However, international experience has shown that even the most ambitious attempts at decentralisation have failed to overcome regional and local dimensions of poverty and inequality. Moreover, the power to decide local development initiatives is often highly dependent on a state apparatus that respects the autonomy of local political institutions. Because of its size and its relatively ambitious efforts to decentralise government, India provides an important context for understanding the ways in which decentralisation can improve the performance and accountability of local government institutions. In 1993, the Government of India passed a series of constitutional reforms, designed to democratise and empower local political bodies – the Panchayats. Since this time, the experience has been highly variable, ranging from ambitious attempts at Gram Swaraj (or village self-rule) in Madhya Pradesh to political re- centralisation in Karnataka. A central aim of this paper is to review the literature on Indian decentralisation, and to assess the extent to which the Indian States of Andhra Pradesh (AP) and Madhya Pradesh (MP) have devolved political, administrative and fiscal authority to local Panchayats. In so doing, it aims to inform ODI’s ‘Livelihood Options’ study of livelihood diversification and democratic decentralisation in South Asia (www.livelihoodoptions.info). The principal focus is on the 73rd Amendment, which deals with district, sub-district and village level institutions in rural areas. AP and MP provide an important context for understanding the ways in which decentralisation can affect informal institutions governing the quality and reach of poverty alleviation programmes. Both States have respected the basic stipulations of the 73rd Amendment, holding two rounds of Panchayat elections since 1993. Both have great variation and diversity, reflecting their own unique mix of colonial administration, feudal legacy and agrarian transition. Finally, both States have taken very different approaches to the question of ‘self-government,’ particularly at the village level. Since 1994, the Government of MP has legislated a series of reforms, designed to improve the power of the Gram Sabha (the village electorate) and the accountability of the Gram Panchayat. This culminated in 2001 with the legislation of Gram Swaraj, or village self-rule. AP, in contrast, has pursued a policy that has effectively bypassed the locally elected institutions, using the non- elected bureaucracy as a principal means of delivering poverty programmes. Not only has the Government of AP failed to enact comparable reforms, it is also thought to have diluted the power and autonomy of the Panchayats through its Janmabhoomi programme. The two states thus provide a fascinating basis for comparing the ways in which democratic institutions affect the quality and reach of government-sponsored poverty programmes. Introduction The overarching objective of India's development strategy has always been the eradication of mass poverty. This objective has been articulated in several development plans, ranging from those published in the pre-independence era by individuals and organizations to the nine five year plans, and annual development plans since 1950 (Srinivasan 1999, lecture 3). However actual achievement has been very modest. In year 1997, five decades after independence, a little over a third of India's nearly billion population is estimated to be poor according to India's National Sample Survey (Table 1). It is also clear from the same table that until the late seventies, the national poverty ratio fluctuated with no significant time trend, between a low of 42.63 percent during April-September 1952 to a high of 62 percent July 1966-June 1967, the second of two successive years of severe drought. Then between July 1977-June 1978 and July 1990-June 1991, just prior to the introduction of systemic reforms of the economy following a severe economic crisis, the national poverty ratio declined significantly from 48.36 percent to 35.49 percent. The macroeconomic stabilization measures adopted at the same time as systemic reforms in July 1991 resulted in the stagnation of real GDP in 1991-92 relative to the previous 1I have drawn extensively on the research of Gaurav Datt and Martin Ravallion of the World Bank in writing this note.

To motivate States to devolve powers and responsibilities to Panchayats and put in place an accountability frame- work, the Ministry of Panchayati Raj, Government of India, ranks States and provides incentives under the Panchayat Empowerment and Accountability Scheme (PEAIS) in accordance with their performance as measured on a Devo- lution Index computed by an independent institution. The Indian Institute of Public Administration (IIPA) has been conducting the study and constructing the index while continuously refining the same for the last four years. In addition to indices on the cumulative performance of States with respect to the devolution of powers and resources to Panchayats, an index on their incremental performance,i.e. initiatives taken during the year, was introduced in the year 2010-11. Since then, States have been awarded for their recent exemplary initiatives in strengthening Panchayats. This experience can be shared with some of the Indian States where Rogi Kalyan Samities are not functioning as democratically run system. Similarly, there is a good scope for mobilizing local resources for the implementation of public health projects under the initiatives of Panchayati Raj Institutions in Indian States.

The families living in poverty are those having the most children because they are consistently trapped in poverty from generation to generation with little opportunity. Poor families are typically larger because they use children as a source of generating income via child labor. Parents also have children for insurance purposes because they envision needing help when they get older. All children born into poverty, especially girls, have little opportunity to escape from it in adulthood because of the lack of education and power. Another cause for high fertility rates is the large unmet need for family planning among the poor. Investing in family planning amongst the poor would be efficient to reduce fertility rates and poverty. Furthermore, increases in school enrollments, (including for girls) result in more power for females and thus decreasing fertility rates. I. Introduction Currently, about one quarter of India’s population lives in poverty, i.e., on less than one dollar-a- day. 1 This is a sharp decrease from what the poverty rate was in previous decades but it remains high. India also remains to have relatively high fertility and population growth rates. Many consider high poverty and high fertility to be a vicious cycle poor people are caught in. The vicious cycle is that females of poor families get married at a young age and typically have many children.

    Measurement of women’s political participation at the local level in India By Richa Shanker Ministry of Statistics and Programme Implementation (MOSPI) Abstract The on-going decentralization process in India, which was initiated through the 73rd and 74th amendments of the Indian Constitution gives greater responsibilities and powers to the Panchayats (group of one or more villages in rural areas) and Nagar Palikas (municipality in urban areas) as the third tier of governance, offers new opportunities for local level planning, effective implementation and monitoring of various social and economic development programmes in the country. This will, in turn, help all the sections of the society particularly the weaker sections including women to take part and to share the responsibility of governance and development at least at the sub-district levels in the states. As per the provisions of Article 243 D of the Constitution, one-third of the total number of seats to be filled by direct election in Panchayats (local self-Government) at all levels and also those of the Chairpersons are reserved for women. Even some States like Andhra Pradesh, Bihar, Chhattisgarh, Himachal Pradesh, Jharkhand, Kerala, Madhya Pradesh, Maharashtra, Odisha, Rajasthan, Tripura and Uttarakhand have legislated for 50% reservation for women. In Sikkim, reservation for women is 40%. As a result of this initiative, out of about 28 lakh elected members in Panchayats, around 10 lakh are women. The last 15 years of Panchayati Raj in India have seen women go from strength to strength in terms of their political participation. To empower Elected Women Representatives instructions have been issued to all States/UTs and other Central Ministries implementing all the Centrally Sponsored Schemes (by Government of India) as follows: (i) All the States / UT Governments may impress upon Panchayati Raj Institutions (PRIs) to ensure the safety of Elected Women Representatives (EWRs) / Female Sarpanches (elected village head), particularly those belonging to the weaker sections.

INTRODUCTION Over the world, India is better known as a state of villages. Through the ages, the villages have played an important role in social, economic and political field. As in India, more than 70 % of people live in villages; one can also consider villages as the power centers of India. From traditional period there was Pancha system to reflect those power centers of villages; therefore Panchayati Raj system is not a new concept for India. To strengthen Panchayati raj system, various Acts have been passed by the Government of India from time to time and one of such Act is 73rd Amendment Act. Enactment of this Act is a mile stone in the path of empowering Indian villages.

LOCAL SELF GOVERNMENT COURSE -424 UNIT – V Write a note on the system of Panchayati Raj in India. 20 POWER TO THE PEOPLE—THE SYSTEM OF PANCHAYATI RAJ INSTITUTIONS IN INDIA The thought process behind the Panchayati Raj system was to make democracy functional at the local level, and driven by citizens’ needs and participation. It was therefore introduced as a three-tier system that decentralised governance, decision making, and local development. Political decentralization generally means strong and vibrant means of local government. Decision-making being closer to the people, decentralization ensures decision-makers more effective accountability to the governed. Panchayat Raj, a synonym of democratic decentralization, was introduced in India in the late 1950s and early 1960s to restore to the erstwhile institution of Panchayat the pristine glory that it enjoyed in ancient India. BACKGROUND While the panchayat is an old concept in India—through its presence as caste-based panchayats in villages—the structure, processes, and functions of the PRI system today are totally different. Mahatma Gandhi was among the first and most important leaders to advocate for Panchayati Raj. His vision of a village panchayat was a small self-sufficient republic with individual freedom, 1 opportunities for all, and full participation of the people. While the idea seemed revolutionary at the time, it was Gandhi’s endorsement of it that perhaps explains why the PRI system was partially accepted by the makers of our constitution. PRIs were mentioned in Article 40 only as a Directive Principle of State Policy in 1950.
