Intro 1996 National List of Vascular Plant Species That Occur in Wetlands The Fish and Wildlife Service has prepared a National List of Vascular Plant Species That Occur in Wetlands: 1996 National Summary (1996 National List). The 1996 National List is a draft revision of the National List of Plant Species That Occur in Wetlands: 1988 National Summary (Reed 1988) (1988 National List). The 1996 National List is provided to encourage additional public review and comments on the draft regional wetland indicator assignments. The 1996 National List reflects a significant amount of new information that has become available since 1988 on the wetland affinity of vascular plants. This new information has resulted from the extensive use of the 1988 National List in the field by individuals involved in wetland and other resource inventories, wetland identification and delineation, and wetland research. Interim Regional Interagency Review Panel (Regional Panel) changes in indicator status as well as additions and deletions to the 1988 National List were documented in Regional supplements. The National List was originally developed as an appendix to the Classification of Wetlands and Deepwater Habitats of the United States (Cowardin et al.1979) to aid in the consistent application of this classification system for wetlands in the field.. The 1996 National List also was developed to aid in determining the presence of hydrophytic vegetation in the Clean Water Act Section 404 wetland regulatory program and in the implementation of the swampbuster provisions of the Food Security Act. While not required by law or regulation, the Fish and Wildlife Service is making the 1996 National List available for review and comment. -

FISCHER Dank den molekulargenetischen Methoden, die seit den 90er-Jahren des vorigen Jahr- hunderts auch für Fragestellungen der Biosystematik verwendet werden, ist stärkere Bewegung in die Diskussion der Verwandtschaftsverhältnisse zwischen den Pflanzen- sippen, der Phylogenie und der Evolutionsprozesse einerseits und deren Abbildung im „natürlichen“ System, damit in der Taxonomie, andererseits gekommen. Von einem kurzen Rückblick auf die Geschichte der Pflanzensystematik ausgehend, werden in diesem Beitrag heute aktuelle Prinzipienfragen der Biosystematik anhand botanischer Beispiele behandelt. Die Diskrepanz zwischen einem phänetischen und einem phylo- genetischen System ist schon seit langem evident, und das Bestreben der Biosystematik war es schon immer, von einem auf bloßen Ähnlichkeiten basierenden, phänetischen System, das als nicht natürlich angesehen wird, zu einem phylogenetischen zu gelan- gen, das vielfach als das natürliche System gilt. Nun betrachtet die Kladistik ihr Sys- tem als das phylogenetische. Der traditionellen Systematik verpflichtete Skeptiker der Kladistik stoßen sich jedoch daran, dass dieses kladistisch-phylogenetische System keine paraphyletischen Taxa zulässt und auf diese Weise der Evolution, d. h. dem Ent- stehen innovativer Sippen nicht gerecht wird. Diese Diskrepanz zwischen einem streng phylogenetischen, nämlich kladistischen System einerseits und einem stärker phäne- tisch und zugleich traditionell orientierten, evolutionären System andererseits wird da- mit immer offenkundiger, deren Bewältigung in der Biosystematik immer drängender. Evolution ist im Wesentlichen nicht (nur) Deszendenz, sondern vor allem Entstehung neuer Merkmale (Eigenschaften). Patrokladistische Systematik kombiniert die beiden Aspekte. -

Here we examine the genetic divergence of these two taxa in order to clarify their species status. Methods – We apply AFLP genome fingerprinting to samples from eleven wild and two naturalized populations, and compile occurrence data from herbaria and public data depositories. Key results – The distribution of genotypes in a multivariate space confirms the distinct species status of the two species, and highlights the absence of natural hybrids between the two in their native area. This result contrasts with the hybrid nature of naturalized populations from northern Europe, likely produced through horticultural practices. Lower Hudson PRISM and adjacent counties Review of Completed Scope of Work: LHP Action Plan Items Addressed: all contracted project tasks have been completed for the LHP Goals and Objectives of the Lower Hudson 2014 Action Plan 2.1 and 2.2 and 3.1, as outlined within the Project Deliverables section (see Appendix A). While active participation and input of the Conservation Target Working Group has remained muted, the consultant has accomplished the following and will continue through with meetings with the LHP Partners Meeting (Oct 1, 2014) and the Conservation Targets working group meeting (November 5, 2014), to continue momentum into the 2015 project year. Specific project accomplishments include. : GOAL 2: CONSERVATION TARGETS STATUS Priority Strategies (ranked): 1. Coordinating Conservation Target Partners 2. Managing IS strategically 3. Assessment and Monitoring Network Objective 2.1 Engage Partners COMPLETED Since the projects inception, research has engaged important and valuable conservation efforts conducted by over 22 regional agencies and programs (see Table 1) that the LHP might benefit from considering when developing Conservation Targets. All of these have been engaged and valuable geospatial & thematic data have been acquired from many of these potential partners. Four agencies feature especially prominently within our region and form the core of the proposed Conservation Target overlay matrices (see Conservation Target section below): • New York State Natural Heritage Program • Hudson River Estuary Program • The Nature Conservancy • New York Audubon Society These groups (collectively referred to hereafter as CTLA) should be prioritized for partnership relationships over the coming years. -
