Construction of Sports Complex

1115. SHRI SANKAR PRASAD DATTA:

Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state:

(a) whether the Government has constructed/proposes to construct sports complex/stadiums in every district/tehsil in each State/UT;

(b) if so, the details thereof, State/UT-wise;

(c) the number of proposals received from various States for the development of sports infrastructure along with the funds provided for the purpose during the last two years, State/UT-wise;

(d) the time by which the pending proposals are likely to be approved and funds sanctioned; and

(e) the details of the financial support/ sports facilities provided to the sportspersons of various States during the said period?

ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) FOR YOUTH AFFAIRS & SPORTS {COL. RAJYAVARDHAN RATHORE (RETD.)}

(a)& (b) No, Madam. Sports is a state subject and it is a state mandate to develop grassroots sports infrastructure. However, funds are granted for development of sports infrastructure facilities like Synthetic Athletic Track, Synthetic Hockey Field, Synthetic Turf Football Ground, Multipurpose hall, Swimming pool, etc., all over the country subject to technical feasibility and availability of funds.

(c)& (d) A Central Sector Scheme, namely, Urban Sports Infrastructure Scheme (USIS) was implemented by this Ministry from the year 2010-11 to 2015-16, which provided for creation of sports infrastructure facilities, namely, Synthetic Athletic Track, Synthetic Hockey Field, Synthetic Turf Football Ground and Multi-purpose hall to States/UT.

A Scheme called “Khelo India – National Programme for Development of Sports” was being implemented by this Ministry as a Central Sector Scheme from the financial year 2016-17. This Scheme, inter-alia, provided for creation of sports infrastructure facilities, namely, Synthetic Athletic Track, Synthetic Hockey Field, Synthetic Turf Football Ground, Multipurpose halletc. This scheme was applicable all over India. The Khelo India Scheme has been revamped during the year 2017-18.

The erstwhile USIS Scheme and Khelo India scheme were demand- driven schemes. Proposals, as and when received from States, if complete in all respects were sanctioned subject to technical feasibility and availability of funds. Hence, no prior allocation of funds is made to any State. Funds are released to a State as and when the proposal for development of sports infrastructure is sanctioned to that State.

Details of funds sanctioned to States/UT under the erstwhile Urban Sports Infrastructure Scheme (USIS)during the year 2015-16 and funds sanctioned under Khelo India Scheme during the year 2016-17 are at Annexure – I.

(e) The National Sports Development Fund (NSDF) being administered by this Ministry, inter-alia, provides for giving financial assistance to top level sports persons, who are medal winning prospects in Olympics, , and other international competitions, for their customized training, both in India and abroad, and to prepare them for winning medals at international events. Special stress is being given to support the sportspersons who have been selected under a programme namely, TOP (Target Olympic Podium) Scheme, specifically devised to train medal prospects for future Olympics. Details of financial assistance provided for supporting sportspersons under the NSDF during 2015-16 and 2016-17 are given in Annexure - II.

In addition, in order to promote sports among the youth (both male and female) across the country, including the States of North Eastern India, the Sports Authority of India (SAI), an autonomous organization under the aegis of Ministry of Youth Affairs and Sports, is implementing the following Sports Promotional Schemes to identify talented sports persons in the age group of 8-25 years and nurture them to excel at national and international competitions in 27 sports disciplines:

 National Sports Talent Contest Scheme (NSTC)  Army Boys Sports Company (ABSC)  SAI Training Centre (STC)  Special Area Games (SAG)  Extension Centre of STC/SAG  Centre of Excellence (COE)  National Sports Academies (NSA)

The details of sportspersons inducted in various SAI Scheme during the last two years are given at Annexure – III. The selected trainees are provided with financial support in the form of expert coaches, sports equipment, boarding and lodging, sports kit, competition exposure, educational expenses, medical/ insurance and stipend etc.

In addition, National Coaching Camps and foreign exposures areorganized by SAI to train the elite athletes for participation in the international events. During the year 2015-16, an amount of Rs.165.36 crore was spent and during the year 2016-17, an amount of Rs.223.41 crore was spent on the National Coaching Camps and foreign exposure for elite athletes.
