Annual Report : 2011 - 2012 Preface The Gujarat Pollution Control Board – also known as GPCB – was constituted by the Government of Gujarat on 15th October, 1974, under section 4 or the Water Act, 1974. GPCB Continued its efforts towards environment protection and better pollution control management. During 2011-2012, GPCB has achieved many goals; some of which are stated below in brief: 1. New recruitment of 30 officers(technical) has been done in the workforce of GPCB. 2. Co-processing of Hazardous wastes was encouraged and recommended. Around 83,000 MT of such waste is co-processed so far in cement mills. 3. Detailed technical guidelines including action plans for pollution control are being monitored strictly. 4. Strict policy implementation has been adopted by the Board. Total 909 industries were directed to be closed down during the year and were allowed to restart after commitment or verifying the compliance. 5. Illegal discharge of effluents and other wastes were detected and removed. Illegal transport of hazardous wastes was strictly dealt with legal actions. 6. 73710 inspections and visits under environment protection laws have been carried out and precise directions are given to reduce the pollution. 7. During the year,2417 CTE and 1550 CCA were granted to industrial units. Total19992 samples were collected for analysis. 8. Total 60 environment public hearings were conducted across the state at the upcoming sites of new industries. 9. Pollution parameters like COD,BOD,NH3 N etc. have been reduced up to 50% to 70% at CETPs by many-fold efforts of the Board. Gujarat Pollution Control Board 10. Out of 364 applications for Environment Clearance (EC), 267 applications have been cleared during the year. 11. GPCB has continued to work as an advisory and supportive body for other SPCBs. MOU is signed with the Goa State Pollution Control Board to provide them the services as above. Other states are also inquiring for the same. 12. Inspite of the rise of industries in the State, there has been recorded 10-24% reduction in the ambient air quality parameters in industrial areas and the odour problem also is reduced by 70% in chemical cluster. 13. New CETPs have been approved and attempts are going on, for reduction in water pollution at Palsana, Narol, Jetpur, Sarigam,Vatva, Ankleshwar and Panoli. 14. Due to strict policy of closer due to pollution or non compliance for 15 days and revocation only after Undertaking for compliance within stipulated time and deposition of bank guarantee, industries are now becoming ready to install new pollution control machinery and to run it properly. 15. To control violation of the Biomedical Waste Rules, scheme of the bank guarantee to assure compliance limit has been introduced. 16. CCTV cameras and Internet control facilities in Narol area and Regional Office Ahmedabad have been established for taking immediate action just after detecting smokes from the stacks. The implementation of similar system has also been started in Surat. Project of new CETP for Narol industries has been initiated. 17. Special permission have been given for disposal of ammonia waste of Ankleswar, Panoli, Padara, and Vatva and for recycling it at Bhavnagar. 18. To control the pollution from shorter distance and to receive complaints at district levels from public thereby Annual Report : 2011 - 2012 saving time, energy and cost and to make available necessary guidance to the public, one new Regional Office has been opened at Jetpur. At present, general public gets contact of the Board from 22 offices. 19. Thousands of pending applications have been cleared and the recovery of Lacs of rupees is made possible by the Board though development of system, for fast disposal of the pending cases by monthly meetings and 21 new Forms. Regular Data Bank is being prepared through new inspection format and by monthly and annual reports required from industries for pollution and its control. 20. More literature has been published by the Board to be useful to the public. Rise is made in Guajarati/English articles being published in magazines. 21. The credibility of the Board activities has been increased due to recognition by NABL to the Central Laboratory of the Board at Gandhinagar.GPCB is the only pollution control board in country to have this recognition. 22. Gujarat was the first State in publishing guidelines in 2010 for project proponents for preparation of EIA reports. Second edition of these guidelines is prepared during the year. Public awareness plays key role in environment protection. The Board has given prime importance to programs for public awareness. During the year under report, the Board has organized many awareness programmes including posters exhibition, paryvaran rath yatra ,seminars in major towns/cities and educating all concerned people including medical and para medical persons for effective implementation of Municipal Solid waste, Bio Medical Waste, Plastic waste issues, noise pollutions, etc. The Board through its all Regional Offices, co-ordinates with the District Authorities and also participates in various District Level programmes Gujarat Pollution Control Board viz. District level mock drill, video conferences held by the District administration, District Collectors and Municipal Corporations, programmes of Vibrant Gujarat, Nirmal Gujarat, Consumer Protection Committee etc. The Lok Darbars/Gram Sabha meeting have helped in addressing the public at large. GPCB together with the Forest & Environment Department, Government of Gujarat and in co-ordination with other department of State like GIDC,DISH, GDMA and Central Government like CPCB, MoEF, have been playing an affirmative role in tackling the problem of pollution control very strictly and effectively. The Government of India has enacted and entrusted the Central Acts and relevant Rules for pollution control as notified thereof from time to time. The Board had initially, staff of 25 in 1974.
