Open Forum: Members of public were invited to speak. NHW Chairman – date of public meeting, Monday 18th March 2019 7pm. A resident expressed concerns regarding tractors and trailers travelling over speed humps causing a disturbance throughout the night. Cllr Jones to investigate.

1934) To approve the minutes of the previous meeting of the Council RESOLVED: The minutes of the meeting held on Monday 5th February 2019, having been previously circulated, were signed by the Chairman as a true and correct record of that meeting.

1938) Chairman’s Report. RESOLVED: Meeting fourth of March 2019

Debbie Keith Debbie Keith has decided to step down from the parish Council, having almost completed a four- year term of office. The PC would like to record a sincere vote of thanks for her contribution during this period. Debbie has made a major difference. On many, many matters that have passed before us and her expertise and enthusiasm will be greatly missed. Our grateful thanks once again.

Village Litter Pick Our biannual litter pick was held this Saturday. There was a magnificent turnout of helpers from across our Parish and it was very heartening to see the community spirit that this generated. A straw poll seems to indicate that apart from the usual crisp packets and general litter, particularly from takeaways, then the next biggest problem is beer cans and bottles, followed by roughly equal division of vodka and scotch bottles! Very many thanks again to our supporters and the real beneficiary is our Parish of which we can be proud!

Bulbs in Flower. It is equally pleasing to see the wonderful display of spring bulbs throughout the villages, together with the crocus which are now starting to make an impact as well. Once again, a good project which is added to real colour to our Parish.

Planning appeal. Although a later item on the agenda tonight, a planning appeal has been lodged in respect of the refusal of consent for the two so-called eco-homes located to the rear of St Peter’s close in Tonge. We have until 28 March to submit any additional comments although all of the earlier correspondence is automatically forwarded to the inspector. The reasons for refusal were very robust and I think it appropriate for the PC to consider a further submission within the deadline.

Quarry blast I note there have been a number of comments on the Breedon hub relating to February’s blast in the Breedon quarry. It was particularly fierce and I see that Charles Meynell from Breedon Hall all was going to submit a formal complaint. If fellow members consider it appropriate then perhaps the PC should similarly make comments to the quarry?

PSPO In order to progress the PSPO following the visitation by North West at our last meeting, Jim myself and Sam met with Bev Smith, the chief executive of North West Leicestershire. The outcome was quite simply that it was unlikely to be granted given the evidence produced to date, however, they would look into allowing us to erect the barrier across the road without a PSPO and merely closing the highway. This would be subject to agreement from highways that they would not take enforcement action if we were to close the road. This matter is unfortunately not yet concluded.

Play Area - Lamp Columns LCC applied for funding to carry out the works for which have now been confirmed. LCC will be coordinating an inspection shortly to carry out works to find out where the electricity supply is coming from. LCC will take out the lamp columns and make safe.

School Pavilion LCC has now received all the quotes and currently getting funding for the demolition. LCC has a meeting with the lawyer on Thursday, once this has taken place, they should be in a position to then send us a letter, for which the Parish Council can advertise on the media platforms. If no one comes forward with any objections for 6-8 weeks, LCC can start the process of demolition.

Parish Liaison - Liaison Meeting – Wednesday 27th February 2019

Local Plan Leicestershire – Strategic Growth Plan – Signed off 2018. Local Plan – Adopted November 2017 – Reviews taking place – responses to consultations from June 2018 are being considered. Also, reviews around housing requirements are being discussed with all housing authorities as figures do not align with National Policy) Neighbourhood Plans – Policy here to stay. 1st NHP – Ashby adopted November 2019. – Looking at their plan with referendum due summer 2019. plan now being prepared. Swannington – plan has been proposed. NHP Event due Autumn.

Election Information NWLDC is piloting a new voter ID. Every voter needs to prove who they are. The form of ID for NWL is the Poll Card. This MUST be presented when voting – if you lose your card it can be replaced up to 24hours before the day of election.

Councillor Election Nomination packs are NOW available!

Packs contain Nomination Papers in a plastic wallet and guidance papers etc loose in the pack. Re-standing Councillors can apply for a Register of Electors in their ward from the 26th March not before.

Packs to be returned to the monitoring officer at NWLDC between March 22nd (NOT before) and 3rd April – DEADLINE 3rd April before 4pm. Packs MUST be HAND DELIVERED – although someone else can return it on their behalf.

It is advised that you have your papers checked when returning them. NWLDC have an appointment system therefore if you would like your papers checked please book one! Officers will deal with ALL applications in the order they are received.

DO NOT leave your papers at the reception desk – They MUST be given to the Monitoring Officer or her delegated office.

Should know on the 4th April if an election is required.

The count will be done overnight this year and published asap. PLEASE DO NOT ring in before checking elsewhere.

The expense form MUST be completed and returned to NWLDC – even if it’s NIL within 28 days (this is law and the responsibility of the candidate). Although this is called an expense form and each person gets an allowance (if an election takes place) – this CANNOT be claimed back! Monday 4th March 2019 3

How Safe is Your Data – Sam Hancock, Cyber Protect Officer, Sam gave a whistle stop tour of this subject. A full presentation will be available shortly thorough NWLDC.

One of the main topics discussed was looking at the hacking/pawning of your email address. It was advised that everyone should use the website to check if their email has been pawned and take the necessary action, which in the main is to regularly change your password. https://haveibeenpwned.com/

It was also recommended that Councillors have a ‘council email account’ and those who use personal ‘Facebook’ accounts should ensure their ‘FriendsList’ is set to ‘Private’.

Flooding – S19 A meeting has been arranged with the Flood Dept and Cllr Nick Rushton on the 8th of March to discuss the S19 report for Breedon. Once Cllr Rushton is happy LCC will publish the report on their website.

PSPO CEO at NWLDC has approached the CE at LCC to request authorisation for the Parish Council to erect agate on the Church Road. NWLDC has authorised an additional litter bin at the Church car park. – Bin to be fire proof with lid. NWLDC will provide bin and a contribution of £1000 towards the gate if LCC grant permission. LCC now will enforce if the Parish Council puts in a gate, unless they decommission the road as a public highway and therefore pass on the maintenance.

(b) To discuss the lock-up renovation. RESOLVED: Cllr Camp to obtain a further quote and bring it back to Council. Once the Parish Council as a comparative quote a decision will be made. (c) The Clerk to provide an update regarding safeguarding the Church. RESOLVED: Please see above in the Clerk’s report. (d) REMINDER – Defibrillator and Basic First Aid Training – Wednesday 13th March 2019. RESOLVED: Noted.

1940) Local Council and Community Affairs. (a) Cllr Camp to provide an update on the progress at Breedon Play Area. RESOLVED: The Parish Council hopes to place an order for 1st April, hopes to have the new play area open for the summer school holidays. Cllr Jones to liaise with quarry to confirm funding. Cllr Morris to liaise with Cameron Homes to ask for funding and report back to Council. (b) Cllr Camp to provide an update regarding flooding. RESOLVED: • Awaiting S19 report from LCC – should be released ASAP. • LCC in the area continuing with maintenance work at Nottingham Road. • REMINDER – Flood Fair – Saturday 16th March 2019. (Those affected by flood, to find solutions to help themselves better protect their homes.)

The Parish Council resolved to submit further information to the planning Inspectorate in respect of the above application. These comments are in addition to those comments made at the time of the original application consultation.

Our previous comments will remain relevant and we should like to add the following;

Highways: The access has virtually no visibility when emerging from the proposed site. Importantly, the stonework on the bridge at the end of the footpath is 6’10” (2.08m) high, which guarantees that any pedestrians could not be visible to any vehicle emerging. Indeed, small children, let alone adults could immediately be placed in great danger.

The PC is at a loss to understand quite the proposals contained in the appeal documentation given that the existing pavement at this point is precisely 1.5 m wide yet the proposal is to increase the width to 1.5 m.

Additionally, of course, there is a well-used footpath access down to the Cloud Trail at this critical point.

Affordable housing: The appeal documentation intimates that this application falls within policy H5 on rural exception site. The PC would disagree with this finding in that it does not appear to meet the criteria.

Furthermore, since the date of the original application two further sites have gained approval for an element of affordable housing within the parish and no evidence of need has been provided. (b) Planning Decisions notified since the previous meeting: 18/02021/FUL: Erection of front, rear and side extensions, loft conversion including raising the height of the dwelling, new facing materials and associated landscaping at Cornerways, Main Street, Wilson, Melbourne, Derby, DE73 8AD. – REFUSAL OF PERMISSION FOR DEVELOPMENT. 18/02263/TPO: Felling of 1 no. Scots Pine, 1 no. Hawthorn and 1 no. Silver Birch (Protected by TPO) at The Dairy, Doctors Lane, Breedon On The Hill, Derby, DE73 8AQ. – CONSENT TO Monday 4th March 2019 5

Donington consultative forum meeting 20th of February.

This was the first meeting. I have attended, previously Jim has always represented the PC.

My overall impression is that they are trying extremely hard to work with residents of the local area and are very keen to make improvements which will benefit both the racetrack and residents.

Modifications will be carried out to those entrances which are not in permanent use, along the Melbourne Road, with a view to discouraging the dumping of litter. The entrance from Melbourne Road has undergone significant alterations within the curtilage of the racetrack, with new entrants’ facilities and the planting of 500 trees with more to follow.

Ritchie Bros plant auctioneers have now left the site entirely which adds to the improvement of the overall appearance.

Further improvements to noise reduction that taken place will stop drifting events have been significantly reduced.

Download will be the only concert held this year. The others having been denied further access owing to bad management.

The Donington ring-road should be completed around September and a significant shift of traffic, taking advantage of this road is expected.

My conclusion from the ensuing discussions which involved Donington PC and the district Council is that this may be used as a shortcut between the M1/M 42 and the A 50. The result may be a lessening of traffic using the Swarkstone bridge and henceforth potentially lessening some traffic through Melbourne and to Wilson.

Provisional date for the next meeting is 4 September.
