PROJECT NARRATIVE

The applicant is submitting an application for Rezoning to Planned Development to General Development Plan standards for property located at the southwest corner of 60th Avenue East and 29th Street East in Ellenton within the jurisdiction of Manatee County. The parcel identification numbers are 812700189, 812300059, 814000055, and 813000059. The site is 37.17 acres in size.

The property currently has two zoning designations: Suburban Agriculture (A-1) on 6.88 acres and Planned Development Mixed Use on 30.29 acres. The property is also partially located within the Entranceway. The property is in the Mixed Use (MU) and RES-6 (Residential – six dwelling units per acre) Future Land Use categories. Both 29th Street East and 60th Avenue East are on the Future Thoroughfare maps in the Comprehensive Plan.

The proposed use is 292 multi-family units within two-story buildings on 23.75 acres on the western portion of the property. The proposed uses also include 150,000 square feet of non- residential uses on 13.42 acres with a list of proposed uses generated from the Land Development Code Table 4-9 and the Future Land Use Categories.

There is a small (0.15 acre) wetland along the western boundary of the property. There are no impacts to the wetlands proposed. Please see the attached Environmental Narrative prepared by E Co Consultants.

The western portion of the property contains a ditch, stormwater ponds, and is within the 25-year floodplain. Stormwater and floodplain compensation ponds are proposed on the western and southern portion of the property.

Access to the project will be from 60th Avenue East as well as 29th Street East. An emergency access is also proposed for the residential parcel. A future pedestrian access to the adjacent Ellenton Outlet Mall is also proposed.

Stormwater Stipulations

1. Pursuant to Section 801 and 802 of the Land Development Code and Code of Federal Regulations (CFR), Title 44, Section 60.3, the subsequent Final Site Plan and the Construction Plan submittal(s) and associated Drainage Modeling shall demonstrate that no adverse impacts will be created to neighboring properties surrounding the site with respect to proposed impacts to the established 25-year and 100-year floodplains associated with Government Hammock; and post-development discharge of runoff. Drainage Modeling shall be submitted to demonstrate compliance prior to commencement of construction.

2. Any fill within the 25- and 100-year floodplain associated with Government Hammock shall be compensated by the creation of an equal or greater storage volume above seasonal high-water table. 100-year and 25-year floodplain compensation (utilizing cup-for-cup methodology) 25- and 100-year floodplain compensation shall be compensated in sole use compensation areas, not dual use facilities (i.e., stormwater attenuation and floodplain compensation). 100-year and 25-year floodplain compensation utilizing combination of cup-for-cup and/or storage in the master drainage system (drainage modeling approach) shall utilize drainage modeling and demonstration of no adverse impacts for design storms up to the 100 year 24-hour storm event including the mean annual, 10 year and 25-year storm events. Alternatively, the applicant can utilize drainage modeling (submitted for review to the Public Works Department with the Construction Plan submittal) to demonstrate no adverse drainage impacts for the mean annual, 10-year, 25-year, and 100-year design storm events to a no-rise condition.

Stormwater Management (LDC Section 402.6.V General Design Requirements for all Planned Development Site Plans):

Stormwater management facilities shall adhere to the requirements of Section 801, Stormwater Management, and the County’s administrative process. The project is not located within the FEMA 2014 FIRM 100-year floodplain (Zone “X”). However, the project area is partially located within the County 25- year floodplain based upon a County 25-year floodplain study performed in 1998.

The applicant shall address 25- and 100-year floodplain mitigation through sole use floodplain compensation areas, not dual use facilities (i.e., stormwater attenuation and floodplain compensation). Alternatively, the applicant can utilize drainage modeling (submitted for review to the Public Works Department with the Construction Plan submittal) to demonstrate no adverse drainage impacts for the mean

The project is bounded along the western and southern boundaries by Government Hammock drainage system. A Drainage Easement shall be dedicated to Manatee County and be provided within the project boundaries for Government Hammock (county designated maintenance system “N-32”), and a 25-foot Drainage-Maintenance Access Easement shall be provided within the project boundaries along the east/north bank of this drainage system. Manatee County is only responsible for maintaining the free flow of drainage through these systems.
