ATLANTA BELTLINE, INC. CIVIL Position Description

POSITION SUMMARY

The Atlanta BeltLine is a $4.8 billion urban revitalization project being developed for the City of Atlanta, Georgia by Atlanta BeltLine, Inc. – a Georgia non-profit private development corporation. The Atlanta BeltLine program of projects includes 22 miles of modern streetcar/light rail transit (as part of a 50-mile system being developed in partnership with the city of Atlanta and Metropolitan Atlanta Rapid Transit Authority – MARTA), 33 miles of urban trails, 2,000 acres of new and rehabilitated parkland, 46 miles of new complete streets and streetscape improvements, public art, historic preservation, and 1,100 acres of brownfield reclamation, all of which will support the creation of 28,000 mixed income housing units (including 5,600 affordable workforce units) and 30,000 permanent and 48,000 one-year jobs. The Atlanta Beltline program is expected to stimulate between $10-20 billion in redevelopment in an area encompassing approximately 20 percent of the city’s land area and population over a 25-year implementation period expected to be completed by 2030.

Atlanta BeltLine, Inc (ABI) is seeking to hire a Civil Engineer. Ideal candidate would be proficient in all aspects of design, specification creation, and construction inspection. Must be self-motivated and be able to work in a small company environment that requires a well-rounded skill set and the desire to explore new and innovative designs. Candidates should be able to both design and oversee implementation of projects independently and pass on knowledge and skills to other staff members when working as part of a team. This position is a grant dependent position and is made available via ABI’s 2016 Bond Issue.

The Civil Engineer will work on a portfolio of park, trail, transit and streetscape projects. The position provides environmental planning, , design, and services including project management for ABI’s capital projects. Additionally the position will provide technical assistance for ABI’s Real Estate Department including, but not limited to, assisting in the review of pre-acquisition due diligence documentation, reviewing surveys, easement language, and other documents as needed. The position will coordinate and direct employees and consultants and ensure a commitment to quality work and timely project delivery through consistent and professional performance of job requirements. The position will demonstrate that design excellence, cooperation with partners, and team building are fundamental values that guide all aspects of our work. The position performs related duties as required.

PRIMARY RESPONSIBILITIES

Under the general supervision of the Design Director, the position will be responsible for design and engineering projects within established budgets and schedules. Specific responsibilities include:

 Provide technical assistance and consults with other ABI staff regarding engineering functions, site development, , and transportation aspects to specific projects.  Prepare, review and evaluate contract technical specifications, bid documents, and cost estimates to ensure adequacy, completeness, economy, maintainability, and compliance with design standards and formal agreements.  Provide technical assistance on planning, design, and environmental issues to ensure compliance with the organization's policies and procedures, and state and federal regulations including the City of Atlanta’s National Pollution Discharge Elimination System (NPDES) Permit, Georgia Soil and Water Conservation Commission’s “Green Book”, and Americans with Disabilities Act (ADA). Screen for traffic/parking issues; drainage/erosion issues; and right of way issues.  Manage various projects as needed. Responsibilities include developing and managing the scope, schedule, budget, and overseeing staff/consultants for projects. Coordinate project efforts with internal staff, consultants, and public and private agencies. Define and negotiate permits and variances as required.  Provide contract administration. Review and approve invoices, potential design changes, field orders/force account work and value engineering proposals. Review organization's critical correspondence to and from contractors and other jurisdictions.  Oversee the coordination of utility relocation needs for ABI projects, including City of Atlanta utilities, Georgia Power, Atlanta Gas Light and others.  As needed, review plans and specifications for public and private development projects with drainage, grading and erosion control improvements located adjacent or near the Atlanta BeltLine.  Work with ABI’s Program Management Department to help manage ABI’s Brownfield Program including but not limited to enrolling new acquisitions into the State Program, reviewing technical reports, and working with developers, the City, and others to protect the integrity of ABI’s Program and Environmental Covenant.  Assist ABI’s Real Estate Department through the review of due diligence documentation, surveys, easement language, and inspections of temporary easements granted by ABI.  Assist in the review, approval and oversight of ABI’s Access Agreement program.  Assist ABI’s Chief Procurement Officer to determine selection criteria to select engineering consultants and contractors.  Keep up to date on evolving best practices in sustainability to assist in the continuous review and improvement of ABI’s sustainability framework.

SKILLS & QUALIFICATIONS Education: Bachelor's degree in Civil Engineering. Professional Engineering registration from the State of Georgia or the ability to obtain such registration within six months of being hired. Experience: 5 years’ experience in civil design, management and construction of and property development projects including but not limited to parks, trails, and brownfield remediation. Experience with multi- disciplinary projects in urban environments is highly desirable. Required Skills:

 Highly organized with an ability to work in a fast paced environment;  Excellent written and verbal skills, ability to present to and work well with persons at all levels in the organization and within the community;  LEED Certification preferred;  Proficiency with project management software, Microsoft Office, AutoCAD, GIS/ARCInfo preferred.
