Project leader: Dr. Eric K Stern Case researchers: Fredrik Fors Lindy M Newlove Edward Deverell 1 This research has been made possible by the support of the Swedish National Defence College, the Swedish Emergency Management Agency and the Critical Incident Analysis Group. 1 Executive summary - The bombings of July 2005 On July 7 th , the morning rush hours in London formed the backdrop for the first suicide bombings in Western Europe in modern times. Three different parts of the London subway system were attacked around 08.50: Aldgate, Edgware Road, and Russell Square. 2 The three Tube trains were all hit within 50 seconds time. A bomb on the upper floor of a double-decker bus at Tavistock Square was detonated at 09.47. In the terrorist attacks, four suicide bombers detonated one charge each, killing 52 people. Seven people were killed by the blasts at Aldgate, six at Edgware Road, 13 at Tavistock Square, and 26 at Russel Square – in addition to the suicide bombers themselves. More than 700 people were injured. Hundreds of rescue workers were engaged in coping with the aftermath. Over 200 staff from the London Fire Brigade, 450 staff and 186 vehicles from the London Ambulance Service, several hundred police officers from the Metropolitan Police and from the City of London Police, as well as over 130 staff from the British Transport Police were involved. First, we discuss how subsidy policies and the legal framework create incentives for informal trade across the Sahara. Second, we provide evidence of the importance of informal trade, drawing on satellite images and surveys with informal traders in Mali and Algeria. We estimate that the weekly turnover of informal trade fell from approximately US$ 2 million in 2011 to US$ 0.74 million in 2014, but continues to play a crucial role in the economies of northern Mali and southern Algeria. Profit margins of 20-30% on informal trade contribute to explaining the relative prosperity of northern Mali. We also show that official trade statistics are meaningless in this context, as they capture less than 3% of total trade. Finally, we provide qualitative evidence on informal trade actors and mechanisms for the most frequently traded products. JEL classification codes: F14, H26, J46. MIELKE & N. MISZAK SUMMARY So-called Islamic State (IS or Daesh) in Iraq and Syria is widely interpreted as a terrorist phenomenon. The proclamation in late January 2015 of a Wilayat Kho- rasan, which includes Afghanistan and Pakistan, as an IS branch is commonly interpreted as a manifestation of Daesh's global ambition to erect an Islamic caliphate. Its expansion implies hierarchical order, command structures and financial flows as well as a transnational mobility of fighters, arms and recruits between Syria and Iraq, on the one hand, and Afghanistan–Pakistan, on the other. In this Working Paper, we take a (new) social movement perspective to investigate the processes and underlying dynamics of Daesh’s emergence in different parts of the country. By employing social movement concepts, such as opportunity structures, coalition-building, resource mobilization and framing, we disentangle the different types of resource mobilization and long-term conflicts that have merged into the phenomenon of Daesh in Afghanistan. In dialogue with other approaches to terrorism studies as well as peace, civil war and security studies, our analysis focuses on relations and interactions among various actors in the Afghan-Pakistan region and their translocal networks. The insight builds on a ten-month fieldwork-based research project conducted in four regions—east, west, north-east and north Afghanistan—during 2016. We find that Daesh in Afghanistan is a context-specific phenomenon that manifests differently in the various regions across the country and is embedded in a long- term transformation of the religious, cultural and political landscape in the cross-border region of Afghanistan–Pakistan. -

The mega national projects are considered the locomotive of the sustainable development. In this respect, the New Suez Canal, which was totally setup in one year (August 2015-August 2016), with 100% national finance, had a direct and indirect impact concerning increasing the GDP on the one hand, and activating the movement of trade and aracting foreign investments on the other hand, As regards the national project of developing the Suez Canal Corridor, this project mainly aims at increasing the job opportunities and turning the Suez Canal into a global center for maritime navigation and logistic services, an industrial center and a gate for the trade exchange between the east and the west. -

Analysis of the Tunisian Tax Incentives Regime March 2013 OECD Paris, France Analysis of the Tunisian Tax Incentives Regime OECD mission, 5-9 November 2012 “…We are working with Tunisia, who joined the Convention on Mutual Administrative Assistance in Tax Matters in July 2012, to review its tax incentives regime and to support its efforts to develop a new investment law.” Remarks by Angel Gurría, OECD Secretary-General, delivered at the Deauville Partnership Meeting of the Finance Ministers in Tokyo, 12 October 2012 1. Executive Summary This analysis of the Tunisian tax incentives regime was conducted by the OECD Tax and Development Programme1 at the request of the Tunisian Ministry of Finance. Following discussions with the government, the OECD agreed to conduct a review of the Tunisian tax incentive system within the framework of the Principles to Enhance the Transparency and Governance of Tax Incentives for Investment in Developing Countries.2 As requested by the Tunisian authorities, the objective of this review was to understand the current system’s bottlenecks and to propose changes to improve efficiency of the system in terms of its ability to mobilise revenue on the one hand and to attract the right kind of investment on the other. The key findings are based on five days of intensive consultations and analysis. Key Findings and Recommendations A comprehensive tax reform effort, including tax policy and tax administration, is critical in the near term to mobilize domestic resources more effectively. The tax reform programme should include, but not be limited to, the development of a new Investment Incentives Code, aimed at transforming the incentives scheme.
