ANNOUNCEMENT OF THE 15th IFF GENERAL ASSEMBLY 2018

Dear Ms./Mrs./Mr. President,

The IFF Central Board hereby invites the member associations of the IFF to participate in the 15th General Assembly of the International Federation in Prague, the Czech Republic on Saturday the 8th of December, 2018.

The IFF 15th General Assembly 2018 will be held during the Men’s 12th World Floorball Championships 2018 in the Czech Republic at the official WFC hotel Clarion Congress Hotel Praha, in a location which will be informed later, on Saturday the 8th of December 2018, starting at 08.30.

In connection to the IFF General Assembly all the delegates of the IFF General Assembly are cordially invited to follow the semi-finals and medal matches of the WFC 2018 and to take part in the official programme during the WFC Final week-end.

1. Regarding participation in the General Assembly

All member Associations are welcome to participate in the General Assembly with two representatives each. If an interpreter is needed, the association may use one. Please remember to register the representatives of the member associations for the General Assembly no later than the 9th of November 2018 to the IFF Office, at the mail address [email protected].

The representatives of the IFF member associations participating in the IFF General Assembly, which are not represented by a National Team participating in the WFC, will receive two VIP accreditations for the Final week-end (Saturday 9th and Sunday 10th).

All member Associations are entitled to make proposals to the General Assembly, but only the ordinary member Associations are entitled to vote, see § 29.1. IFF Statutes. Nota bene that the ordinary members must have fulfilled all their obligations towards the IFF in accordance with the IFF Licence System, i.e. amongst other things have no debts to the IFF unless an IFF approved payment plan is followed. See § 29.2 IFF Statutes.

ARTICLE 29 VOTING STATUS

29.1 Each member Association is allowed to participate with two persons (delegates legitimated by the National Association) at the General Assembly. A person can only represent one Association. 29.2 Each ordinary member Association which has fulfilled its obligation's to IFF is entitled to one vote at the General Assembly. The CB informs the voting roll and distributes it together with the documents of the General Assembly latest 30 full days before the General Assembly.

2. Regarding acquisition of ordinary membership

Presently the IFF consists of 44 ordinary members and 24 provisional members. The CB may only grant provisional membership for a period of four years. After a maximum of 4 years from becoming a provisional member the Association will, automatically, become an ordinary member, after a decision at the IFF General Assembly. A provisional member association can also choose to apply for ordinary membership earlier.

The IFF CB strongly urges the provisional members to consider their situation to apply for the ordinary membership in accordance with the § 13 IFF Statutes below:

ARTICLE 13 ACQUISITION OF PROVISIONAL MEMBERSHIP

13.1 The Association can be a section of another Sports Federation which is a member of the National Sports Confederation. 13.2 If the statutes and regulations correspond to the statutes of the IFF and the conditions for membership are fulfilled. The provisional membership shall be granted by the CB. 13.3 Provisional membership shall only be granted for four years. After a maximum of 4 years from becoming a provisional member the Association will, automatically, become an ordinary member, after a decision taken at the IFF General Assembly, if the Association in question is fulfilling the requirements of article 14.

ARTICLE 14 ACQUISITION OF ORDINARY MEMBERSHIP

14.1 The Association shall be a self ruled Floorball Association or a self ruled Floorball section in another Association. 14.2 The Association shall consist of at least 10 Clubs. Exceptions can only be granted by the CB. 14.3 The Association shall be the Organizer of National Floorball Championships. 14.4 The Association shall be member of the National Sports Confederation (Exception: if there are justifiable reasons). 14.5 An application for ordinary membership can also be handed in to the IFF according to article 12, paragraph 1, earlier than the four years. 14.6 Ordinary membership is granted by the General Assembly.

3. Regarding nominations:

The IFF Central Board invites its member Association to make nominations, motions and proposals according to the IFF statutes concerning nominations, see § 27 as follows:

ARTICLE 27 NOMINATIONS, MOTIONS AND PROPOSALS

27.1 Candidates for election to any office in the IFF shall be nominated to the official address of the IFF at latest 60 full days in advance of the General Assembly. Only persons of an ordinary member are eligible for elections. 27.2 All proposals and motions of the member Associations shall be sent in to the official address of the IFF at latest 60 full days in advance of the General Assembly.

The IFF Ethics Commssion has reviewed your most recent complaint, in which you allege “integrity non-compliance.” Specifically, you contend that Floorball Australia (“FA”) is not in compliance with its own constitution, causing you harm.

The Ethics Committee finds that the complaint does not disclose a breach of the IFF’s Code of Ethics, Good Governance Policy or Discrimination, Harassment and Abuse Policy or Conflict of Interest Policy.

Furthermore, the Ethics Committee finds no basis for your allegation that your disagreement with Floorball Australia amounts to “bullying and harassment.” In addition, it is the Committee’s view that the issues raised are internal domestic matters. Furthermore, there is no indication of non-compliance with the proper processes established by Football Australia.

Regarding Latin America these are the last updates:

Brasil Launched a Portuguese version of the Rules of the Game and preparing a video with subtitles in Portuguese also. Mr. Adriano Serafín has confirmed his attendance to Prague in December. The contact from Mr Ewerton Santos is not that clear, he told me about running seminars in São Paulo; I answered about the convenience of doing all under the umbrella of ABF and now he is saying something about coming to Portugal.

Mexico Mr Teijo Vienola is growing in his area with non-stop activities and reaching more schools to start floorball lessons.

Dominican Republic Mr. Osvaldo Cabrera is working with a group of 18 athletes giving exhibitions of Floorball. This coming Monday will start the stablished school activities (as PE teacher). He would like to join us in Prague and for that he needs an official invitation from us (IFF) to get the permission.

Argentina Mrs. Gloria Manriquez is coming to Spain in December and set a meeting with me for then.

Portugal There are two active groups now: the one by Stefan Uusitalo in Algarve and a new group in Lisbon. Trying to get them involved and do things together with Spain.

§ 5 Approval of the CB report for 2016-2018 • Opening of the AOFC office in Thailand in 2016 with approved recognition from the Thai Government. The office is located in the Sports Authority of Thailand, and will establish an official bank account. • The first AOFC Men’s Cup was held in July 2017 in Bangkok Thailand. Eight countries participated in the tournament. • The next AOFC Men’s Cup will also now have a royally endorsed trophy, called the “Princess Sirindhorn” Cup. • The IFF has approved 2 bronze medals should floorball be included in the SEAGAMES. This increases the chances for floorball to be included in future competitions. The AOFC request for follow up for Malaysia to ask about the Floorball recognition in Malaysia. • Development for floorball inclusion in the Philippines SEAGAMES: Congressman Mark Sambar is representing the house of representatives and parliamentary sports committee in the Philippines. He congratulated SFA for hosting a wonderful event, and ensured full support for floorball and will try to do best to include team, and develop teams to be on the same level, develop at youth level. Discussions with Mr. Celso from the Philippines Olympic Committee is promising for floorball inclusion in the games. • Level 2 coaching seminar was just completed, organised by the SFA. Kenneth Ho stated that teams should send personnel for these training as it’s very important to develop the coaches, and expresses thanks to Mr. Liljelund for assisting with course. • Development of AOFC-specific Competition Regulations drafted by the Competitions sub-committee to encourage countries to host more events by providing a guideline to ensure high standard and quality of the tournament. This document should be ready by this December 2019. • Congratulations to the Singapore Floorball team for being named Singapore’s team of the year. • Plans to host more IFF Development seminars, referee and coaching development, such as during the AOFC cup tournaments or during the qualifying tournaments. • Development of relationship with Vietnam, Cambodia (led by Ms. Wendy) and Laos (led by Mr. Liljelund & Mr. Kasem by organising a floorball clinic in October with a series being played in Suvannakhet coming from local high schools, and NOC is proposing floorball to be included in curriculum).

§ 6 Approval of the financial report and the auditor’s report. No report or auditors report as no financial transactions.

§ 7 Decision on membership fee

Membership fee structure discussed based on original 2016 proposal for Tier 1 ($3000), Tier 2 ($1000) and Tier 3 ($250). Teams in agreement about the implementing membership fees, but with reduced rates, Tier 1 ($1000), Tier 2 ($500) and Tier 3 ($250).

Concern arrived from Ms. Wendy (Singapore) about teams with limited funding, if the membership fee would impact their participation in other tournaments. Mr. Nangoy (Indonesia) suggests implementing incentives for being members, such as, if

countries already pay for annual fee, then reduced registration fees. Mr. Kato (Japan) would like to reserve Japan’s vote as he had not previously known about the fees. Comment by Mr. John (IFF) reminds that licensing AOFC events also means by automation, participation and agreement of conditions in any event including IFF events.

Membership fee payment to be implemented for January 01, 2019.

§ 8 Approval of the budget and working plan for the next two years No budget currently presented, but will be proposed at the next meeting in January 2019 in Bangkok or during the summer AOFC cup in 2019.

John has mentioned that negotiations are ongoing with another alternative country. • Comments from John (IFF) – Mr. Liljelund expressed that it is very important that member associations understand the rules of engagement as part of an International Federation. IFF encourages more teams to participate not only in regional tournaments but IFF tournaments to increase exposure in the Olympic community. The best teams for the 2020 World Cup will go through to the 2021 Birmingham World Games, including one team from the AOFC and one best neighbouring team. The IFF General Assembly 2019 will also be held from 1-9 December 2018 in Prague, and all members from the AOFC are welcome.

Statute 6. AOFC MEMBERSHIP STRUCTURE

It has been proposed that the AOFC develop a new membership structure to reflect the various stages our member countries are at and to also allow the AOFC to raise funds to support its planned Development actions in particular the appointment of a Development Officer in conjunction with the IFF. Following the 3 tier structure implemented by the IFF in 2016, the AOFC has proposed a similar fee structure in 2016, approved in 2018 to be implemented in 2019.

2018 IOC Recognized IF Development Programme Annual Subsidy to International Floorball Federation (IFF)

Paris 2024 - Process and timeline for the OCOG proposal on additional events in new sports

Dear Presidents, Dear Secretaries General,

As per Rule 45 of the Olympic Charter, the Paris 2024 Organising Committee (OCOG) has the opportunity to propose additional events in new sports for its edition of the Games, namely the Olympic Games Paris 2024. At its meeting last week in Lausanne, the IOC Executive Board discussed the process and timeline for any such proposal which may be made by Paris 2024 in this regard.

In order to support Paris in its work, the IOC Executive Board decided upon the following key principles for the OCOG proposal:

• Athletes and events in any new sports proposed by Paris 2024 should be considered within the Olympic Charter framework of approximately 10,500 athletes and 310 events; and

• The OCOG proposal should be made in line with Paris’ vision and take into consideration its existing venue masterplan and the overall Paris Global Sport concept in line with principles outlined in Olympic Agenda 2020 and the New Norm.

Beyond this, the IOC Executive Board has confirmed the following timeline:

Q3-2018 – Q1 2019 Launch by Paris 2024 of the OCOG proposal process Q2 2019 - Paris 2024 submits any proposal to the IOC Q2 2019 - IOC Olympic Programme Commission review Q3 2019 - IOC Executive Board review Q3 2019 - IOC Session decides on the new sport proposal (for potential inclusion in the event programme, but subject to final review by Paris 2024 and the IOC Executive Board following the review noted below) Q3 2020 - Review of the Olympic Games Tokyo 2020 and any other events as appropriate Q4 2020 - Olympic Programme Commission and IOC EB final decisions on the event programme and athlete quotas (including final confirmation of any events and athlete quotas in new sports previously approved by the IOC Executive Board in Q3 2019)

Once it has finalised its process for considering any new sports to propose to the IOC, Paris 2024 will contact IOC-recognised International Federations whose sports have been assessed as fitting within the existing Paris 2024 venue master plan, reflecting Paris’ vision to host a youthful, innovative, spectacular Games showcasing France’s most iconic landmarks, and in line with the Paris 2024 global sports concept.

We would like to request that IFs do not contact Paris directly on this matter until they communicate with you.

More than 50% answered all IFF events When change is done on IFF level will you change your national leagues also? 19 nations answered that they will do changes in the national leagues What is the lowest number of people on the bench that you can imagine and how would you use them? This question was more for seeing how they would think if they would have totally free choice and we have a difference from 10 + 1 to 20 + 4.

There are so many dates that it should be possible to extend the season and with IFF Weekend in the end of April and the U19WFC in the beginning of M ay this is not possible in a useful way. Appendix 17 WADA’s 1st Global Athlete Forum, 3-5 June 2018, Calgary

104 athletes from 54 countries across all continents participated in the 1st WADA Global Athlete Forum, hosted by the Canadian Olympic Committee with the support of the Canadian Centre for Ethics in Sport. After two days of discussions about doping, development of WADA, current situation and issues of doping in the world, trends and the importance of the presence of the Athletes Commissions in sport organizations, the key outcomes has been identified:

1) The Forum supports the draft Anti-Doping Charter of Athlete Rights and stressed the importance of the Charter to ensure that the rights of all athletes are accepted and that the key principles are integrated into the 2021 World Anti-Doping Code.

2) The Forum identified corruption, conflict of interest and lack of independence as their top three concerns related to the anti-doping system. The WADA Athlete Committee commits to addressing these concerns and to working to improve the situation; as well as, supports WADA’s increasing efforts in addressing these concerns.

3) The Forum supports WADA’s decision to ensure that the outstanding items in the RUSADA Roadmap to Compliance are fulfilled before World Anti-Doping Code compliance is declared.

4) The Forum recognized the brave actions by Russian whistleblowers, Yulia and Vitaly Stepanov, in reporting doping in Russian athletics. The Forum thanked them for their courage and continued commitment to clean sport.

5) The Forum supports WADA’s Speak Up! whistleblower program and the advancements made to ADAMS; as well as, commended the Agency on the new International Standard for Code Compliance by Signatories and the work of the Independent Compliance Review Committee.

6) The Forum calls on leaders of sport and government to facilitate an environment that allows athletes to express their opinions without fear of retribution.

7) The Forum calls for more financial investment for global and national anti-doping programs.

8) The Forum expressed concerns about sporting organizations hosting events in WADA non- Code compliant countries.

9) The Forum calls for anti-doping organizations to routinely review their programs.

10) The Forum calls on all athletes and athlete representatives to publicly express their views both individually and collectively.

11) The Forum reinforced the need for meaningful Athlete involvement in the rules governing anti-doping organizations.

12) The Forum stressed the importance of mandatory anti-doping education.

13) The Forum overwhelmingly endorsed full membership of the WADA Athlete Committee Chair on the Executive Committee.

I had the pleasure to meet very experienced athletes from all over the world. Many of them didn’t know floorball at all, but I am sure that they will remember it now. Large part of participants came from disciplines were doping is visible a lot, like swimming or cross-country skiing. In the case of floorball, we spoke about education and how important it is that the players, coaches and clubs are aware about anti-doping issue. Floorball is not there yet, but it might be very soon that the players will have to report their whereabouts in ADAMS system and the tests will be done more often than during the big tournaments. Education is the way to make it easier for everyone in the future to face anti-doping rules. Basically, each member association should have on their website information about anti-doping policy.

WADA’s Athletes Commission was happy to hear that IFF’s Athletes Commission is active, has its representatives on various IFF’s committees and that our chair is on the IFF’s Central Board. This is the way to go, they said.

The topic that was discussed actively in my working group is that each athletes commission should have one member educated by WADA on the topic of anti-doping. This person would be the one that the athletes can contact and talk about the issue of anti-doping. It might be easier for the athletes to talk with another athlete who will understand the importance of the issue.

Interesting part of the Forum was discussion about the Speak Up! program. Mr. Gunter Younger, Director Intelligence and Investigations, explained how important it is to speak up. Every time someone steps forward with information on doping, we move closer to a clean and fair playing field for all. Everything that is being reported to WADA is strictly confidential and anyone can report violations. It can be done easily via WADA Speak Up website. Skype conference call with Yulia and Vitaly Stepanov who had to leave Russia to protect themselves after revealing dirty secrets of doping in Russian athletics, was touching moment of the Forum. Unfortunately due to technical issues, we could not ask them many questions.

Members of the WADA’s Athletes Commission were there all the time available to talk, as well as the President of WADA Sir Craig Reedie and the Director General Olivier Niggli. All of them were happy to hear about the anti-doping situations in different disciplines and countries.

For me, personally, it was fantastic experience to be part of this group of athletes who came together to discuss key anti-doping developments and issues. Two days of discussions brought a lot of new knowledge and contacts. I hope that WADA’s Athletes Commission will keep up the good work they are doing and as it is planned, the next WADA’s Athletes Forum is going to be held in 2019.

Marketing Function Report/Tero Kalsta 02.09.2018

Sales Overview The primary target for sales is to secure material and main sponsors for the next four-year period. For marketing the primary targets are to strengthen the brand of floorball in the B2B segment. Parallel to the planning work I have initiated to build the sales funnel. As my sales management tool I have chosen Pipedrive which is a SaaS based software. The software also offers statistics to evaluate the sales process and the work of Mr Kalsta.

The target setting is clear:  to find a timing sponsor  find a replacement for Asics  and one title and 2 main sponsors Currently sales efforts are based on traditional methods:  utilizing own network  partner network  cold call

Future efforts might include also direct e-mails and even a direct mailing concept (there are obvious financial restraints for the latter one). This will be kept in the backlog until initial sales have been secured and the financial situation has improved. As a new test for approaching potential customers Mr Kalsta will test sending customized sales videos. He has invested some time in learning to use a free editing software.

Sales Status I met with the timing sponsor SwissTiming (Lazslo Szakadati / Head of Client Services) at their premises in the mid-June. After that meeting the needs of IFF have been iterated and the details regarding a tv-graphics solution are being worked on by their Graphics Team. I have submitted them a proposal of what the IFF can offer the watch brand, and it is valued at 100.000€. In return the IFF expects to receive the tv-graphics solution and staff for our adult and U19 events as well as product merchandise to be presented as player prizes and/or competition prizes. Mr Szakadati has discussed the proposal with two watch brands at the end of July / beginning of August. Now we are waiting for their response.

On the sports apparel side I have contacted all the major brands as well as the “challengers”, so to speak. From the bigger brands Puma was the only one who showed genuine interest but turned us down due to signing two major agreements (therefore lacking resources to start anything big). The case can be revisited during 2019. Joma has replied that the 2018 budget is not available but has not replied about the upcoming years, reactivation has been commenced during August. Since June I have established contact with Hummel. They are very interested in floorball and consider it a serious option from 2020 onwards. It has been identified by them as a strategically important sport in their strong markets (Nordics). They just signed a major sponsorship (most likely with the International Handball Federation) and will start implementing this deal so are very busy for the next six months. I have also delivered Diadora detailed info about our offering for them to evaluate the case before summer and have made follow-up during August. With Craft I have discussed several times on the phone with the Swiss representative. In August the Swiss guy has discussed the topic of sponsorship with Craft HQ in Sweden and they expressed interest. Based on the experiences of Craft with the Finnish Federation, and on the market situation for team wear, they consider international sponsoring with floorball to be a serious option. After e-mail introduction by Craft Switzerland a Skype-meeting with the Marketing Director in Sweden has been set for 1st week in September.

On the title and main sponsoring front there are over 50 contacts made and the best leads at the time have been established with Verfora AG / Perskindol (Timothée Pfeiffer / Brand Manager; Julien Leblond / Sponsoring Manager Global Brands; meeting on 31.8.), AJ products (Marcus Ragnarsson / Marketing Director), HMD Global (Nokia phones / Miko Paassilta, Nordic Marketing Manager), Momondo (Allan Askov/Global Partnership and Brand Activation Director). There is a new contact person at Subway (Pia-Maria Ikonen / Marketing Manager) and after discussions with her, she has expressed genuine interest. A meeting is scheduled for September. I have also been in contact with Lidl (Timo Hansio, Commercial Director) whom has promised to

Recognised by the IOC Ordinary member of SportAccord APPENDIX 18 map the strategy of Lidl regarding international sponsoring. The contacted brands vary from fast food, snacks, drinks, travel industry to consumer electronics (phones, headphones, loudspeakers).

IFF has been contacted by two separate parties to discuss possibilities for a Main sponsorship for the WFC 2018, one a discount store chain through Eurobanner and a second Chinese internet company. Both have been served with further information for decision-making.

Two sales partner agreements have been signed, one for Finland and one for Switzerland. In Finland we have agreed that they are in contact with three (3) main sponsor prospects (energy company, sports retailer, clothes brand). For our Swiss partner I have signed off eleven (11) contacts he has contacted. Out of these, one has led to further discussion and I am now directly talking to Polar International (heart rate monitors). This discussion is to be reinitiated in September.

While trying to score a Main Sponsor there are also some offers made regarding the Champions Cup 2019. I have sent three offers (two as Main Sponsor / one as Sponsor) with little success so far. Two have declined, and the third in follow-up phase. Regarding our current partners the proximity to the WFC decreases the value the sponsors perceive to gain from CC. The sales work continues.

The negotiations led by Mr Liljelund and Mr Halonen to renew the existing Material Sponsor agreements have been successful. Gerflor made a good proposal and this was agreed on. The Renew Group proposal was countered, and an agreement was reached. The Swerink deal was also successfully renegotiated. All of the sponsor deals, per request of the sponsors, will be announced during the WFC 2018.

Marketing Status The IFF LinkedIn profile has been updated regularly and it has slowly produced further reach (impressions up from January (58) to April (10902)) and gained a bit more followers (see below).

Our sales presentation was restructured for more consistency and focus (appendix). A feedback from the CB is expected. One of our sales partners (with extensive experience in sports marketing) has promised to consult us a little more. Once the new sales presentation has been finalized and approved it will be uploaded on Slide Share. In addition, a fact sheet with figures on SoMe, Youtube and TV is being prepared (attached). The new IFF website will present more possibilities for utilizing banners, digital advertising and sponsor content. These are elements which will be included in the sponsorship tool box.

Another target in branding is to make our social responsibility brand stronger. For many brands this is a major factor in decision-making. For this there are two main topics:  Identify and contact brands which share our #GoGirls project values  Research a partner organization which would suit floorball o Unesco, Unicef, etc.

In addition to the above-mentioned, environmental aspects are also being considered. This is a new area for potential sponsors (environmentally sustainable products i.e. cups, plates used in events). Two companies have been contacted in this sector.

Further some new perspectives for marketing have been worked on. Mr Kalsta has discussed with a company which produces rink size 3D-projection shows. This would be an element which would draw much attention for the WFC (and present sponsors a unique platform) however the budget structure is hard to overcome without a major contribution from a sponsor (production cost for the event around 150.000€).

The testing with the Hover Camera (Zero Zero Robotics) has not been hugely successful. It has turned out that the camera is not able to handle very fast movements of the object (while in auto-follow mode) and controlling the drone with the phone app is not very easy. The suitability for our needs is questionable and still under evaluation. Currently is seems that it will unfortunately not serve our needs.

IFF Central Board Meeting – September 1,2 / 2018

Canada Events

Canada Cup Floorball Canada, together with the Toronto Floorball League, organized another successful tournament. Over 30 teams participated. This is the third time that Floorball Canada has hosted the event and we will continue to grow the tournament in size to where it was in the past. (60 teams)

Sponsorship of Floorball Programs

Floorball Canada sponsored 2 more new leagues with a grant to help them with startup costs. One of the new leagues is in . This location is important as it is one of the few remaining provinces where there is no Provincial Sports Organization for Floorball. Once Floorball Canada can show our Federal Sports Organization () that we are established in a majority of provinces, our chances of receiving Federal Government funding improve greatly.

Wheelchair Floorball

Swiss Wheely Open in Nottwil, Switzerland Once again, Canada has fielded teams in Nottwil, Switzerland. Both Canadian teams are competitive and should be thanked for making the long and expensive trip to Europe. The team dedicated their efforts in memory of the young hockey players who were disabled or perished in the terrible bus/truck crash in April this year in Humbolt Saskatchewan. Not surprisingly, the leader of this group from Canada is the same person that organized the Western Canada Wheely Open.

Western Canadian Wheely Open The first Canadian wheel chair floorball tournament was held in August in Vancouver. Teams from Europe were invited but cited cost concerns for their absence. Next year, the event organizers will continue to invite international players to make it a truly international tournament.

U19 Men’s Tournament Halifax 2019

USA Events

Development Meeting

• In July, a large number of people dedicated to growing the game of floorball in the US gathered in Texas to discuss the future of the sport. The summit resulted in several things for the USA Floorball board to address at their next meeting and beyond. • “This was an enormous step forward for floorball in the US and may well lead to an overhaul of how USA Floorball is organized. We want to thank the organizers and everyone who took time to come and share their ideas” says USA Floorball President Calle Karlsson. • The summit gathered people from all over the states and even had some international participation. • Among the subjects broached were membership benefits, insurance, player development, national teams, coaching development, the structure of USA Floorball, and more. • Another issue discussed was the coming World Games in Birmingham in 2021, an event that is a potential stepping stone to the Olympics, a dream shared by the entire floorball world. • “We have an amazing opportunity to showcase floorball at the World Games in Birmingham and the goal is to make it the best floorball tournament to date” president Calle Karlsson concludes. • The USA Floorball Summit is the start of something big for everyone in the USA Floorball community.

Tournaments and Development The USA National Floorball Championships were held in August in Wisconsin.

The US Nationals in Tomah, Wisconsin started with a development camp. Joel Olofsson, with a coaching background from the top league in the world, is one of the coaches leading the camp.

Mexico Events

Teijo Vienola has very recently had 2 schools in his city adopt a floorball program. This this has been a big step forward, as for a long time, he has been keeping floorball alive by himself in his city. In addition, he had made an important contact in the local government which will open more doors. Like so many others in the floorball hinderland, he has carried the load by himself with little or no help from his local peers. Now he sees a light at the end of the tunnel.

PROPOSAL TO THE IFF CENTRAL BOARD Creation of a Euro Floorball Championships, under the aegis of IFF

The Euro Floorball Tour - EFT-countries behind this proposal strongly believes, that after an extensive analysis and discussions with a number of stakeholders, that it would be in both the interest of their and the International Floorball Community to create an Euro Floorball Championships (EF) starting from 2023.

Objective

There is a growing need, not only from a competition point of view, but also from marketing and visibility aspects, to have an additional title to fight for. IFF also desperately needs more international events, to strengthen the marketing, promotion and the awareness of the sport. The Euro Floorball Championships would receive a much higher status, on the national level than the present EFT’s and therefore help the national associations in their work to promote the sport through the championships. There is also a strong consideration that the proposing countries need to have more major events to organise to strengthen their position nationally, giving more valuable events for the host cities, partners and media. As the objective must be to have the WFC’s played also outside of Europe, the EF would fulfil this need. The new format could also act as an entry point for countries presently ranked 5-12th to start organising Major Events.

Euro Floorball Championships (EF)

The top 7 nations from the previous WFC and the host nation will be qualified for the EF, which will be played during the WFC qualification International week in January-February, meaning that these countries are directly qualified for the next WFC, if they participate in the EF.

The tournament will be played in two balloted groups of four teams during 7 days, four days for group games and 3 days for placement, semi-final and medal matches, with a total of 20 matches. Men will play in even years and women in odd years, but always in the same year as the WFC for that gender.

The EF would be managed by IFF, in the same way as the WFC’s and the U19 WFC’s. The bid for organising the event would start 4,5 years in advance of the Event, with applications 4 years in advance and a decision 3 years in advance. The organising agreement must be signed at the time for the decision. IFF shall use the IFF Event Management System – Eventello to manage the entire process. The EF will be lighter, easier and more cost-efficient to organize than the WFC. The requirements for the bidding, organizing and the arenas for the EF will be lower than for the WFC’s. The EF gives the organisers a bigger flexibility to cooperate with other cities and venues, than the ones where the WFC’s can be played, but still within a 90 minutes driving range from an International airport.

Responsibilities

IFF will have the overall responsibility and delegate this to the organiser via the organiser agreement and the EF Competition regulation. IFF will handle the distribution of the International TV- and Internet-TV signal.

The EF will be organised based on the IFF regulations and the requirements set in the IFF Event Handbook. The requirements for the EF will be a little above the requirements of the U19 WFC’s when it comes to finances and requirements so that it is easier for smaller floorball countries to organize the event, too.

The applicants ask for an approval of the Euro Floorball Championships (EF) concept from the IFF Central Board and that IFF takes the needed measures to include the EF into the IFF International Calendar starting from 2023 and to take the needed measures to put in place the EF regulations and modified requirements by the end of Q2 in 2019.
