Kate Ball has been Compliance Counsel at Gallagher since 2013. Kate graduated magna cum laude from Texas A&M University in 2005 with a B.A. in International Studies. She graduated with honors from the University of Texas School of Law in 2009. After law school, she worked as an associate attorney at King & Spalding LLP in , D.C. where she represented Fortune 500 companies in government investigations and regulatory counseling. Kate is a licensed attorney in the District of Columbia.

In her role as Compliance Counsel, Kate is responsible for assisting clients with group health plan compliance matters related to ERISA, HIPAA, COBRA, Cafeteria Plans, Self-Insured Health Plans, and Health Care Reform. Kate is a frequent speaker on a variety of employee benefits law topics at state and national professional organizations.

Michael J. Heindl, Ph.D., J.D. Vice President of Administration and Finance Mississippi Gulf Coast Community College

Dr. Michael J. Heindl, is a frequent presenter in several topics such as higher education, community college leadership, and legal updates, just to name a few. He is chiefly responsible for finance, human resources, facilities, information technology, purchasing, and employee development for the nationally acclaimed multi-campus of Mississippi Gulf Coast Community College. Prior to accepting the position of Vice President of Administration and Finance, he served as Campus Vice President and in several other leadership roles within the Student Services division. He also teaches adjunct classes in the Community College Leadership Ph.D. Program at Mississippi State University.

A strong believer in higher education and life-long learning, he holds a Juris Doctorate from Thomas M. Cooley Law School, a Ph.D. in Community College Leadership from Mississippi State University and a Bachelor of Science Degree from Mississippi College. He has received several awards and recognition for his commitment and dedication in higher education and community college leadership such as the Top 10 Business Leaders under 40 Awards/Recognition, the 2015 Outstanding Chief Business Officer, and Master Trainer Designation for presenting Employee Development sessions. He is also a graduate of Gulf Coast Business Council’s, Masters Class Program. He serves as a Jackson County Chamber of Commerce Board member and is a member of Rotary.

In his spare time, he enjoys reading, singing, and spending time with his family. Dr. Heindl resides on the Perkinston Campus with his wife, Jennifer, and children, Taryn (20), Harrison (12) and Nicholas (10) and grandson Jayson.

Dean Holleman

Dean Holleman is an attorney with the law firm of Boyce Holleman, P.A., in Gulfport, Mississippi, where he is a managing partner with his brother Tim Holleman. He has practiced law since graduating from the Ole Miss School of Law in August 1982. His practice is dedicated to trial practice in all Mississippi State Trial Courts and Appellate Courts. He is also admitted to practice in the U. S. District Federal Courts in Mississippi. Dean's law firm has been the retained legal counsel for the MGCCC District since 1980 and Dean has been the designated counsel for the District since August 1982. He has been married to Laura Hollis Holleman for 33 years. They have a daughter, Sarah Gant, age 29 who teaches 4th grade in Franklin, Tennessee; a son, Dean Holleman, Jr., who attends the University of New Orleans; and a son Hollis, who attends the Ole Miss Law School. As the College's legal counsel, Dean has been involved extensively with employment and students matters during his 34 years tenure as our attorney.

Deborah Love Esq., joined Tulane University on October 1, 2004, as Tulane’s first Vice President, Office of Institutional Equity and Special Assistant to the President on Tulane’s Diversity Initiatives. Prior to her appointment at Tulane, she served as the Associate Vice President for Diversity and Equal Opportunity at the University of South Florida, Tampa, Florida. From 1996 to 2002, Love also held the position Director, Center for Human Rights at Washington State University, Pullman, Washington. She has worked at land grant, flagship and private higher education institutions.

During her tenure at Tulane she worked enthusiastically and tirelessly to build Tulane’s first Office of Institutional Equity into a strong compliance and diversity office that supports the strategic aims of Tulane University to become a more diverse and inclusive institution supportive of all diverse faculty, students and staff. Love has conducted or overseen hundreds of discrimination, harassment, sexual harassment, Title IX and Americans with Disabilities Act investigations, responded to numerous Equal Employment Opportunity Commission (EEOC) charges and participated in EEOC mediations, handled several significant Office of Civil Rights (OCR) investigations, and successfully oversaw five major Office of Federal Contract Compliance Programs (OFCCP) audits. Love has expertise evaluating and identifying workplace and educational barriers that prevent institutions from achieving inclusive educational and workplace environments.

Love has provided advice and consultation to numerous educational institutions, profit and not-for-profit businesses and organizations on topics dealing with unconscious bias, discrimination and harassment, identifying and preventing sexual harassment, workplace conflict, developing leadership and management skills that support inclusive and equitable environments, Title IX investigations, gender equity, race relations, and cross-cultural education. She worked with and coordinated the efforts of Tulane’s Black Faculty and Staff Association to execute fundraising initiatives to support diverse students in their educational pursuits.

Love has presented numerous times at the Southeastern Region of Association of Physical Plant Administrators (SRAPPA), and at legal education programs and meetings for the Louisiana State Bar Association. Love has worked with the American Association for Access, Equity and Diversity, and the Washington State Organization of Blacks in Government and the National Association of College and University Attorneys (NACUA). Love’s educational programs combine her expertise working with diverse higher education civil rights issues, her knowledge of legal and policy decisions that can impact management actions, and includes social science research and empirical data to help participants gain valuable insights into complex workplace issues.

Other professional appointments include: Director of Equal Opportunity & Regulatory Compliance Office at the University of Mississippi, 1994 to 1996; Assistant to the Dean, University of Mississippi, School of Law, 1993 to 1994. Associate at the Bonner Law Firm, Gulfport, Mississippi, 1992, Deborah’s notable accomplishments and appointments include distinguished Captain in the Army, Military Police Corps and Chief Administrative Officer.

Love is an alumna of Jackson State University, Jackson Mississippi. She earned her Juris Doctor from the University Of Mississippi, School of Law. She is a graduate of the United States Military Police Corps Officer Training Program. She completed the Harvard Graduate School of Education’s Leadership Development Program and is a graduate of the Higher Education Resource Services (HERS) Bryn Mawr Summer Leadership Institute.

Michael T. Snowden Chief Diversity Officer McNeese State University

Michael T. Snowden is employed by McNeese State University as the Chief Diversity Officer in the Office of Equal Opportunity. This native of Mobile, Alabama received his degrees from the University of Southern Mississippi which include an undergraduate degree in business administration in 1992; a master of education degree in 1994, and a doctor of philosophy degree in 1997.

He has worked in the areas of diversity and student affairs for over 19 years. His campus appointments have included the University of Minnesota Morris and Armstrong State University. Michael has received numerous accolades over the years, including the Bobby E. Leach award from the Southern Association for College Student Affairs (SACSA) for significant contribution to the development of multicultural relations on campus, the Advisor of the year award Armstrong State University, the Student Government Association Student Service Award from Armstrong State University, and the Kappa Man of the Year from the Savannah Alumni Chapter of Kappa Alpha Psi.

Michael strives to be a positive force in whatever endeavor he undertakes and he is committed to working with students and universities to make them better places than when he arrived. His motto is – If I can help somebody as I travel along…than my living shall not be in vain.

ROBERT L. SPINKS, MA, MS, DABLEE ([email protected] ) PROFESSIONAL BIO SHEET

POLICING EXECUTIVE / EDUCATOR / RADIO SHOW HOST / TRAINER & MENTOR

Currently, Robert is Chief of Police at McNeese State University in Lake Charles, LA. The University has 8,600 students and is ranked as one of the best regional universities in the South. Robert has three-decades of criminal justice experience serving in all positions from police officer to Police Chief, Director of Public Safety and experience working for the Oregon Judicial Department, as well as experience as a regional trainer, consultant, and adjunct college faculty member. He has a Master of Arts degree in Organizational Management; a Bachelor of Science degree in Liberal Arts and an Associate of Arts in Political Science. Robert has post-graduate studies in Clinical Psychology and received a Master of Science degree in Criminal Justice at the University of Cincinnati in 2005. Robert is a Diplomat through the American Board of Law Enforcement Experts (DABLEE).

Robert currently instructs at Ashford University, and is also an adjunct instructor for the Criminal Justice Program at McNeese State University. He has been an adjunct faculty member at Bellevue Community College (WA), Peninsula College in Port Angeles (WA), Blue Mountain Community College (Pendleton, OR), and at Everett Community College (WA). Robert served as Chairman of the Criminal Justice Advisory Board at Peninsula College through 2009.

Robert was Chief of Police for the Sequim (WA) Police Department for more than a half decade leaving that post in July 2010. He led a staff of 24 and with 25 volunteers and an annual budget of $2.6 million. From May through December of 2008, Robert served as the Interim City Manager in Sequim with oversight of 73 employees and 100 volunteers with a $24M budget.

Robert began his policing career in 1980 at the Eugene (OR) Police Department, and was awarded the Distinguished Service Medal, a Life Saving Medal and was nominated for a second Life Saving Award.

In 1983 Robert moved to the Snohomish (WA) Police Department where we headed the Community Relations Unit and was then assigned as a Patrol Supervisor and was a tactical team member trained by the FBI. He was awarded both an Educational Achievement Award and a Life Saving Medal. He received an award from the State for developing the ‘Best New Continuing Education Program (in 1986)” for a community child abuse prevention course.

From 1988 to 1991, Robert served with the 100-officer Port of Police Department and was assigned as the Training Officer and then later to gangs and intelligence. He was a member of the agency’s Dignitary Protection Detail trained by the US Secret Service and served on protection details for President Gerald Ford, the President of , Speaker of the House Tom Foley, Reverend Jesse Jackson, members of the Soviet Politburo and other officials and dignitaries. He was awarded commendations for his service to the 1990 ; in developing King County’s first gang strategy; and by the US Army during the Gulf Conflict, (he received an honorary 2nd Lieutenant’s commission with the US Army Military Intelligence Command).

Robert was a Deputy Chief of Police from 1991 to 1993 in Sedro-Woolley (WA) near Seattle, and served as Acting Chief before moving back to Portland (OR) in 1994; he sat on the E-Board for the Skagit County (WA) Inter- Agency Narcotics Task Force. He served as a Senior Special Agent with the Union Pacific Railroad Police Department (a 500 officer agency) through 1997; he was promoted to run the agency’s Boise (ID) field office and then over saw operations in San Bernadino County (CA). There he was responsible for reducing burglary losses from over $500,000 a month and incarcerating 58 burglary suspects in a 13-month period.

Robert managed the Milton-Freewater (OR) police department in NE Oregon serving a city of 7,000 for 4 years as Chief of Police. For 2 years he represented the Oregon Association of Chiefs of Police (OACP) on the Oregon HIDTA Executive Committee and sat on the Executive Board for the Blue Mountain Narcotics Enforcement Team (BENT). Because of his efforts writing a weekly crime prevention newspaper column, serving as co- chairman of the OACP Magazine, and other written articles, Robert received an Honorary Mention Award in Civic Journalism in 2000 from the League of Oregon Cities (LOC).

Robert was the Director of Public Safety at Bellevue Community College acting as the ‘agent of change’ from 2002 to 2003 when the college wanted to create a public safety department. The college serves one of the most diverse student populations in the state with over 34,000 students and a staff 2,150. Robert served on the Criminal Justice Advisory Committee, Risk Management Committee, Chaired the College’s Safety Committee and created the College’s 200 member CERT Program.

While completing work on his 2nd Master’s degree in Criminal Justice through the University of Cincinnati, Robert worked for the Oregon Judicial Department, supervising circuit court operations in a suburb of Portland, OR, where he specialized in court security, human resource management and grant development and oversight.

Robert has also served as a consultant/trainer for over 45 law enforcement agencies in the Pacific Northwest, and has been certified as an instructor in a multitude of law enforcement specialties. He has served as a Field Training Officer (FTO), FTO Coordinator and Manager for nearly 15 years. From 2009 to 2012, Robert hosted The Five-O Radio Show and BOSS Radio Show on KSQM 91.5 FM (www.ksqmfm.com ), [broadcasting 512 radio shows], he also served as the General Manager for the station with over 100 volunteers. Currently, Robert is on the ‘Build Team’ for McNeese State University’s radio station; KBYS 88.3 FM [www.kbys.fm] and serves as the Program Director.
