THE NEW DEAL COALITION Chapter 12 Section 3 US History THE NEW DEAL COALITION • ROOSEVELT’S SECOND TERM • MAIN IDEA – Roosevelt was easily reelected, but the New Deal lost momentum during his second term due to his court-packing plan and a new recession ROOSEVELT’S SECOND TERM • Since the Civil War African American’s had voted Republican – Lincoln’s party • In the 1930s during the Depression, African American’s began to vote Democrat – Republican’s had not done enough to help African American’s during Depression – Campaign to change votes was lead by Robert L. Vann ROOSEVELT’S SECOND TERM • Movement of African American’s was part of historical political realignment New Deal triggered – 1936 voters for democrats included white south, farmers, industrial workers, African Americans, ethnic minorities, women, new immigrants and progressives/intellectuals – Eleanor Roosevelt helped bring Women and African American’s to party ROOSEVELT’S SECOND TERM • President appointed several African American’s to positions in his administrations – Became known as the Black Cabinet – Tried to get public works projects that included African Americans • FDR had similar policy with women – Appointed first woman to a cabinet post • Secretary of Labor “Frances Perkins” – Also appointed female diplomats and a female federal judge • But New Deal paid lower wages then men ROOSEVELT’S SECOND TERM • The Election of 1936 – Republican’s nominated Alfred Landon (Governor of Kansas) to run against FDR – Landon like some New Deal but thought it was time for a change, did not convince voters – Roosevelt and New Deal remained very popular – Roosevelt won election in one of the largest landslides in American history • 60% of popular vote and go every state but Maine and Vermont ROOSEVELT’S SECOND TERM • The Court-Packing Plan – People supported the New Deal but not the Supreme Court – 1936, United States v. -

Roosevelt and the New Deal 1933–1939 Why It Matters Unlike Herbert Hoover, Franklin Delano Roosevelt was willing to employ deficit spending and greater federal regulation to revive the depressed economy. In response to his requests, Congress passed a host of new programs. Millions of people received relief to alleviate their suffering, but the New Deal did not really end the Depression. It did, however, permanently expand the federal government’s role in providing basic security for citizens. The Impact Today Certain New Deal legislation still carries great importance in American social policy. • The Social Security Act still provides retirement benefits, aid to needy groups, and unemployment and disability insurance. • The National Labor Relations Act still protects the right of workers to unionize. • Safeguards were instituted to help prevent another devastating stock market crash. • The Federal Deposit Insurance Corporation still protects bank deposits. Indeed, the most common operationalization of class is explicitly in terms of a typology of occupa- tions: professional and technical occupations constitute the upper-middle class, other white collar occupations comprise the middle class proper, and manual occupations make up the working class. Even when classes are not seen as defined simply by a typology of occupations, classes are generally viewed as largely determined by occupations. Frank Parkin expresses this view when he writes: "The backbone of the class structure, and indeed of the entire reward system of modern Western society, is the occupational order. Other sources of economic and symbolic advantage do coexist alongside the occupational order, but for the vast majority of the population these tend, at best, to be secondary to those deriving from the division of labor."' While the expression "backbone" is rather vague, nevertheless the basic proposition is clear: the occupational structure fundamentally determines the class structure. -

WJ: Today it is our pleasure to interview Senator Barry Goldwater about his remembrances of Phoenix. Senator Goldwater, what is the first thing you can remember as a child about this city? BG: Well, this may seem strange to you, but the first thing I can remember was the marriage of Joe Meltzer, Sr. because I was the ring bearer. It was being held at the old Women’s Club at Fillmore, which was about Fillmore and First Avenue. I remember I was only about four years old, standing outside waiting for the telegraph boy to bring a message saying that President Taft had signed us into statehood. It was Joe Meltzer’s determination to be the first man married in the State of Arizona. Sure enough, I can still see that dust coming up old unpaved First Avenue with the messenger with the telegram. Then we marched in and had the wedding. WJ: That’s interesting. I interviewed Mr. Meltzer and he told me that story from his perspective. -

For example, the Republican Party of Abraham Lincoln, not the Democrats, took the lead in ending slavery in the coun- try. And in the Progressive Era (roughly 1890–1920), the Republicans, with figures such as Teddy Roosevelt and Bob La Follette, again took the lead in fighting corruption, reforming the electoral process, curbing the power of big capital, and developing social welfare programs. -

The Japanese Journal of American Studies, No. 23 (2012) Ethnic Community, Party Politics, and the Cold War: The Political Ascendancy of Miami Cubans, 1980–2000 Hideaki KAMI* INTRODUCTION Analysis of the implications of the rapidly growing Latino/Hispanic electorate for future U.S. political life is a relatively new project for his- torians and political scientists.1 Indeed, the literature on Latino politics has long considered their political underrepresentation as the central issue for research. Many scholars in the field have sought to explain how the burden of historical discrimination and antagonistic attitudes toward immigrants has discouraged these minorities from taking part in U.S. politics. Their studies have also explored how to overcome low voter turnout among Latinos and detect unfavorable institutional obstacles for voicing their opinions in government.2 However, partly due to previous academic efforts, the 1990s and 2000s have witnessed U.S. voters of Hispanic origin solidifying their role as a key constituency in U.S. pol- itics. An increasing number of politicians of Hispanic origin now hold elective offices at local, state, and national levels. Both the Republican and Democratic Parties have made intensive outreach efforts to seize the hearts and minds of these new voters, particularly by broadcasting spe- cific messages in Spanish media such as Univision.3 Although low *Graduate student, University of Tokyo and Ohio State University 185 186 HIDEAKI KAMI turnout among Latino voters and strong anti-immigrant sentiments among many non-Latino voters persist, the growing importance of the Latino electorate during the presidential elections has attracted increas- ing attention from inside and outside academic circles.4 Hence, in 2004, political scientist Rodolfo O. -

Even a quick glance at the geographic distribution of the women in Congress suggests that there is a distinct political geography to the districts they represent: twenty-six of the eighty-four female US House members serving in 2015, or nearly one-third, were from California and New York. Eight more were from Florida. In other words, 40 percent of the women in the House came from only three states. Texas, with thirty-six districts, has only three women in its House delegation.1 Female Representatives are not randomly distributed across the country. Congressional districts in the United States vary widely in their demographic characteristics. Candidates rely heavily on demographic data to create their campaign strategies, and they often hire consulting firms to provide them with detailed profiles and suggestions for targeting voters in their districts. However, we know very little about the demographic characteristics of the districts where women have been successful candidates. Female candidates tend to cluster in particular districts, but what explains this? Can we identify the districts
