As you know, the US is our most important bilateral defence and security partner; and our Armies have become highly interoperable through years of working alongside one another. The return to great power competition, and a reduction in the pace of operations between our two Armies, demands a more conscious and methodical effort to maintain those priceless connections when it is in our interests (mutual and/or national) to do so. Reflecting this challenge, the non-binding joint UK-US Modernisation Agreement (MOA) aims to set a broad course to both Armies to explore modernisation efforts and leverage access to considerable US research and experimentation resources. It simply adds shape and bearing to existing work. Clearly, the Integrated Review will address some of the same challenges. As I made clear to Secretary McCarthy in our meeting, as well as in the public RUSI event afterwards, Governments on both sides of the Atlantic are keenly pursuing opportunities for our own prosperity and job creation. I have signed this MOA to develop concepts and technology – not to purchase US kit at the expense of UK industry. More specifically, in answer to your questions in turn: 1. The Department would not typically need to engage Whitehall on this type of routine agreement with our principal defence and security partner.

Written by Pedro Guertler, Jack Carrington and Antonia Jansz Summary This briefing compares the state of the UK housing stock and fuel poverty levels with 15 other European countries. It concludes that no other country of the 16 assessed performed as poorly overall as the UK across the range of indicators. The UK has among the highest rates of fuel poverty and one of the most energy inefficient housing stocks in Europe. Despite the fact that it has amongst the lowest energy prices, the UK ranks very poorly in terms of the affordability of space heating and fuel poverty, ranking 14th out of 16 on both indicators. It is the poor state of our housing stock that is the main cause of these problems. In terms of households reporting that their home is in a poor state of repair, the UK ranks 12th out of 16. In terms of energy efficiency, out of 11 countries for which data is available, the UK’s walls are ranked 7th, roofs are ranked 8th, floors are ranked 10th and windows are ranked 11th. The key results are shown in Table 1 below. Alex Burghart was appointed PPS to Boris Johnson in July 2019 and Trudy Harrison appointed PPS in January 2020. Parliamentary Private Secretaries (PPSs) are not members of the Government although they do have responsibilities and restrictions as defined by the Ministerial Code available on the Cabinet Office website. A list of PPSs to Cabinet Ministers as at June 2019 is published on the Government’s transparency webpages. It is usual for the Leader of the Opposition to have a PPS; Tan Dhesi was appointed as Jeremy Corbyn’s PPS in January 2020.     Local Electricity Bill A B I L L TO Enable electricity generators to become local electricity suppliers; and for connected purposes. 1 Purpose The purpose of this Act is to encourage and enable the local supply of electricity. 2 Local electricity suppliers (1) An electricity generator may be a local electricity supplier. (2) In this section “electricity generator” has the same meaning as in section 6 of the Electricity Act 1989. (3) A local supplier must – (a) hold a local electricity supply licence, and (b) adhere to the conditions of that local electricity supply licence. 3 Amendment of the Electricity Act 1989 (1) The Electricity Act 1989 is amended as follows. (2) In section 6 (licences authorising supply, etc.), after subsection (1)(d), insert – “(da) a licence authorising a person to supply electricity to premises within a designated local area (“a local electricity supply licence”); (3) After section 6 insert – “6ZA Local electricity supply licences (1) Subject to it exercising its other functions under this Act the Gas and Electricity Markets Authority (“the Authority”) may grant a local electricity supply licence to a person who meets local electricity supply licence conditions. (2) The Authority must set local electricity supply licence conditions. (3) The Authority must specify the designated local area for each local electricity supply licence. (4) Before making any specification under subsection (3) the Authority must consult – (a) any relevant local authority; (b) any existing local electricity suppliers; (c) any persons who have, to the knowledge of the Authority, expressed an interest in becoming local electricity suppliers; (d) any other person who, in its opinion, has an interest in that matter.
