ENVIRONMENT AND NATURAL RESOURCES Implementation Plan for the Action Plan for Boreal Woodland Caribou in the Northwest Territories: 2010-2015 The Action Plan for Boreal Woodland Caribou Conservation in the Northwest Territories was released after consulting with Management Authorities, Aboriginal organizations, communities, and interested stakeholders. This Implementation Plan is the next step of the Action Plan and will be used by Environment and Natural Resources to implement the actions in cooperation with the Tᰯch Government, Wildlife Management Boards and other stakeholders. In the future, annual status reports will be provided detailing the progress of the actions undertaken and implemented by Environment and Natural Resources. Implementation of these 21 actions will contribute to the national recovery effort for boreal woodland caribou under the federal Species at Risk Act . Implementation of certain actions will be coordinated with Alberta as part of our mutual obligations outlined in the signed Memorandum of Understanding for Cooperation on Managing Shared Boreal Populations of Woodland Caribou. This MOU acknowledges boreal caribou are a species at risk that are shared across jurisdictional lines and require co-operative management. J. Editor: Ashley Mercer Copyright © 2015 ISSN: 1205-3910 Printed by Aurora Research Institute Foreword Welcome to the 2014 Compendium of Research in the Northwest Territories. This year marked a special anniversary for the Aurora Research Institute and northern research. Fifty years ago, the Inuvik Research Laboratory was built and has served as a hub for research in the western arctic ever since. The Lab, as it was known, was first built as an initiative of the Canadian federal government in the newly established community of Inuvik. It remains on the same site today, but in 2011, a new modern multi-purpose facility opened to continue to support research in the north. We have included a brief history of the Lab and its impact in this edition of the Compendium to mark its long lasting importance to many researchers and community members. As part of the 50th anniversary celebration, the Aurora Research Institute team undertook a full set of NWT-wide celebrations. We celebrated the history, capacity and growth of research in the NWT that touched all corners of the territory and beyond. We honoured the significant scientific contributions that have taken place in the NWT over the past 50 years, and the role of NWT researchers, technicians and citizens in these accomplishments. -

Stein2 Abstract Having ‘served his apprenticeship’ as Second Master on board HMS Assistance during Captain Horatio Austin’s expedition in search of the missing Franklin expedition in 1850–51, whereby he had made two quite impressive sledge trips, in the spring of 1852 Frederick John Krabbé was selected by Captain Leopold McClintock to serve under him as Master (navigation officer) on board the steam tender HMS Intrepid, part of Captain Sir Edward Belcher’s squadron, again searching for the Franklin expedition. After two winterings, the second off Cape Cockburn, southwest Bathurst Island, Krabbé was chosen by Captain Henry Kellett to lead a sledging party west to Mercy Bay, Banks Island, to check on the condition of HMS Investigator, abandoned by Commander Robert M’Clure, his officers and men, in the previous spring. Krabbé executed these orders and was thus the last person to see Investigator afloat. Since, following Belcher’s orders, Kellett had abandoned HMS Resolute and Intrepid, rather than their return journey ending near Cape Cockburn, Krabbé and his men had to continue for a further 140 nautical miles (260 km) to Beechey Island. This made the total length of their sledge trip 863½ nautical miles (1589 km), one of the longest man- hauled sledge trips in the history of the Arctic. Introduction On 22 July 2010 a party from the underwater archaeology division of Parks Canada flew into Mercy Bay in Aulavik National Park, on Banks Island, Northwest Territories – its mission to try to locate HMS Investigator, abandoned here by Commander Robert McClure in 1853.3 Two days later underwater archaeologists Ryan Harris and Jonathan Moore took to the water in a Zodiac to search the bay, towing a side-scan sonar towfish. -

59.9(71.2) Article II.- MAMMALS FROM THE ATHABASKA-MIACKENZIE REGION OF CANADA. By J. A. ALLEN. During the summer of 1907 Mr. E. Thompson Seton, accompanied by Mr. Edward A. Preble of the Biological Survey as assistant, made an expedi- tion to the Barren Grounds in the vicinity of Aylmer Lake, Mackenzie District, for the purpose of natural history exploration. Their route was by way of the Athabaska River, Slave River, Great Slave Lake, and the chain of lakes northeastward to Aylmer Lake. The birds and mammals obtained on this trip were purchased for this Museum, through the generosity of Mrs. Morris K. Jesup. The birds have already been briefly reported upon by Mr. Seton; ' for the sake of the localities, and the measurements taken by Mr. Preble from the specimens in the flesh, it seems worth while to record these data for the mammals, which comprise about 2-70 specimens, and represent 25 species. The principal points at which collections were made are: Athabaska River, 20 miles below Athabaska Landing, May 18 and 19; Grand Rapids, Athabaska River, May 22-24; Fort McMurray, Athabaska River, May 28, 29; Slave River, June 6-8; Fort Smith, Slave River, on the Athabaska- Mackenzie boundary, June 13-July 2; Great Slave Lake (various points), July 19-27, September 10-27; east shore of Artillery Lake, August 2-5; Aylmner Lake (various points), August 14-29; Artillery Lake (mostly east shore at tree limit), August 31-September 8. The collection consists mainly of rodents, but lacks representatives of the genera Phenacomys and Synaptomys; it also contains only a single specimen of Sorex, and single specimens each of three species of Putorius; also only two specimens of Lepus, and one of Eutamias. -

Abstract: Reindeer herding in the Mackenzie Delta area started in March 1935, when a herd of 2,370 animals was delivered to the newly established Reindeer Grazing Reserve. Conceived to supplement the dwindling wildlife resources of the Canadian Arctic and to improve the economic conditions of the native Eskimos, the policy was to keep a government-owned nucleus herd from which additional units could be obtained and put under Eskimo management. Several native-owned herds were set up, but for various reasons they all were retumed to the government, the last one in 1964. A new approach was undertaken in 1960; in an attempt to demonstrate the economic feasibility of an Arctic reindeer industry, the project was placed under private management. There were plans to start large-scale reindeer breeding following modern conceptions of reindeer husbandry, but when the reindeer population dropped alarmingly, the Canadian Wildlife Service in 1968 accepted the responsibility for a five-year term. The main task then was to rebuild the herd and to conduct biological as well as management-related studies. In March 1974, the herd was finally sold to a native-owned Reindeer Company. In addition to providing a detailed review of reindeer herding in the Mackenzie Delta area, an attempt is made to evaluate the past economic importance of the project and to assess its potential future development. Field techniques included informal observation and intensive intemews with selected native and white informers. Factors examined were the educational, lob-skill, and housing needs which affect the*natives; thcir bush culture which includes sharing and consumption ethics and a derogatory attitude toward status seeking; and heavy drinking, a predominant problem among the natives. Some recommendations were; (1) an adult education program stressing the value systems of town life should be established; (2) the Trappers Association should be revived to provide equipment arid encouragement to natives more suited to trapping than town life; and (3) a summer's work program should be instituted for teenage native males.
