    Local Government Boundary Commission - Review of Cambridgeshire County Council East Cambridgeshire - Conservative Party Response from South East Cambridgeshire Conservative Association (SECCA) Summary 1. We believe that single Member Divisions provide for the most effective local government in East Cambridgeshire, giving greater clarity to the electorate and to City, Town and Parish Councils and other local organisations. 2. Our preferred scenario (scenario 1) is based on 63 Members, meaning that 9 will be in East Cambridgeshire. This proposed scenario allows for provision of single Member Divisions, achieves good electoral equality, provides for convenient and effective local government and offers the best solution, by some margin, in terms of reflecting community interests and identity. 2.1. We strongly believe that the Boundary Commission’s proposal for two 2 Member Divisions (within the 61 Member scenario) has made serious compromises to both community interests and identity and to convenient and effective local government, markedly so for the proposed Littleport West Division (Division 16). The geographical size and marked difference in service needs of different parts of this Division could cause conflict in Members’ ability to represent the whole of the Division effectively. 2.2. Sutton, and particularly the villages to the south of Sutton (Wentworth, Witchford, Haddenham, Aldreth, Wilburton, Stretham and Little Thetford) are totally remote from Littleport - geographically (residents of those areas look to Ely and Cambridge and do not use or travel to Littleport), culturally (residents of those areas do not link themselves in any way to Littleport), demographically and in terms of service need (educational, economic and health and wellbeing needs are markedly different).

    BUTTERS FAMILY There were 4 brothers who attended Framlingham between 1888 and 1905 and a couple of them were very prominent racehorse trainers. JOSEPH ARTHUR “FRANK” BUTTERS (1888-95) Frank Butters was Champion Trainer 8 times between 1927 and 1949. In addition to training the winners of 15 Classics in England he also trained Irish Derby winners Turkhan, Nathoo and Hindostan and Prix de L'Arc de Triomphe winner Migoli for the Aga Khan III. Frank Butters was born in Austria, where his father Joseph rode and trained, and became a successful trainer there himself. During the 1914-18 war he was nominally interned, then trained in Italy before being given a 4 year contract as private trainer to the 17th Earl of Derby at Stanley House, Newmarket, becoming leading trainer in his first year there, 1927. When Lord Derby withdrew from racing for economic reasons, Butters leased the Fitzroy Stables in Newmarket as a public trainer. Here he trained for Mr A W Gordon and, later, the Aga Khan III and the 5th Earl of Durham. He considered Bahram to be the best horse he ever trained.     Hints for a gravitational transition in the Tully-Fisher data George Alestas,∗ Ioannis Antoniou,y and Leandros Perivolaropoulosz Department of Physics, University of Ioannina, GR-45110, Ioannina, Greece (Dated: July 13, 2021) We use an up to date compilation of Tully-Fisher data to search for transitions in the evolution of the Tully-Fisher relation. Using an up to date data compilation, we find hints at ≈ 3σ level for a transition at critical distances Dc ' 9Mpc and Dc ' 17Mpc. We split the full sample in two subsamples according to the measured galaxy distance with respect to a splitting distance Dc and identify the likelihood of the best fit slope and intercept of one sample with respect to the best fit corresponding values of the other sample. For Dc ' 9Mpc and Dc ' 17Mpc we find a tension between the two subsamples at a level of ∆χ2 > 17 (3:5σ). Using a Monte-Carlo simulation we demonstrate that this result is robust with respect to random statistical and systematic variations of the galactic distances. If the tension is interpreted as due to a gravitational strength transition, it would imply a shift of the effective gravitational constant to lower values for distances larger than ∆G Dc by G ' −0:1. Such a shift is of the anticipated sign and magnitude but at somewhat lower distance (redshift) than the gravitational transition recently proposed to address the Hubble and ∆G growth tensions ( G ' −0:1 at transition redshift zt . 0:01 (Dc . 40Mpc)).
