It became the creation of 29-year-old Dr. Joseph Winthrop Holley, inspired by the writings Neshaszda Brown, Miss ASU 2011-2012, and of W.E.B. du Bois. Christopher Atkinson, Mr. Royal Gentleman 2011-2012 Dr. Holley had a vision of prosperity for the poor uneducated people of Dougherty County, Georgia.
