He thinks it was a logical move from television (which he became involved with four years previously) into radio. He discusses the process which began nearly two years previous, noting the application process, the time he spent, his trips to radio stations in British Columbia and Alberta, CRTC hearings, and the $12,000 committed for the CRTC licence. Involved in Klondike Broadcasting, which owns CKRW, is a group of local Whitehorse residents - Hougen (principal part of the company), Dr. Tanner, Bob Choate, Bert Norrie, Klaus Hoenisch, Ken McKinnon, Bert Wybrew, and Ralph “Buzz” Hudson. For the future, Hougen does not see radio as a new business venture but as a means to serve the community and facilitate improvements. He is committed to live in Whitehorse with his family for the rest of his life and he wants to make it a better place to live. He believes radio is a means to accomplish this. Making radio accessible for communications will assist with allowing the community to work together and will further everyone’s objectives to develop Whitehorse and Yukon.

She congratulates them, and states that she enjoys the music, in particular the fact that it is not talking all day long (a reference to CBC programming). Jensen speaks with the caller, learns that she has been in Yukon for five years, and asks why she came and whether she will stay. Following the call McFadyen comments how clear the call was and thanks the technicians who made it possible. Jensen then adds how highly sophisticated the equipment is and that it is the first time the CNT technicians have had to install it. He also notes that the same telephone number will be used for their many and varied contests. 2:44:05 The next caller is an unidentified woman who has been in Yukon for 2½ weeks, originating from Los Angeles. She congratulates them. Jensen speaks with the caller and they discuss why she came to Yukon. She also suggests that CKRW programming is an improvement over CBC’s programming. 2:46:34 Armand Paul, Production Manager at CBC CFWH, welcomes CKRW to the air. Paul and Jensen discuss the experience (and technical difficulties) of putting a radio station on the air. Paul responds to the caller criticism by stating that CFWH is pleased to have CKRW on the air serving Whitehorse in order to provide an alternative to radio listeners. He notes that CBC has been the only radio outlet in Yukon for 10 years and that a station cannot please all of the people all of the time. 2:49:28 The next caller is an unidentified Irish man whose profession is a plasterer. He has been in Yukon for three months. He is pleased to hear CKRW on the air and Jensen’s use of the word “petrol” (at approx. 11:45 am). 2:51:27 12 noon Talkback receives its last caller, an unidentified woman resident of Whitehorse for 13 years originally from Yorkshire, England. YUKON ARCHIVES SOUND RECORDINGS OUTLINE

Time Log Radio Description of Content (minutes) Time 2:37:54 Yukon Territorial Council Report - Yukon Territorial Councillor Ken McKinnon reports that the Council has probably not received more publicity than it has in the last few days over a problem that many Yukoners are not clear on. He states that he does not meet a person who does not agree that something is wrong with government in the Yukon. The issue is responsible government - Yukoners should become first class Canadian citizens and have the rights and privileges that every other Canadian except those living in the Yukon and enjoy. Appointed civil servants, not elected representatives, set Yukon policy (e.g. education, welfare, infrastructure, land). If Yukoners do not like the policies they can do nothing about it. Anywhere else in Canada (with the exception of the Northwest Territories) an elected member is responsible for setting policy and if the public doesn’t like it they can throw the member out of office at the next election. Under the present system of government Yukoners cannot fire the Commissioner or the department head. Elsewhere in Canada (with the exception of the Northwest Territories) the people are the Government. In the Yukon an appointed bureaucracy is the Government. Territorial Councillors ask from the federal government that policy in Yukon matters be set by elected representatives who know Yukon conditions; that policy in local affairs no longer be set by nameless, faceless bureaucrats. Not one of the elected members of Territorial Council has asked for provincial status. Councillors want to become proficient in the administrative details of government before asking for control of Yukon resources. The Province of Yukon will come in the future. Certainly the time is past for refusing the right to set policy on local matters. The Minister of Indian Affairs and Northern Development reportedly states Yukon is not ready to set policy on local matters and has not received this request from any Yukoner. McKinnon urges listeners to let Jean Chrétien know how they feel. McKinnon maintains that every day this right is refused to Yukoners it is an insult and a blot on a great country. It is now time to stop this travesty of government. The sound of a teletype machine can be heard in the background throughout the report. 2:43:41 6:22 pm Time announcement and station identification. 2:43:50 Music for Dining program introduction. 2:43:58 Song: Black Orchid (instrumental) Artist: Martin Denny 2:46:50 Song: Love Is Stronger Far Than We (instrumental) Artist: Herbie Mann 2:49:59 6:28 pm Announcer introducing artists featured on the program, Martin Denny (1966 Golden Greats album) and Herbie Mann (1967 Glory of Love album). 2:50:20 Song: Cast Your Fate to the Wind (instrumental) Artist: Martin Denny 2:52:18 Song (instrumental) 2:54:35 Song: The Impossible Dream Artist: Andy Williams last modified on: 2017-02-14 status: approved 24 Rolf and Margaret Hougen fonds SR 282 (30-34) (2012/2)
