Chapter 11 Geology and Soils This chapter describes the affected environment for geology and soils, as well as potential environmental consequences and associated mitigation measures, as they pertain to implementing the alternatives. This chapter presents information on the primary study area (area of project features, the Temperance Flat Reservoir Area, and Millerton Lake below RM 274). It also discusses the extended study area (San Joaquin River from Friant Dam to the Merced River, the San Joaquin River from the Merced River to the Delta, the Delta, and the CVP and SWP water service areas). Affected Environment This section describes the affected environment related to geology, geologic hazards, erosion and sedimentation, geomorphology, mineral resources, soils, and salts. Where appropriate, geology and soils characteristics are described in a regional context, including geologic provinces, physiographic regions, or other large-scale areas, with some area-specific geologic maps and descriptions of specific soil associations. Geology This section describes the geology of the primary and extended study areas. Primary Study Area A description of the surficial geologic units encountered in the primary study area is presented in Table 11-1. Geologic maps of the primary study area and the area of project features are presented in Figure 11-1 and Figure 11-2, respectively. 4.9 Hydrology and Water Quality
4.9 HYDROLOGY AND WATER QUALITY This section describes the regulations pertaining to, and the existing conditions of, surface water, groundwater, water quality, and water supply existing within the planning area, and an evaluation of impacts associated with implementation of the Draft General Plan. 4.9.1 REGULATORY SETTING FEDERAL PLANS, POLICIES, REGULATIONS, AND LAWS Clean Water Act The Clean Water Act of 1972 (CWA) is the primary federal law that governs and authorizes water quality control activities by the U.S. Environmental Protection Agency (EPA), the lead federal agency responsible for water quality management. By establishing water quality standards, issuing permits, monitoring discharges, and managing polluted runoff, the CWA seeks to restore and maintain the chemical, physical, and biological integrity of surface waters to support “the protection and propagation of fish, shellfish, and wildlife and recreation in and on the water.” EPA is the federal agency with primary authority for implementing regulations adopted pursuant to CWA, and has delegated the state of California as the authority to implement and oversee most of the programs authorized or adopted for CWA compliance through the Porter-Cologne Water Quality Control Act of 1969 described below. Water Quality Criteria and Standards EPA has published water quality regulations under Volume 40 of the Code of Federal Regulations (40 CFR). Section 303 of the CWA requires states to adopt water quality standards for all surface waters of the United States. As defined by the CWA, water quality standards consist of two elements: (1) designated beneficial uses of the water body in question and (2) criteria that protect the designated uses. -

LOWER MOKELUMNE RIVER PROJECT WATER QUALITY AND RESOURCE MANAGEMENT PROGRAM STATUS REPORT October 2004 BACKGROUND The Federal Energy Regulatory Commission’s (FERC) November 27, 1998 Order “Approving Settlement Agreement and Amending License for the East Bay Municipal Utility District’s Lower Mokelumne River Project No. 2916” required the East Bay Municipal Utility District (EBMUD) to file for Commission approval a plan for the final “Water Quality and Resource Management Program” (Program) described in the Agreement. The Program was jointly developed by EBMUD, the California Department of Fish & Game (CDFG), and the United States Fish & Wildlife Service (USFWS). It includes a comprehensive monitoring and applied research program integrated with a well-coordinated program to adaptively manage water and power supply operations, flood control, hatchery operations and ecosystem rehabilitation actions. It was approved by FERC in 2001. The Settlement Agreement states that “The Parties [EBMUD, CDFG, and USFWS] agree that in the event that the flow and non-flow measures employed during the first six-year evaluation period fail to achieve the goals identified by the Partnership Steering Committee in the Water Quality and Resource Management Program, they will meet and attempt to reach consensus on new strategies for accomplishing the goals and objectives.” The following is a status report on the goals, implementation measures and performance criteria outlined in the Program. PROGRAM STATUS GOAL 1: Provide, to the extent feasible, habitat quality and availability in the lower Mokelumne River to maintain fishery, wildlife and riparian resources in good condition. Measure 1A:Maintain water temperatures in the lower Mokelumne River to meet the life-history needs of aquatic organisms. -

DAHLGREN Department of Land, Air, Water, Resources, University of California, Davis, CA 95616, USA ABSTRACT This study examines the effects of flow regulation on water quantity and quality by comparing an impounded system (Mokelumne River) with an adjacent unimpounded system (Cosumnes River). Between 1999 and 2002, the Cosumnes River displayed a strong seasonal cycle for each constituent analysed (total suspended solids, NO3-N, total nitrogen, PO4-P, total phosphorus, dissolved silicon, specific conductivity, flow), while reservoirs in the lower Mokelumne buffered and attenuated physical and chemical fluctuations creating a weak seasonal pattern. Dissolved silicon and total suspended solids were the two constituents most efficiently sequestered by the reservoirs. While the reservoirs acted as traps for most constituents, NO3-N and PO4-P were produced during the drier years of the study, 2001 and 2002. In contrast, the unimpounded reference reach in the Cosumnes was an annual source for all constituents measured. The Cosumnes delivers its highest NO3-N concentrations during the winter months (December–April), while peak concentrations in the Mokelumne occur during the snowmelt (May–July) and baseflow (August–November) seasons. Due to downstream N-limitation, this temporal shift in NO3-N export may be contribut- ing to accelerated algal growth in the reach immediately downstream and eventually to algal biomass loading to the downstream Sacramento–San Joaquin Delta. -

The Mokelumne Monitor The newsletter of the Mokelumne Trailbusters Fall 2012 A MONUMENTAL ACHIEVEMENT EBMUD’S 20-YEAR COMMITMENT TO THE MOKELUMNE COAST TO CREST TRAIL BY KENT LAMBERT This October will mark the completion and opening of the final segment of 29.2 miles of Mokelumne Coast to Crest Trail (MCCT) that travels across East Bay Municipal Utility District (EBMUD) lands in the Mokelumne area. This new piece of trail is the Middle Bar-Independence Flat segment and is sure to be known as one of the most scenic and popular sections of the MCCT. The opening celebration for this last segment of trail is a good opportunity to acknowledge the major challenges and accomplishments that led up to this monumental achievement. In the early 1990’s, the EBMUD Board of Directors recognized the important role that EBMUD was positioned to play in the creation of the MCCT, which was envisioned to extend from the “Coast” of the San Francisco Bay in Martinez to the “Crest” of the Sierras at Ebbetts Pass. The Board officially approved the MCCT on watershed lands with the passage of Resolution #32652 in August 1992. Because this endorsement came with minimal funding and staffing, numerous creative steps were required in order to move the project forward. Later in 1992, a volunteer group known as the Mokelumne Trailbusters was formed in order to allow folks who planned to use the trail an opportunity to participate in its construction and maintenance. To date, more than 14,000 volunteer hours have been devoted to work in the Mokelumne Area, with the great majority going toward the trail construction. -

INITIAL STUDY AND MITIGATED NEGATIVE DECLARATION FOR THE LOWER MOKELUMNE RIVER SPAWNING AND REARING HABITAT IMPROVEMENT PROJECT Prepared by: East Bay Municipal Utility District 1 Winemasters Way, Suite K Lodi, CA 95240 Contact: Michelle Workman (209)365-1467 August 2014 NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION for the Lower Mokelumne River Spawning and Rearing Habitat Improvement Project PROJECT TITLE: Lower Mokelumne River Spawning and Rearing Habitat Improvement Project LEAD AGENCY: East Bay Municipal Utility District PROJECT LOCATION: The proposed project site is located northeast of Lodi near the town of Clements in San Joaquin County and would take place in a 1-mile section of the lower Mokelumne River below Camanche Dam and nearby sections of the Camanche Reservoir watershed land owned and operated by East Bay Municipal Utility District. PROJECT DESCRIPTION: The proposed project is a habitat restoration project to support anadromous fish populations on the Lower Mokelumne River. The Mokelumne River is a tributary to the Sacramento-San Joaquin River Delta and supports five species of anadromous fish. Fall-run Chinook salmon and steelhead trout are the primary management focus in the river. Availability of spawning gravel in this section of the Mokelumne River has been determined to be deficient because historic gold and aggregate mining operations removed hundreds of thousands of tons of gravel annually, and upstream dams have reduced gravel transport to the area. Juvenile salmonid rearing habitat is also limiting in the Mokelumne River due to channel incision. This reach of the river is known to support fall-run Chinook salmon and steelhead spawning and rearing and contains substrate suitable for habitat improvement. -
13. East Bay Municipal Utility District
AMADOR LAFCO MUNICIPAL SERVICE REVIEW FOR AMADOR COUNTY 13. EAST BAY MUNICIPAL UTILITY DISTRICT East Bay Municipal Utility District (EBMUD) operates recreation areas on watershed lands in Amador County that are owned by the District. EBMUD provides water and wastewater service to visitors and residents of its recreation areas at Pardee (PARA) and Camanche North Shore (CANS) in Amador County, and at Camanche South Shore (CASS) in Calaveras County. The District generates electricity at Pardee and Camanche Dams. EBMUD is a multi-county district with territory in both Alameda and Contra Costa counties, where it provides water treatment, conveyance and retail services, water recycling, and wastewater treatment and disposal services. MSR and MSR determinations are prepared and adopted for EBMUD by Alameda LAFCO in the District’s principal county. AGENCY OVERVIEW Background EBMUD was formed on May 8, 1923 as an independent special district. The District was created to provide water service; in 1944 it began providing wastewater treatment to a portion of its service area in Alameda County. The principal act governing the District is the Municipal Utility District Act.282 Municipal utility districts may potentially provide a wide array of utility services, including light, water, power, heat, transportation, telephone service, or other means of communication, or means for the collection, treatment, or disposition of garbage, sewage, or refuse matter. They are required to gain LAFCO approval to provide those services permitted by the principal act but not performed by the end of 2000 (i.e., latent powers).283 Boundary EBMUD’s boundary area is within Alameda and Contra Costa counties, and contains no territory in Amador County.
