Councillor John Pierce With great regret, the Speaker reported that we were all very sad to hear the news about Councillor John Pierce who had unexpectedly passed away. He reported that he would always be remembered as a genuinely good person who was a strong voice in the community. -

Of Them in Tower Hamlets
An open letter to Labour Members of Tower Hamlets “Parties inclusive enough to manage debates are winners. Parties spoilt by rancour, personality faction and division are losers. It is time to open up the system, loosen the control and re-empower the party.” Peter Hain. Dear member, I have been an active member of the Labour Party for thirty years – all of them in Tower Hamlets. I eventually joined the Party in 1980, aged 23, after previously being told that I couldn’t join because it was “full up”! I have seen the party grow in membership and I have seen it slump. I saw the docks when they were a major employer in the borough and since their decline I have seen the development of Docklands – with its failure to provide enough decent job opportunities for local people. I have seen the NF and the BNP exploit local tensions on our estates and at the ballot box. I have seen the solidarity shown to striking miners and poll tax non payers. I have seen the expulsion of readers of the Militant. I have seen the near rout of Labour by Respect due primarily to the Iraq war and Respect brought into the Labour Group and their reduction to a rump at the last election. I have seen the fiasco of Liberal decentralisation taken to extremes in the Neighbourhoods. I have seen the Conservative vote rise and I have seen both good practice and bad faith in the local Labour Party. I have seen close up the power struggles that have taken place both inside and outside the party throughout this time. -

The Tower Hamlets First group is no longer an active political party in Tower Hamlets 2 How many employees that were part of Tower Hamlets First are still employed by LBTH? The former political advisor to the Tower Hamlets First group continues to be employed by LBTH, as the Political Advisor to the Tower Hamlets Independent Group. 3. Is Tower Hamlets Independent party an active registered Political party ? The Tower Hamlets Independent Group is a recognised group within the Council 4. How many of its members have affiliation with Tower Hamlets First? All Members of the Tower Hamlets Independent Group, were formerly affiliated with Tower Hamlets First. 5. What are the plan for the old Royal London Hospital Whitechapel Road? The building was purchased to provide the site for a new civic centre for Tower Hamlets. 6. How much is it costing to LBTH to renovate it, into the New Town Hall? A capital estimate has not yet been adopted for the works that will be required to convert the former hospital site into the council’s new civic centre. Tower Hamlets Council Change and turmoil Created in 1965 from the amalgamation of the Stepney, Poplar and Bethnal Green Councils, Tower Hamlets covers London's traditional East End. In its early years, the borough was the home of the cockney docker and was overwhelmingly Labour. Between 1971 and 1974, Labour managed to wipe out their main local opponents, the Communist Party, to win every seat on the Council. Over the last forty years, Tower Hamlets has transformed with the development of Canary Wharf, London's financial centre. There have also been some significant demographic changes, with the borough being home to one of the highest percentages of Muslims of any local government area. However, it does remain a borough of economic contrasts with 53.4% of children living in poverty, the highest figure in the UK, within sight of the headquarters of some of the world’s largest financial institutions. That process of change has made for quite a few interesting political developments. The Liberal Democrats won two elections in 1986 and 1990, largely by appealing to the disenfranchised white working class, using literature which caused public outcry due to its racist content. As a result, the local Liberal Democrat candidates were expelled from the party and Labour, led by current Mayor John Biggs, won back control in 1996 and remained there until 2006 when, due to opposition to the war in Iraq and an upsurge in support for the Respect party, Labour were reduced to a single seat. That election also saw the Conservatives making their entrance in the Council, as the new affluent areas around Canary Wharf began to change the demographics of the borough. -

LONDON BOROUGH OF TOWER HAMLETS COUNCIL MEETING WEDNESDAY 18th NOVEMBER 2015 QUESTIONS SUBMITTED BY MEMBERS OF THE COUNCIL REPORT OF THE DIRECTOR OF LAW, PROBITY AND GOVERNANCE SUMMARY 1. Set out overleaf are the questions submitted by Members of the Council for response by the Speaker, the Mayor or the relevant Committee/Sub- Committee Chair at the Council meeting on Wednesday 18th November 2015 2. Questions are limited to one per Member per meeting, plus one supplementary question unless the Member has indicated that only a written reply is required and in these circumstances a supplementary question is not permitted. 3. Oral responses are time limited to one minute. Supplementary questions and responses are also time limited to one minute each. 4. There is a time limit of thirty minutes for consideration of Members’ questions with no extension of time allowed and any question not answered within this time will be dealt with by way of a written response. The Speaker will decide the time allocated to each question. 5. Members must confine their contributions to questions and answers and not make statements or attempt to debate. MEMBERS’ QUESTIONS 25 questions have been received from Members of the Council as follows:- 8.1 Question from Councillor Khales Uddin Ahmed How many families has the council placed in Bed and Breakfast accommodation for more than six weeks in each of the last three years? 8.2 Question from Councillor Shahed Ali: As result of a call-in by the Independent Group, part time Mayor John Biggs was forced to reveal his secret decision, taken behind closed doors, about Rich Mix grant funding, resulting in a statement, according to media, which states that there is no longer a court case to recover public money from Rich Mix that was owed to the Council.
