There are lessons to be learned from this episode. Commentary 26 SEPTEMBER 2018 marks the 75th anniversary of Operation Jaywick, a daring Allied commando raid to destroy Japanese ships anchored in Singapore harbour during the Second World War. Though it was only a small military operation that came under the larger Allied war effort in the Pacific, it is worth noting that the methods employed bear many similarities to what is today known as asymmetric warfare. States and militaries often have to contend with asymmetric warfare either as part of a larger campaign or when defending against adversaries. Traditionally regarded as the strategy of the weak, it enables a weaker armed force to compensate for disparities in conventional force capabilities. Increasingly, it has been employed by non-state actors such as terrorist groups and insurgencies against the United States and its allies to great effect, as witnessed in Iraq, Afghanistan, and more recently Marawi.

Observations were made from the air, from power boats, by wading and by SCUBA diving, over the period 1972 - 1976. Use has also been made of aerial photographs. The environmental factors studied include both sediment characteristics and water quality. Correlation coefficients have been calculated and used in the assessment of the functional relationships between the parameters examined. Reference has been made to corroborative evidence from a number of sources. The relationship between the distribution and biomass of the benthic flora of Illawarra Lake, and the selected environmental parameters, is examined. Seven other coastal saline lagoons were observed so that observations made and the conclusions drawn for Illawarra Lake, could be seen in the wider context. Long term observations and analyses have been made of the morphology, growth and flowering cycles of Z. capricomi. Evidence is presented showing some diagnostic features,used in published accounts to distinguish between Z.

    REVIEW OF BOATING SAFETY ON THE MURRAY RIVER PAPER FOR PUBLIC COMMENT Message from the Minister Keeping people safe on our waterways is paramount – it is the most important part of my responsibilities as Minister for Waterways. It is not enough to simply regulate or impose restrictions – we must look at intelligent solutions to complex problems. In the Murray River region the number of incidents, injuries and fatalities is simply too high. Between 1 December 2009 and 13 February 2010 there were seven serious incidents and four fatalities. Having visited the area and seen the complexities first- hand, it is clear the solution must be targeted, pragmatic and, importantly, driven by the people who use the waterway. That’s why this review is so important. It is our opportunity to make the Murray region a safer place for all waterway users. I encourage everyone with an interest in the area to read the facts, consider the solution and work together to make the Murray a fun, safe and responsible place to be on the water. The river waters fall under the jurisdiction of NSW and boating is managed by NSW Maritime. As the river also forms the border between NSW and Victoria, this waterway is used by the boating communities of both states and therefore safety requires a cooperative approach.
