम तदआु , भालू, जंगल भालू, सांभर, बाकड डयर, माउस डयर, चतकबरा हरण, सयार और जंगल कु ता शामल ह । और, इस े का पररण और संरण करना है तथा िजसक सीमाओं को इस अधसूचना के पैरा 1 म कांबलकडा वयजीव अभयारय के चार और पारिथतक संवेद जोन के प म वनदट कया गया है और पारिथतक और पयावरण क िट से पारिथतक संवेद जोन के प म कांबलकडा वयजीव अभयारय , वशाखापटनम के संरत े क सीमाओं के चार ओर के े को वनदट कया गया है और उयोग या उयोग के वग को तथा उनक संयाओं और याओं को उत पारिथतकय संवेद जोन म तष करना आवयक है ; अतः, अब, केय सरकार, पयावरण (संरण) नयम, 1986 के नयम 5 के उपनयम (3) और पयावरण (संरण) अधनयम, 1986 (1986 का 29) क धारा 3 क उपधारा (2) के खंड (v) और खंड (xiv) के साथ पठत उपधारा (1) वारा दत शितय का योग करते हुए, आं देश राय म कांबलकडा वयजीव अभयारय पारिथतकय संवेद जोन (िजसे इसम इसके पचात ् पारिथतकय संवेद जोन कहा गया है) कांबलकडा अभयारय क सीमा से 4.33 कलोमीटर तक के वतार सीमा े को अधसूचत करती है, िजसका ववरण ननानसारु है, अथात ् :- 1. पारिथतक संवेद जोन का वतार और उसक सीमाएं--(1) आ देश राय के िजला वशाखापटनम म पारिथतक संवेद जोन 30.51 वग कलोमीटर े तक फैला हुआ है और िजसम 2 मंडल यान आनदापुरम और छनांगधल िजला वशाखापटनम के 14 ाम सिमलत ह । (2) पारिथतक संवेद जोन का वतार 4.33 कलोमीटर क सीमा तक कांबलकडा वयजीव अभयारय तक फैला हुआ है । (3) पारिथतक संवेद जोन क सीमा का वणन उपाबंध I के प म उपाब है और ाम क सूची उपाबंध II म वणत है । (4) पारिथतक संवेद जोन सीमा के साथ अांश-देशांतर का मानच उपाबंध III के प म उपाब है । 2. पारिथतक संवेद जोन के लए आंचलक महायोजना – (1) राय सरकार, पारि थतक संवेद जोन के योजन के लए राजप म अधसूचना के अंतम काशन क तारख से दो वष क अवध के भीतर, थानीय यितय के परामश से, इस अधसूचना म संल न अनुबंध के सामंज य से आंचलक महायोजना तैार करेगी । (2) उत योजना राय सरकार म सम ाधकार वारा अनमोदतु होगी । (3) पारि थतक संवेद जोन के लए आचंलक महायोजना इस अधसूचना म वनद ट प म ऐसी रत म रा य सरकार तथा सुसंगत कय और रा य वधय के सामंज य म भी तथा कय सरकार वारा जार मागनदश, यद कोई ह, वारा तैयार होगी । (4) आंचलक महायोजना सभी संब रा य सरकार के वभाग के परामश से तैार होगी, अथात:--् (i) पयावरण ; (ii) वन ; (iii ) नगर वकास ; (iv) पयटन ; (v) नगरपालक ; (vi) राज व ; (vii ) कृ ष ; ¹Hkkx II µ[k.M 3(ii) º Hkkjr dk jkti=k % vlk/kj.k 3 (viii ) रा य दषणू नयंण बोड ; (ix) संचाई ; और (x) लोक नमाण वभाग, इसम पयावरणीय और पारि थतक वचार को समाकलत करने के लए हगे। (5) महायोजना अनमोदतु वयमान भू-उपयोग, अवसंरचना मक और याकलाप पर कोई नबधन अधरोपत नहं करेगी जब तक क इस अधसूचना म वनदट न ह और आचंलक महायोजना म सभी अवसंरचना याकलाप म दता और पारिथतकय अनुकू लता का संवधन करेगी । (6) आंचलक महायोजना म अनाछादत े के जीणार, वयमान जल नकाय के संरण, आवाह े के बंधन, जल-संभर के बंधन, भूतल जल के बंधन, मदाृ और नमी संरण, थानीय समुदाय क आवयकताओं तथा पारिथतक और पयावरण से संबंधत ऐसे अय पहलूओं, िजन पर यान देना आवयक है, के लए उपबंध हगे । (7) आंचलक महायोजना सभी वयमान एवं तावत पूजा थल, ाम और नगरय बंदोबत, वन के कार और क म, कृ ष े, ऊपजाऊ भूम, हरत े जैे उयान और उसी कार के थान, उयान कृ ष े, आकड, झील और अय जल नकाय का अयकंन करेगी । (8) आंचलक महायोजना पारि थतक संवेद जोन म वकास को पारि थतक अनकु ू ल वकास और थानीय समुदाय क जीवकोपाजन को सुनि चत करते हुए वनयमत होगी । 3. राय सरकार वारा कए जाने वाले उपाय-- राय सरकार इस अधसूचना के उपबंध को भावी करने के लए ननलखत उपाय करेगी, अथात ् :-- (1) भू-उपयोग - पारि थतक संवेद जोन म वन, उयान-कृ ष े, कृ ष े, आमोद-मोद के योजन के लए चिहत कए गए पाक और खुले थान का वाणियक और औयोगक संब वकास याकलाप के लए उपयोग या संपरवतन नहं होगा : परंत ु पारिथतक संवेद जोन के भीतर कृ ष भूम का संपरवतन मानीटर समत क सफारश पर और राय सरकार के पूव अनमोदनु से, थानीय नवासय क आवासीय जरत को पूरा करने के लए और पैरा 4 क सारणी के तंभ (2) के अधीन म सं0 10, 16, 22, 28 और 31 के सामने सूचीब याकलाप को पूरा करने के लए अनातु हगे, अथात ् :- (i) पारिथतक अनुकू ल पयटन याकलाप से संबंधत पयटक के अथायी अधभोग के लए लए पारिथतक अनुकू ल कु टर जैे टट, लकड़ी के मकान आद । (ii) वयमान सड़क को चौड़ा करना और उह सुढ करना, (iii) दषणू उपन न करने वाले लघु उयोग, (iv) वषा जल संचय, और (v) कु टर उयोग म ाम उयोग, भंडारण क सुवधा और थानीय सुख-सुवधाएं सिमलत ह : परंत ु यह और भी क राय सरकार के पूव अनमोदनु तथा संवधान के अनुछेद 244 और तसमय वतृ वध के उपबंध के अनुपालन के बना, िजसके अंतगत अनुसूचत जनजात और अय परंपरागत वन नवासी (वन अधकार क मायता) अधनयम, 2006 (2007 का 2) भी है, वाणियक या उयोग वकास याकलाप के लए जनजातीय भूम का उपयोग अनातु नहं होगा : परंत ु यह और भी क पारि थतक संवेद जोन के भीतर भ-अभलेखू म उपसंजात कोई ुट मानीटर समत के वचार ात करने के पचात ् राय सरकार वारा येक मामले म संशोधत होगी और उत ुट के संशोधन क केय सरकार के पयावरण, वन और जलवायु परवतन मंालय को सूचना देनी होगी । 4 THE GAZETTE OF INDIA : EXTRAORDINARY [P ART II—SEC .

Under the broad welfare framework of Navaratnalu wherein the village secretariat, newly being put in place and assisted by the village/ward volunteers is giving a new definition to public service delivery, all the beneficiary accounts are now being served with DBT platform in respect of government schemes. Outcome based budgeting During the financial year 2017-18, the State Government along with the Government of India has done away with the conventional Plan and Non-plan approach and made allocations of expenditure under Revenue/Capital only, focusing more on outcome based budgeting. Accordingly, Outcome Budget and mapping the outcome/deliverables against the budgeted outlay with related scheme/project from BE has been done for the years 2017-18, 2018-19, 2019-20 and 2020-21. The task is coordinated by the Planning Department, in consultation with the Finance department and the line departments. With the experience gained from the Outcome Budget 2020-21 wherein the booklet was brought for the first time through Automation i.e online data entry of department based on the financial allocation made by the Finance Department, the practice is continued this year also. This outcome budget incorporates the Goals/ Targets, Strategies to achieve the Goals and key expected outcomes of the departments. Based on the scheme-wise financial allocation made by the Finance Department, all the departments have also incorporated their physical target for the year 2021-22.
