GSW/CAB Copied to: Subject VACANCIES WITHIN THE HOUSING DEPARTMENT I attach for consideration by the Sub Committee pro-forma submissions in respect of a number of vacancies which urgently require to be filled within my department. In addition it will also be necessary to appoint on a temporary basis 6 full time and 6 part time concierge personnel to operate new stations at Redbridge Court and Coltswood Court, Coatbridge. It is envisaged that the new concierge systems should be available from the end of May, and in order to ensure that the system is covered from that date, arrangements are being mad,e to have adverts placed in local job centres on the understanding that applications received would only be dealt with if approved by the Sub-Committee. I have been advised that the former Monklands District Council incorporated provision within the base revenue estimates for the personnel to cover these new locations. Appointments are proposed on a temporary basis to provide the maximum flexibility in concluding and, hopefully, implementing streamlined and more cost effective staffing arrangements which are at an advanced stage of negotiation with the Trade Unions. Finally I would seek Committee's guidance on the future requirement, or otherwise, to submit vacancies financed outwith the general services account for Committee's consideration since there has been no Council decision to achieve staff savings from within the base staff budgets contained in the "ring-fenced" Housing Revenue Account (HRA).
