157. ACTIONS OUTSTANDING FROM PREVIOUS MEETINGS

September CHURCH LANE CAR PARK  The residents close to the Church Lane car park would like to request a PIR light  Cllr Waller to look into CCTV for this area as an option with Wifi connection  EO has requested a quote for the purchase and installation of a PIR light from Short Electrical, ideally the PIR light will need a taller pole and more powerful lamps  The PCSO is still patrolling this area and has reported no problems or incidents  The HPC are not looking for maintenance or repair costs for the carpark, however a one-off payment of £1000 will be requested by Cllr Holland from the school governors. This payment was previously discussed with the school  Waiting till after the Governors meeting is held before contacting the school

 Susie Holland: the school has agreed to pay the £1000 in four £250 yearly amounts  EO to send an invoice for 2019 and 2020 to the school PENDING

FOOTPATH AND ROAD SIGNS RETRO FIT Project from Cllr Susie Holland to retro fit old style wooden black and white sign posts in the village, would the council consider this project  After some discussion the Council recommend/agree that Cllr Holland should carry out further research and report back to council  Susie: old signs in the village used to be black and white, new cast signs (4ft x 16”) would be £400 + VAT  The village would require 7 signs at a cost of circa £3,400 PENDING

110. Allotments  The council will write to for clarification on parking  Run a Facebook advert  Netting, posts and rubbish being cleared by Althorp once the area has dried out as the tractor will damage the lawned walkways  Ken to liaise with Tim to get a vacant plots sign made

 Ken sorting out the allotments sign to be put up asap, but taken down during the NHP campaign PENDING

116. CONCRETE BASES FOR THE ARMISTICE BENCH AND THE FIRS DOG BIN Proposal to approve a quote/spend for the construction of two concrete bases  Council all in favour and approve the above costs to progress this project  A concrete base has been installed ready for the new Firs Bin at a cost of £300  Tim meeting with the contractor to agree the correct bench location  The other WW1 bench to be secured with new bolts

 The concrete bases have been completed, Tim to clarify how the 2 benches will be secured into the concrete PENDING

159. PUBLIC TIME FOR COMMENTS BY MEMBERS OF THE PUBLIC

Whilst parish council meetings are open to the public, contributions are limited by standing orders to allow only invited/scheduled guests or councillors to contribute.

However, there is a section in each meeting when the Chairman suspends standing orders to hear any members of the public who wish to address the parish council.

Page 4 of 11 This time is limited to 15 minutes and three minutes per contribution unless requested otherwise by the Chair and/or councillors. This is in line with Standing Orders of 2018 Standing Orders will then be reinstated to allow the Council to resume its meeting and discussion items.

 The speed watch campaign was conducted on the A428 and Whites lane, the traffic survey was installed between HM and LF along the A428

DECISION ITEMS

160. DDC TOWN AND COUNTRY PLANNING ACTS DA/2019/1109  89 Road, Upper Harlestone NN7 4EL  Single storey rear extension

 Applicant has approval to extend this dwelling to the side, building a duplicate cottage and doubling the size for the principle dwelling.  Application under consideration is for a single story rear extension, orangery with lantern light roof with flat surround.  The council considered that the roof style chosen for this application is not fitting with this row of agricultural cottages and the roofs of other out buildings. This development, together with the side extension may constitute overdevelopment.  Council vote: 2 support, 2 against  Cllr Stock to make the representation that despite concerns about potential over-development of the site and the discordant roof design, Harlestone Parish Council support to this application. the council would not be inclined to support any further development on this site or would it support applications to split this dwelling into two dwellings.

163. HPC SPEEDING VEHICLES & ROAD SAFETY STRATEGY Discuss a plan of action to combat speeding vehicles in the village  Consider mobile LED signs  Ask the PCSO to action the mobile speed camera with regular monthly slots

 Sue to speak with the PCSO to get a schedule of when the mobile camera will be activated  Mobile LED units harvest road data and are a good warning, cost circa £3k  Council resolved not to purchase additional VAS at this time in favour of increasing enforcement via the PCSO  Apply to Emily Evans to have 2 speed watch campaigns each year

Dudmans Plantation  Works commenced Monday 27th January 2020  Approximately 40% of the 1.7ha woodland is scheduled to be selectively felled and restocked as part of the woodland management plan  The work has been approved by the Forestry Commission under the 10 year woodland plan

165. UPDATE OF THE JANUARY INTERNAL AUDITORS REPORT  Review the Internal Auditors Report following the 01.Apr.2019 to 31.Jan.2020 financial and management inspection

 The auditor’s report was very positive, recommended that a quarterly check is done with the Vice Chairman

 The Church Lane car park needs an arrow to indicate exactly where the car park is, Tim to make a temp sign and monitor  Sign to be left without an arrow and review at a later date  Nursery Corner – Ken to look into producing an “alternative parking area” sign  EO to contact Norse to empty the Firs bin and set-up an invoice payment b. Playing Fields Sub-Committee Chairman Cllr Perryman  Down pipe on the pavilion is leaking, Gary Slinn asked to get a quote for maintenance  EO to complete the online HMRC consultation document regarding the cricket club

167. UPDATES FROM WORKING PARTIES & POINTS OF CONTACT a. PCSO Cllr Sue Flynn  PCSO Quarterly meeting update  Paul Fell provided an update on potential Sponsored ANPR Scheme. More details will follow over the coming months for those who have expressed an interest.  Sam Dobbs shared vlog about neighbourhood policing  Discussion about Sponsored PCSO signage including a fridge magnet – Emily to explore further with OPFCC comms. EE agreed to provide cost breakdown for the scheme.  Sam Dobbs updated attendees on his role with the Police Federation.  It was noted that Lydia has taken over as SPOC for .  Positive feedback was received on the PCSO scheme, particularly good communication with Paul Miller.

Emily advised that whilst we do not expect there to be any issues, should any arise the Commissioner will step in to resolve the matter.  There was a discussion regarding NHW. b. Neighbourhood Plan  Close to the questionnaire being completed, the councillors to proof test the document before being passed onto the consultant  To be launched at the annual parish meeting with the consultation paper to follow, notice boards will be placed along the A428 to promote information and the campaign. The NHP grant application will be completed ready to apply for the next financial quarter. A5 booklet being produced to be delivered to each property.  The Chairman gives his appreciation to Sarah Stock for her input into the NHP questionnaire

c. Harlestone Hound Newsletter  Editors Cllr Stock, S.Gyde d. Executive Officer  Gigaclear – 2 outstanding maintenance issues  The EO has sent emails to the area project manager to push for a completion date, Tim Cross to update Dave.M

 Gigaclear has emailed the Clerk and agreed to take another look at the damaged tarmac near the post office e. Page 8 of 11  The Wild Bunch have requested that HPC contact Althorp to establish what their policy is for future field hedge cutting and does it have to be so severe and carried out annually?  Chairman to contact Althorp regarding their above policy

 Contact the DDC to ask about areas available for tree planting and if the responsibility of managing them will fall to the HPC  EO to action

 Could the HVI green be considered for a wild flower triangle  The HVI is run by a management committee independent of the HPC, therefore a request should be made directly to the HVI trustees. The HPC’s position is that Greens should remain open spaces

 The Wild Bunch have asked HPC to consider areas of the Harlestone Playing Fields for tree planting, wild flower and areas to be left un-mown to encourage meadow grasses.  EO to contact G.Slinn and arrange a walk round the Playing Fields to identify areas if this is a viable project
