P137 of the response, at the bottom of the page, point 2 talks about being unclear "how we get from current East Cambs pattern to a new one (without need for yet further subsequent consultation) assuming we are persuaded to do so. Specifically, I recall that Alex drew up a pattern closer to what EC had suggested but Max did not allow it to be put forward." Can you please send me the East Cambs pattern drawn up by Alex to which this paragraph refers. Please also send all correspondence and information relating to it, including all correspondence and information about why it was not acceptable to Max? In view of the consultation period beginning in 5 days time, I would appreciate a timely response to this request. You asked us to send you the East Cambridgeshire pattern drawn up by Alex Hinds (Review Officer) and all correspondence and information relating to it, including all correspondence and information about why it was not acceptable to Max (Caller – the Chair of the Commission at the time). Please find attached the alternative scheme for East Cambridgeshire as requested. A map of the proposal is also attached. The map shows the boundaries of the alternative pattern, the division names and electoral variances. Also attached is the electorate data that accompanies this proposal. This details what polling districts are included in each of the divisions, the purple lines show which polling districts are divided between divisions. The road counts in columns L and M detail the number of electors in each split polling district. This alternative scheme was only discussed verbally with Max Caller. There is no correspondence relating to it and it was not proposed to the Commission. It is largely similar to a proposal received from East Cambridgeshire District Council in previous consultations with some amendments to provide for improved levels of electoral equality. We are conducting an electoral review of East Cambridgeshire District Council following a request by the Council in order to consider a reduction in council size. Our proposals for East Cambridgeshire East Cambridgeshire District Council currently has 39 councillors. Based on the evidence we received during previous phases of the review, we consider that a council size of 28 members – a reduction of 11 – will ensure that the Council can perform its roles and responsibilities effectively.

    RE-EVALUATING MAPS OF DOMESDAY POPULATION DENSITIES: A case study from the Cambridgeshire fenland By SUSAN OOSTHUIZEN Abstract Professor Sir Clifford Darby’s county, regional and national maps of a range of data drawn from the Domesday Book revolutionized scholarship on the social and economic history of late Anglo-Saxon England (e.g. 1935, 1936a, 1936b, 1971, 1977). While this paper does not seek to challenge Darby’s general conclusions, a case study re-examination of the inter-relationship between population density and physical geography in the Cambridgeshire fenland in 1086 suggests the regional usefulness of methodological adjustments to his mapping. It indicates that the population density of the peat and silt fens in the late eleventh century may have been significantly higher than that shown in Darby’s original maps, with implications for the contemporary social and economic history of eastern England. Introduction The magnificence of many fenland churches allows even a complete stranger to infer the large numbers of inhabitants in and general prosperity of the region during the middle ages (Illustration 1, Figure 1). Its affluence is confirmed in the lay subsidies of 1327, 1332 and 1334. Settlements on the silt fens (for which there is the most information) were so prosperous that they generated among the highest returns per square mile and per vill in England, as well as some of the highest rates per taxpayer (Campbell and Bartley 2006: Maps 18.3, 18.13). Although only 20% of English settlements paid more than £225 in 1334, that select group includes not only Ely (paying £358), Leverington (paying £360), and Wisbech (paying £410) but almost every other silt fen vill (Glasscock 1973: 181-3; 1975: 28, 107, 168-9).

Within that landscape are some real gems. The magnificent Ely Cathedral sitting proud as a the ‘ship of the fens’; Wicken Fen, which casts us back to a time before humans dominated the planet; the world famous Newmarket July Racecourse; and Anglesey Abbey, with its beautiful formal and informal grounds attracting visitors from far and wide. It’s no wonder that in 2012, the district scooped top spot in the Halifax’s annual rural areas quality of life survey. But there is so much potential to make East Cambridgeshire an even better place: with quality homes people can afford, easier access to shops, workplaces, services and facilities, and new thriving communities, which are welcoming and safe; where new facilities and infrastructure mean that businesses choose to expand or relocate here, bringing jobs and stimulating investment; to visit, a place where people choose to come to enjoy our nature, our history, our shops, our eateries and attractions, while at the same time significantly contributing to our rural and urban economies. And, fundamentally, we need to get building. We need to build a better East Cambridgeshire. In 2014/15, we only built 163 homes across the whole district, and only slightly higher figures of 181 homes in 2015/16 and 232 homes in 2016/17.

    STATUTORY INSTRUMENTS 2002 No. 2596 LOCAL GOVERNMENT, ENGLAND The District of East Cambridgeshire (Electoral Changes) Order 2002 Made - - - - - 12th October 2002 Coming into force in accordance with article 1(2) Whereas the Boundary Committee for England(a), acting pursuant to section 15(4) of the Local Government Act 1992(b), has submitted to the Electoral Commission(c) a report dated April 2002 on its review of the district of East Cambridgeshire together with its recommendations: And whereas a period of not less than six weeks has expired since the receipt of those recommendations: And whereas the Electoral Commission have decided to give eVect to those recommendations: Now, therefore, the Electoral Commission, in exercise of the powers conferred on them by sections 17(d) and 26(e) of the Local Government Act 1992, and of all other powers enabling them in that behalf, hereby make the following Order: Citation and commencement 1.—(1) This Order may be cited as the District of East Cambridgeshire (Electoral Changes) Order 2002. (2) This Order shall come into force— (a) for the purpose of proceedings preliminary or relating to any election to be held on 1st May 2003, on the day after that on which it is made; (b) for all other purposes, on 1st May 2003. Interpretation 2.
