OVERVIEW 1. Sports and games have been recognized as an integral part of human resources development. Almost all countries of the world are making significant investment for the promotion of sports and games. Excellent performance in Olympics and other international sports events has become a matter of national prestige and pride and also an indication of quality of human development. could perform well in certain sports disciplines like Hockey in the past. Some sports persons, through their individual brilliance, have also shown excellent performance in international sports events. The performance of India in the game of Cricket, with the stupendous public support and vast resources, is a milestone in sports in the country. But when we take an overall view, the performance of India in sports has not been optimal. Absence of sports culture, lack of sufficient facilities like qualified coaches/specialists, sports infrastructure and inadequate sponsors to sportspersons for their training/coaching have been found to be some of the reasons for the sub-optimal performance. The National Sports Policy recognized the need to bring in adequate facilities for promotion of sports and games through various sources. The National Sports Development Fund was established with the view to address this gap. The central purpose of creation of the fund is to impart momentum and flexibility in assisting the cause of sports. It is expected that the fund should overcome the impediments that often hampered developmental activities due to the inadequacy of financial resources. The NSDF accepts institutions and individuals as equal partners of the Government in the promotion and management of sports in the country. It constitutes an important initiative for enabling institutions and public at large to contribute to sports related endeavor, for forging meaningful inter-institutional partnerships, for mobilizing extra budgetary resources for sports and for highlighting awareness that sports indeed constitutes a crucial input to the overall process of development. In nutshell, NSDF has been created with a view to mobilizing resources from Government as well as non-government organizations and individuals to provide required support for promotion of specific sports disciplines and improving performance of Indian sports in the major international events.

Institutions, government and non-government organizations exclusively dealing with promotion of sports and individual sportspersons of outstanding ability will be eligible for getting financial assistance from NSDF for specific projects, training packages etc.

INTRODUCTION 2.1 The National Sports Development Fund (NSDF) was established in 1998, under Charitable Endowments Act 1890, vide Government of India Notification dated 12th November 1998. The NSDF supports sportspersons to excel in the field by providing opportunities to train under coaches of international repute with technical, scientific and psychological support and also in getting exposure to international competitions.

2.2 Financial assistance is also provided to specific projects for promotion of sports and games sponsored by reputed Organizations/Institutes, provided the facilities so created are made available to deserving/young potential sportspersons in the concerned disciplines, selected through a competitive process, in particular and other aspiring sportspersons in the area/region in general .

2.4 The office of NSDF is located in Shastri Bhawan in the Ministry of Youth Affairs and Sports, New .

3. OBJECTS  To administer and apply the moneys of the Fund for promotion of sports in general and specific sports disciplines and individual sports persons in particular for achieving excellence at the National and International level;

 To impart special training and coaching in relevant sports disciplines to sports persons, coaches and sports specialists;

 To construct and maintain infrastructure for promotion of sports and games;

 To supply sports equipments to organizations and individuals for promotion of sports and games;

 To identify problems and take up research and development studies for providing support to excellence in sports;

 To promote international cooperation, in particular, exchanges which may promote the development of sports; and

 To provide low interest or interest free loans for projects and activities related to any of the aforesaid objects.

MANAGEMENT AND ADMINISTRATION OF NSDF

The Council 4.1 The Fund is managed by a Council constituted by the Central Government. The Council has been last re-constituted by the Government in March 2012 with the Union Minister for Youth Affairs and Sports as Chairperson. The Members of the Council include senior officers in the Department of Sports/ Sports Authority of India. The representatives of the Apex industry organizations namely, FICCI, CII and ASSOCHAM have been included in the Council as members. The representatives of Sports Promotion Boards of reputed organizations are also members of the Council. Joint Secretary to the Government of India in the Ministry of Youth Affairs & Sports, Department of Sports is the ex-officio Member Secretary of the Council.

4.2 The Council decides all policy matters relating to the Fund and frame rules and regulations for the management of the Fund.

2 NATIONAL SPORTS DEVELOPMENT FUND Executive Committee 4.3 The day to day working of the Fund is managed by the Executive Committee. The Executive Committee has been re-constituted by the Government in May 2016 with Secretary (Sports), Government of India as President (Ex-officio) with Director General (Sports Authority of India), Joint Secretary (Sports), Ministry of Youth Affairs & Sports and Financial Adviser (MYAS), among others as members. Director/Deputy Secretary in-charge of NSDF in the Department of Sports is the Member Secretary of the Executive Committee. The Member Secretary of the Executive Committee is the custodian of all records of the Fund and manages the day to day affairs of the Fund.

ANNUAL REPORT 2017-18 3 MEETINGS OF THE COUNCIL AND EXECUTIVE COMMITTEE

Meetings of the Council 4.6 A meeting of the Council was held on 26th September 2017. The Council was given a brief appraisal on the following activities:

(1) Performance of the NSDF; especially with regard to receipt of contributions from other sources and the Government of India and the assistance provided to the sports persons, athletes.

(2) Decisions of the Executive Committee during the period from the last meeting of the Council (December 2016 to September 2017); and

(3) Collection of funds / contribution to NSDF.

4.7 The Council approved the Annual Report for the year 2015-16 and also accepted the C & AG Audit Report on the accounts of NSDF for the year 2015-16.

The Council also approved the Annual Accounts Statement for the year 2016-17 and accepted the internal Audit Report for the said period.

4.8 The Council emphasized the need to take proactive role by private sector for development of sports in the country by way of larger contribution to NSDF under Corporate Social Responsibility.

Meetings of the Executive Committee 4.9 Seven Meetings of the Executive Committee (66thto 72nd Meetings) were held during the year 2017-18. The Committee considered several cases and approved financial assistance to sportspersons for their customized training covering fresh proposals, proposals for continuance of training and final payment. Details of the assistance given to sportspersons during the period are given separately in this Annual Report.

4.10 The Executive Committee also approved financial assistance to following organizations for development of sports infrastructure/procurement of equipment/training etc and for organizing sports events, tournaments etc.

ANNUAL REPORT 2017-18 5 CONTRIBUTION TO NSDF 5.1 Rupees two crores were provided initially by the Government towards setting up of the NSDF. Thereafter the Fund has been accepting contributions from statutory bodies, international organizations, private and public corporate sectors, trusts, societies and individuals. The Government makes matching contributions to the Fund. The contributions to the Fund by the Public Sector Undertakings (PSUs) and Public Sector Banks (PSBs)during 2017-18 are as under:

Contribution by IIFCL: The IIFCL contributed Rs 10.00 crore for the development of sports infrastructure.

6 NATIONAL SPORTS DEVELOPMENT FUND A statement giving details of the contributions to the NSDF from its inception is at Annexure 1 to this report.

5.2 Ministry of Youth Affairs and Sports is regularly interacting with the Corporate and Public Sectors for contribution to the National Sports Development Fund. They are also encouraged to contribute to the NSDF under Corporate Social Responsibility.

The NSDF participated in the CSR Fair 2017 organised by Department of Public Enterprises in Pragati Maidan, New Delhi during 4-6 May 2017. In the Fair, Brochure and pamphlets on NSDF were distributed and participants were informed about NSDF and activities carried out by NSDF. They were requested to contribute to NSDF.

5.3 Total amount of Fund available with NSDF as on 31.03.2018 was Rs.123.81 crore.

FINANCIAL ASSISTANCE 6.1 The NSDF has been providing financial assistance to elite sportspersons for their customized training. Financial assistance is also being extended to organizations for sports related activities.

Financial assistance during 2017-18

Training of Sportspersons 6.2 219 sportspersons have been provided financial assistance from NSDF during the period. The assistance has been given for their customized training, both in India and abroad, to prepare them for winning medals at international events. The total assistance to sportspersons during the year 2017-18 is to the tune of Rs. 724.77 lacs.

In addition to the assistance given to the above mentioned Athletes, a Block Grant of Rs.1000.00 lacs had been given to Sports Authority of India, New Delhi for athletes under the TOP Scheme during 2017-18

Assistance to Organizations 6.3 NSDF has sanctioned and released financial assistance to 20 organizations during the period for development of sports infrastructure, organizing sports events etc. Some of such releases are second or third installments to the concerned organizations for their ongoing projects. The total assistance to organizations during the period is Rs.2301.22 Lacs; this includes a sum of Rs 2251.11 lacs towards development of sports infrastructure/procurement of equipment.

Financial Assistance from NSDF – cumulative 6.8 So far (as on 31.03.2018), NSDF has provided direct financial assistance to the tune of Rs 5464.12 lacs to 327 sportspersons in various sports disciplines for their customized training under coaches of international repute. Similarly, financial assistance of Rs 7794.76 lacs was given in 69 cases to organizations/institutions for development of sports infrastructure and for other sports related activities.

6.9 Keeping in view the India-Cuba cooperation in Sports Sector, NSDF had given financial grant of US Dollar One Million (Rs 630.40 Lacs) to the Government of Cuba, during 2013-14, for installation of an Artificial Hockey Turf in that country.

6.10 NSDF assistance includes payment of cash award/other payments to sportspersons to the tune of Rs.594.59 Lacs as recognition/incentive/welfare up to 2017-18.

6.11 Total NSDF assistance from its inception till 31.03.2018 is to the tune of Rs.. 17483.87 lacs as under:

Target Olympic Podium (TOP) Scheme 7.1 Ministry of Youth Affairs and Sports decided to give focused attention for better performance of our athletes in Olympic and Paralympic Games 2016 and 2020. Keeping this view, a programme namely, Target Olympic Podium (TOP) Scheme was formulated during 2014-15with the aim to identify, groom and prepare potential medal prospects for 2016 and 2020 Olympic and Paralympic Games. After detailed deliberations in the Ministry, the Executive Committee-NSDF had recommended constitution of a Committee with the scope of work for the implementation of the TOP Scheme. Ministry of Youth Affairs and Sports had accepted these recommendations and constituted a Committee namely ‘NSDF TOP Scheme Elite Identification Committee’ in July 2014 with Shri Anurag Thakur, M P as Chairperson and inducted few eminent sportspersons and sports administrators as Members of the Committee.

ANNUAL REPORT 2017-18 15 Subsequently, consequent on the resignation of Shri Anurag Thakur, the Committee was reconstituted in November 2015 with Ms. as Chairperson.

7.2 The Committee, in its preliminary meeting held in September 2014,laid down the norms for selection of the candidates under the programme; thereafter the Committee held several meetings to identify and select athletes under the programme. The Committee interacted with the representatives of the National Sports Federations, National Coaches of different sports disciplines and other experts. After detailed deliberations, the Committee had selected athletes in priority disciplines for support under the TOP Scheme till Olympics 2016.

7.3 The athletes were identified through a process of research and in consultation with the concerned stakeholders. Benchmark for selection of these athletes under the scheme was their performance in relation to the international standard. The selection was not just on the basis of reputation, national rank, performance in Commonwealth and only, but their current performance, consistency, fitness and the laid down bench mark.

7.4 The recommendations of the ‘TOP Scheme Elite Identification Committee’ were approved by the Executive Committee-NSDF and as a follow up action, the selected athletes were requested to prepare training programme and other requirements in consultation with the National Sports Federations and National Coaches. Timely action for providing financial assistance to the selected athletes for their customized training at Institutes having world class facilities and other necessary support was initiated by the NSDF Secretariat in consultation with the Sports Authority of India, concerned National Sports Federations and other stakeholders.

7.5 In April, 2016, the EC-NSDF decided to drop those Athletes from the TOP Scheme who did not qualify or did not win quota place for India for Olympics 2016 and to include those Athletes in TOP Scheme who have who qualified for the Olympics 2016. Further, for faster approval of assistance under TOP Scheme, a Sub-Committee under the Chairpersonship of Director General, Sports Authority of India (DG SAI) was constituted to examine the requests and release of payment subject to the norms of TOP Scheme and the budget entitlement of the athlete.

7.6 The EC-NSDF also decided about the continuance of the TOP Scheme; identification and support of potential junior players under NSDF and a monitoring committee to monitor the performance of the athletes under the TOP Scheme.

7.7. After the Olympics/Paralympics 2016 were over, the TOP Scheme Elite Identification Committee was reconstituted under the Chairpersonship of Shri Abhinav Bindra, with 10 other eminent persons and sports administrators, in January 2017 to start identifying the core probables for Olympics/Paralympics 2020 and 2024. The Committee decided that the focused attention should be given to the high priority sports disciplines already identified by the Ministry for Olympics 2020, which include Athletics, Badminton, Boxing, Shooting, Wrestling, Archery, Tennis, Weightlifting, Hockey and Gymnastics. The reconstituted Committee held 6(six) meetings and recommended 220 athletes for support under TOPS, gave recommendations regarding norms and criteria for identification / selection of athletes for support under TOPS, protocols for monitoring and review of identified athletes and funding to sportspersons indicated for violation of anti doping rules. The recommendations of the Committee were largely accepted.

In September 2017, the EC-NSDF decided that the assistance under the TOP would be supplementary to the support under ACTC and the upper limit of the assistance under TOP was decided discipline wise. The EC also decided that each athlete selected under the TOP is to be given out of pocket allowance @ Rs 50,000.00 (Rs Fifty Thousand only) per month from September, 2017. The EC modified the procedure for operation of TOP Scheme. Accordingly all proposals under TOPS will be considered and decided by the Committee under Mission Olympic.

7.9. National Sports Development Fund (NSDF) provides fund for the operation of the programme. Partnership and involvement of Corporate Sector are expected for the successful operation of the programme

NSDF CONTRIBUTION TO SPORTS AND GAMES 8. The NSDF contribution has helped the sportspersons to improve their skill and performance through customized training under coaches of international repute; several sportspersons could win medals in major international competitions and they remain at top level as compared to the world renowned sportspersons in the relevant disciplines.

NSDF assistance to Institutes/Academies for development of sports infrastructure will strengthen the sports facilities available in the country.

FUTURE VISION 9. NSDF intends to continue its financial support in a big way so as to bring significant improvement in providing training opportunities and sports facilities. It will continue to provide financial assistance to potential sportspersons in various sports disciplines for training on need basis under coaches and sports specialists of international repute and also to get sports equipments of international standards to excel in their endeavors with specific stress to prepare potential sportspersons for the coming/future Olympics/ Paralympics Games, Asian Games, and other major international competitions. NSDF will also consider proposals for financial assistance from reputed organizations engaged in sports activities for specific projects for creation/development of sports facilities on the specific condition that these facilities benefit a large group of youth and students interested in sports in the regions, where such facilities are created.

NSDF will be a major factor in achieving the aim with specific stress on the following:

• Identifying sports persons, having exceptional ability in individual sports disciplines and providing them required support for coaching, training, getting equipments, competition exposure and such other financial support as may be necessary on long term basis; and

• Assisting institutions for creation of sports facilities and purchase of equipments.

ANNUAL REPORT 2017-18 37 Separate Audit Report of the Comptroller & Auditor General of India on the Accounts of National Sports Development Fund, New Delhi For the year ended 31 March 2018 We have audited the attached Balance Sheet of National Sports Development Fund (NSDF), New Delhi as at 31 March 2018, Income & Expenditure Account and Receipts & Payments Account for the year ended on that date under Section 20(1) of the Comptroller & Auditor General’s (Duties, Powers & Conditions of Service) Act, 1971. The audit has been entrusted for the period up to 2021-22. These financial statements are the responsibility of NSDF’s management. Our responsibility is to express an opinion on these financial statements based on our audit.

2. This draft Separate Audit Report contains the comments of the Comptroller and Auditor General of India (CAG) on the accounting treatment only with regard to classification, conformity with the best accounting practices, accounting standards and disclosure norms, etc. Audit observations on financial transactions with regard to compliance with the Law, Rules & Regulations (Propriety and Regularity) and efficiency-cum-performance aspects, etc., if any, are reported through Inspection Reports/CAG’s Audit Reports separately.

3. We have conducted our audit in accordance with auditing standards generally accepted in India. These standards require that we plan and perform the audit to obtain reasonable assurance about whether the financial statements are free from material misstatements. An audit includes examining, on a test basis, evidences supporting the amounts and disclosures in the financial statements. An audit also includes assessing the accounting principles used and significant estimates made by management, as well as evaluating the overall presentation of financial statements. We believe that our audit provides a reasonable basis for our opinion.

4. Based on our audit, we report that:

(i) We have obtained all the information and explanations, which to the best of our knowledge and belief were necessary for the purpose of our audit;

(ii) The Balance Sheet, Income & Expenditure/Receipts & Payments Account dealt with by this report has been drawn up in the Uniform format of accounts prescribed by the Ministry of Finance, Government of India.

(iii) In our opinion, proper books of accounts and other relevant records have been maintained by the NSDF in so far as it appears from our examination of such books except for comments at 2(i) to 2(iii) of Annexure to this report.

(iv) We further report that:

A. Balance Sheet:

A.1 Current Assets, Loans & Advances (Schedule-11) - Rs. 133.25 crore

A.1.1 Loans, Advances and other Assets – Rs. 9.44 crore

A.1.1.1 Financial Assistance of Rs. 1.73 crore released as advance to athletes for purchase of training

This has resulted in understatement of Current Assets (Loans and Advances) as well as Capital/Corpus Funds by the like amount. Similar issue was reported in previous year report however no action was taken by NSDF.

A.1.1.2 Similarly, advances amounting to Rs. 56.44 lakh released to SAI for training expenses had not been depicted under Current Assets-Loan and Advances. This has resulted in understatement of Current Assets (Loans and Advances) as well as Capital/Corpus Funds by the like amount. Similar issue was reported in previous year report however no action was taken by NSDF.

B. Grants-in-aid: At the beginning of 2017-18, NSDF had a Capital/Corpus Fund of Rs. 153.25 crore. During the year 2017- 18, NSDF received Rs. 2.00 crore as contribution from Ministry of Youth Affairs and Sports. Besides, it also received contribution of Rs. 12.92 crore from other agencies. It had further earned an interest of Rs. 7.66 crore. Against the total available funds of Rs. 22.58 crore, it incurred an expenditure of Rs. 42.58 crore during the year. The deficit of Rs. 20.00 crore was taken to Corpus/Capital Fund. Thus, at the end of 2017-18, it had Rs. 133.25 crore in its Corpus/Capital Fund.

(v) Subject to our observations in the preceding paragraphs, we report that the Balance Sheet, Income & Expenditure Account and Receipts & Payments Account dealt with by this report are in agreement with the books of accounts.

(vi) In our opinion and to the best of our information and according to the explanations given to us, the said financial statements read together with the Accounting Policies and Notes on Accounts, and subject to the significant matters stated above and other matters mentioned in Annexure to this Audit Report give a true and fair view in conformity with accounting principles generally accepted in India;

a. In so far as it relates to the Balance Sheet of the state of affairs of the National Sports Development Fund as at 31 March 2018; and

b. In so far as it relates to Income and Expenditure Account of the deficit for the year ended on that date.

The internal audit of NSDF for 2017-18 was conducted by a Chartered Accountant Firm.

2. Adequacy of Internal Control System

Following internal control deficiencies were noticed:

(i) The details of Fixed Deposits amounting to Rs 113.77 crore as reflected in schedule 11 of the accounts were not found entered in the investment register.

(ii) Paid vouchers had not been serially numbered and stamped as paid. The receipts for payments made through electronic medium were not maintained in a systematic manner. Necessary corrective action may be taken for proper maintenance of these important records.

(iii) Cheque issue register maintained is not signed by the cheque issuing authority.

(iv) Heavy bank balance (Minimum Rs 50 lakh) was maintained throughout the year in the savings bank account operated by the NSDF. These amounts could have been invested in Fixed Deposits for earning higher rate of interest.

In view of the above Internal Control System needs to be strengthened.

3. System of Physical verification of fixed assets

The physical verification of fixed assets was conducted on 31.3.2018.

4. System of physical verification of inventory Physical verification of theinventory like Books & Publication, Stationery and Consumable has been conducted up to 31.03.2018.

5. Regularity in payment of statutory dues As per the annual accounts, no statutory dues over six months were outstanding as on 31.03.2018.

SIGNIFICANT ACCOUNTING POLICIES , CONTINGENT LIABILITIES AND NOTES TO ACCOUNTS FORM AN INTEGRAL PART OF BALANCE SHEET AND INCOME & EXPENDITURE ACCOUNTS A) : Significant Accounting Policies: 1. Accounting Convention The financial statements are prepared under the historical cost convention and other mandatory accounting standards. 2. Fixed Assets and Depreciation a) Fixed Assets are stated at cost of acquisition less accumulated depreciation. b) The depreciation on fixed assets is provided on written down value method as per the rates prescribed in the Income tax Act, 1961. c) In respect of additions to /deduction from fixed asset during the year depreciation is considered on pro-rata basis. d) The fund uses Fixed Assets including Office Space, Furniture , Computers etc as provided by the Ministry of Youth Affairs and Sports, Government of India. 3. Method of Accounting The Trust is maintaining its accounts on accrual basis in order to comply with the requirements for Central Autonomous Bodies and following the applicable accounting principles applicable in India and the accounting standards issued by ICAI. 4. Revenue Recognition a) The Trust is following accrual system of accounting and all the revenues are recognized as and when the same become due to receive and all the expenses are accounted for as and when the same become due for payment. Any amount found refundable by any sports person/athlete is recognized only when it is found refundable by them on the basis of statement of expenditure submitted by them. Similarly any Financial Assistance given to any sports person/athlete is recognized as final expenditure. b) The Income/loss from specific projects will be recognized in the year of completion of the respective projects. 5. Investments The trust do not have any Investment of the nature specified in Uniform Format of Accounts (Schedule 9 and Schedule 10).

2. No provision for income tax has been made in view of exemption u/s 12 A of the Income Tax Act, 1961. 3. As per the Gazette of India Notification dated 12.11.1998 para 15 , NSDF has to deposit moneys of the Fund not immediately required on short term basis in Fixed Deposits /Certificates of Public Sector Banks. Accordingly these Fixed deposits are shown by the trust in Schedule 11 under “ Bank Balances- Deposit Accounts ”. 4. Corresponding figures for the previous year has been regrouped / rearranged wherever necessary. 5. Schedule 1 to 25 are annexed to and form an integral part of the balance sheet as at 31.03.2018 and the income and expenditure account for the year ended on that date.
