The road traffic injury is the major cause of death for youngsters having age between 15-29, as per global status reports on road safety (2013) by world health organization (WHO). Statically the spot at which accidents had occurred repeatedly is called as ‘Accidental black spot’ (ABS). To overcome this problem Accidental Prevention Committee (APC) is formulated by Government of India in the year 1997. The major area of work of this committee is to identify accidental black spots (ABS) on the highways and after study of those spots suggest the corrective majors to avoid it in future. Three mode of transportation are air, land, and transportation through water. The land transportation provides door to door service hence it plays vital role for development of country. If we consider the world wide total road length India is second largest country having total road length of 4,865,000 km and also having tremendous population hence, there is need of excellent transportation system. If we consider the scenario of road density as compare to other states Maharashtra is having very high road density.

It is a seat of learning, a hub of business and industry, it has been endowed with rich culture and heritage and a fine climate, most of the year. Not surprisingly, its population has grown exponentially over the years, creating on its way, some major challenges for its future. Pune is also a very vibrant real estate market, matched by some of the finest real estate developers in the country. The face of Pune is gradually getting transformed with world class architecture and buildings. In many ways, it has not been able to display its true value and potential. The archaic land laws, conversion processes, building regulations and woefully inadequate infrastructure has not only compelled it to perform at a suboptimal level, but has, in the process, undermined its image. The real estate sector in the country, to my mind, has been a victim of lack of good governance and transparency. The conference being held by CII, in knowledge partnership with Grant Thornton, therefore assumes importance. I understand that this is first such conference being held by CII in Pune.

    CLARIFICATION The Hon¶ble Supreme Court (Bench of Hon.7 judges) has delivered a judgment on 12/08/2005 in Civil Appeal No. 5041/2005 in respect of µrights and entitlement¶ of Government as against Private Professional Educational Institutions. This judgment expects enactment of legislation by Central Government and in its absence, by State Government in this regard. This process has been initiated. However it is not certain, as of this date, as to when such legislation will come into force, as also its provisions. In the meanwhile, in terms of the observations of the Hon¶ble Supreme Court from the aforesaid judgment, at least at this stage, it appears that State Government cannot claim any quota/seats in these colleges/institutions, and consequently cannot effect admission in these Private MCA Colleges/Institutes, except to the extent agreed to with certain institutions. It is therefore made clear that on the aforesaid interpretation and advice given to the State Government, this Brochure will not apply to the admissions to be effected in the academic year 2013-2014 at the Private MCA Colleges / Institutions in so far as postgraduate courses are concerned, with the above exception. However, it is made expressly clear that if, after issuance of this Brochure, either on account of any legislation or on account of any different interpretation/opinion/advice or due to any judgment/order passed by any court of law or even otherwise, the State Government is found entitled to any seat(s) in the Private MCA Colleges/Institutions and consequently entitled to effect the admission(s) to such seat(s), the rules and regulations set out in this Brochure will be made applicable to such seat(s) and admission(s).

A system well designed, well-constructed & maintained roads are essential for the country’s economic and cultural progress. The roads also have to play a vital role in the defence of our country. National highways are considered as main veins for the development of country. As per the 18th annual report “Crime in Maharashtra, 2015”, released by Pune commissioner, in Maharashtra 37 peoples are died everyday across the state & five accidents were registered per hour. From 2014 to 2015 there is decrease of accidents but fatalities increase by 1.15% in Maharashtra. In road safety management, an accident Black spots is a place where road traffic accidents have been historically been concentrated.
