Kontakt 231 Die Österreichische Auslandskultur 2016 Sebastian Kurz, Bundesminister für Europa, Integration und Äusseres Die Auslandskultur leistet einen wichtigen und wertvollen Beitrag zur internationalen Verständigung. Zu ihren wesentlichen Instrumenten zählen Schwerpunktsetzungen und Förderprogramme, die sich nun bereits seit Jahren bewähren. 2016 wurden sie durch das Konzept „Creative Austrians – Vordenker_innen für die Gesellschaft von morgen“ um einen wesentlichen Aspekt erweitert. Dieses steht im Schnittpunkt zwischen praxisnaher Umwelt- forschung, Nachhaltigkeit und Design und präsentiert innovative, ressourcen- bewusste Konzepte. Herausragende Persönlichkeiten haben Beiträge zu jenen Themenfeldern gestaltet, welche die großen heutigen und zukünftigen Herausforderungen darstellen. Die künstlerische und wissenschaftliche Reflexion über Inhalte, die uns alle betreffen, hat in der Kulturpolitischen Sektion viele Plattformen und Namen: Kunstsparten-Förderung, Dialog der Kulturen und Religionen, Frauenförderung – oder alles in einem wie 2016 im Länderschwerpunkt Österreich – Bosnien und Herzegowina, wo neben der Präsentation eines breiten künstlerischen Veranstaltungsbogens die wechselseitigen Wahrnehmungen der letzten 100 Jahre, mögliche Gemeinsamkeiten in aktuellen Fragen zu Frauenthemen oder auch das gemeinsame rechtshistorische Erbe in Europa analysiert wurden. Eine erfreuliche Entwicklung mit österreichischen Impulsen bildet der 2016 getroffene Entschluss zur tiefer gehenden und intensivierten Zusammenarbeit von EUNIC (European National Instituts for Culture), dem Zusammenschluss der nationalen Kulturforen/Kulturinstitute bzw. Kulturabteilungen der Botschaften der EU-Mitgliedstaaten, die im Ausland gemeinsame Projekte durchführen. Ich möchte mich bei allen, die sich im großen Netzwerk der Auslandskultur engagieren, für ihr wertvolles Engagement nochmals sehr herzlich bedanken. Jeder Augenblick im Leben kann ein Umbruch sein.“ (Robert Seethaler, im Gespräch mit Ö1) Als könnten wir die Welt erzählen ... ... legt Ihnen die Kulturpolitische Sektion des BMEIA mit Freude und Dank- barkeit das „Jahrbuch der Auslandskultur 2016“ vor. Es gibt Übersicht und Einblicke in die weltumspannenden Aktivitäten unseres Netzwerks. Um präzise zu sein: Wir umspannen die Welt vor allem dort, wo wir unsere Stütz- punkte haben. Das sind die 31 Kulturforen und Kooperationsbüros und die 89 Botschaften und Generalkonsulate, die neun Österreich – Institute und die 65 Österreich-Bibliotheken und die mit unseren Partnerressorts gemeinsam betriebenen Büros für Wissenschaft und Technologie. Diese Einrichtungen sind unsere Stützen, angelegt an physischen Orten, in einer von den Verspre- chen und Möglichkeiten immer schnelleren und ausufernden „virtuellen Realität“. Dazu kommen der Esprit, die interkulturellen Fähigkeiten, Ideen und Talente von all den Menschen, die in, für und mit dem österreichischen Netz- werk der Auslandskultur in der Welt mit viel Einsatz arbeiten. Die Strukturen sind klein, eine fast gefährlich gertenschlanke Bürokratie, die, bei steigender Bedeutung der Internationalisierung und der Notwendigkeit, Beiträge zu Dia- log und Kulturvermittlung zu leisten, unter starkem Optimierungsdruck steht. Wer kennt das Phänomen nicht? Die Akteure der Auslandskultur bemühen sich tagein, tagaus Türen für unser Land, für Themen, Menschen und Kontakte in der Welt offen zu halten oder erst- mals zu öffnen. Warum? Weil wir, zusätzlich zu allen potenziellen Glücksverspre- chen der Digitalisierung, tragfähige und langfristige internationale Beziehungen brauchen. Wir brauchen Freundschaften. Auch solche, die wir uns mittels Geist, Kunst, Wissenschaft und Engagement im Dialog erarbeiten. Kunst und Kultur sind eben die Marke Nummer 1 für Österreich. Der ideale Anknüpfungspunkt für so viele Themen. Es ist wichtig für ein kleines Land, Partner in der Welt zu haben, die Anliegen und Absichten mit uns teilen. Wir bemühen uns mittels kultureller Aspekte darum, Österreich in der Welt auch immer wieder neu zu positionieren. 15 Dabei erweitern alle Beteiligten selbst den eigenen Horizont und gewinnen neue Einsichten. Das ist enorm wichtig, denn kulturelle Begegnungen, Kultur- austausch und die Kunst des Dialogs sind Teil der österreichischen Diplomatie. Sie können Anliegen verdeutlichen und anschaulich machen, dazu kommt, dass mittels der Kunst sogar ganz besondere Dimensionen der internationalen Begeg- nung erreicht werden können. Als Österreicher_innen wissen wir das alles nur allzu gut, denn das Land, in dem wir

    NARATIVNI I FINANCIJSKI IZVJEŠTAJ – RESTART 2020. Restart je organizacija koja se bavi produkcijom, edukacijom, distribucijom i prikazivalaštvom uglavnom kreativnog dokumentarnog filma. Osnovan je 2007. godine kao edukacijska baza mladih dokumentarista. U sljedeće dvije godine osnovali smo Restart Label, odjel za distribuciju kreativnih dokumentaraca i Restart laboratorij, inkubator za mlade dokumentariste. Od lipnja 2009. vodimo i jedino kino specijalizirano za dokumentarni film - Dokukino. Tijekom 2011. pokrenuli smo Školu dokumentarnog filma, naš najopsežniji edukacijski program, a od 2012. suorganiziramo Liburnia Film Festival. Članovi Restarta su filmski i medijski djelatnici angažirani na polju dokumentarnog, eksperimentalnog i animiranog filma.     ON CREATIVITY AND THE PHILOSOPHY OF THE SUPRANATIONAL STATE Barry SMITH and Wolfgang GRASSL Summary Building on the writings of Wittgenstein on rule-following and deviance, Kristóf Nyíri advanced a theory of creativity as consisting in a fusion of conflicting rules or disciplines. Only such fusion can produce something that is both intrinsically new and yet capable of being apprehended by and passed on to a wider community. Creativity, on this view, involves not the breaking of rules, or the deliberate cultivation of deviant social habits, but rather the acceptance of enriched systems of rules, the adherence to which presupposes simultaneous immersion in disciplines hitherto seen as being unrelated. The paper presents a demonstration of the fruitfulness of this theory by means of an account of some of the political, cultural and intellectual peculiarities of the Habsburg Monarchy. Philosophers of various persuasions have at different times attempted to pin down the nature and peculiarities of large-scale social and political formations. The Greeks concerned themselves with the peculiarities of monarchies, republics, oligarchies, and of course with the nature of the polis, and German thinkers worried themselves philo- sophically about the oppositions of culture and civilization, society and community, nation and state. Philosophical consideration of supranational or imperial orders, in contrast, and in particular of that imperial order which was variously called Austria-Hungary, the Austrian Empire, the Habsburg Empire, or the Danube Monarchy, has been much less common. And where it has occurred it has been associated with a marked lack of sympathy and enthusiasm, often taking on the form of a mere apologia for something which, in a better world, would be more properly organized.

Sculpture can move a lot - this was the conviction of the founders of sculpture network in 2004 and this conviction has remained with the association. From the beginning, our aim was to bring the components of the sculpture scene in contact with each other: artists, art lovers, museums, galleries, curators, service providers, and all others who have an interest in sculpture. sculpture network is increasingly dedicated to art education. Sti- mulating public interest in three-dimensional art is one thing, but another is conveying its meaning.
