(An Idea) The following is a concept proposal titled, THE PHILADELPHIA FOR DIGNITY PROJECT. It is a multi-level, multi-benefit campaign created to raise awareness and funds for Dignity Housing, a unique Philadelphia based organi- zation that provides permanent housing for the homeless. This organization is founded and guided by currently and formerly homeless people.

A CANDLE OF HOPE AND A MESSAGE OF DIGNITY . . . INTRODUCTION

HOMELESSNESS. For many of us it is a vast and faceless problem that can evoke the widest range of human emotions. From compassion to disgust, we are often united only by a great sense of frustration and hopelessness. But homelessness is not always about hopelessness. Remark- ably, there are stories of courage and of hope. Unspoken success stories such as those coming from Philadelphia's Dignity Housing, a unique model program founded and guided by currently and for- merly homeless people. Their goal has been an innovative ap- proach to providing permanent housing, and "like a candle in the darkness," Dignity has become a model program for other cities. A grass-roots advocacy program, Dignity Housing is not without conflict or controversy. Still, from its activist beginnings to its day-by-day struggle, Dignity has become a symbol of strength, and of hope. To date, 150 families are housed and living in stable, supportive environments. In a program that promotes independ- ence, self-reliance, and a reduced dependency on welfare, nowhere has the renewal of hope been more poignant than in the stories of Dignity children whose lives have been turned around. In their honor, THE PHILADELPHIA FOR DIGNITY PROJECT was conceived——to help lift and send their message of hope and dig- nity. It is a message that reaches not only to Philadelphia and beyond, but deep into our own hearts where the need to renew hope

1 2 and understanding for the homeless is great. Inspired by Dignity's spirit of collaboration and commit- ment, this Project attempts to unleash and strengthen creative energies and resources at home. And, like the Dignity Housing Program, it is based on the belief that human resources and human energies are both vast and renewable. The PHILADELPHIA FOR DIGNITY PROJECT will attempt to bring together a group of creative, competent, and caring individuals capable of "making it happen." Key to this Project's success will be a kind of "Roving Leadership" that frees each one of them to contribute their own unique best. Today there are 2000 pre-school and school-age children living in Philadelphia shelters. Programs such as Dignity Hous- ing hold a candle of hope for all of them. But it is a small candle in the wind—— its survival at risk every day. The candle that cannot be put out is the one that still burns in all our hearts. Lifted up together, the light of hope can change lives. And together, we can make a difference. 3 The Philadelphia For Dignity PROJECT PHILOSOPHY AND STRATEGY

Ú THE PHILADELPHIA FOR DIGNITY PROJECT: Like Dignity Hous- ing, the strength and success of this project is based on the belief that human resources and human energies are both vast and renewable. The human spirit, our most powerful resource, is that this campaign hopes to inspire.

Ú THE PHILADELPHIA FOR DIGNITY PROJECT is a proposed col- laborative campaign effort that combines the talents, energies, and expertise of a select group of caring and competent individu- als. Its goal is to build funds and awareness for Dignity Hous- ing, by launching an "unprecedented campaign for dignity." It attempts to build a system of support and visibility for all campaign efforts and a solid and profitable aftermarket for all efforts.

Ú THE PHILADELPHIA FOR DIGNITY PROJECT is based on a system of "roving leadership" that frees each of us to do what we do best and enables all of us to contribute our own unique "piece of the bigger picture." Key to this project's success will be finding those individuals.

Ú THE PHILADELPHIA FOR DIGNITY PROJECT is committed to building a strong aftermarket for all promotional and campaign efforts. Designed to build-in solicitation, projects such as THE 4 PHILADELPHIA FOR DIGNITY BENEFIT PERFORMANCE will continue to profit significantly from this "long-view" after-the-fact market- ing strategy (song, CD, video, and cassette).

Ú THE PHILADELPHIA FOR DIGNITY PROJECT recognizes that fundraising and building awareness is a natural process that develops in its own time. Still, we recognize the importance of building the widest possible base of support and visibility, not only with the effective use of PR but with a sincere and personal commitment to community. 5

THE PHILADELPHIA FOR DIGNITY BENEFIT SHOW

Description: The focus of this campaign would be THE PHILADELPHIA FOR DIGNITY BENEFIT, a special "Hometown-For-Dignity Show" featuring Philadelphia artists sharing messages of dignity in their music and their lives. An inspirational evening of uplift, this show would highlight the formerly homeless children of Dignity and celebrate the unifying spirit of dignity in music and the commu- nity. In honor of these children and their families, well-known and upcoming talent would come together and share in the spirit and dignity of the day. It is recommended that the Benefit be preceded by THE PHILA- DELPHIA WALK FOR DIGNITY, a pre-publicity community event that celebrates these themes and culminates in a special on-site Dignity Housing Party. Famous Philadelphians and "honored" out- of-town guests would lead a community JAZZWALK, GOSPELWALK, and JOYWALK FOR KIDS. Held far enough in advance of the Benefit, this PR event could build excitement, stimulate celebrity in- volvement, and captivate the media. Unlike "LIVE AID" or "COMIC RELIEF," THE PHILADELPHIA FOR DIGNITY BENEFIT is about "bringing it all back home. . . ." Based on a "more dignified" and "personal approach" to audience and artist participation, the Show will highlight a specific 6 Dignity housing site to benefit and honor the Dignity children that symbolize the renewal of hope and happiness. With an up- beat, positive presentation the artists that stand beside these children will be honored too. With imagination and inspiration, this multi-media tribute to dignity could be unforgettable. THE PHILADELPHIA FOR DIGNITY BENEFIT is a project that could attract a wide spectrum of support. In the private volunteer sector, there seems to be a growing sentiment of frustration with "fancy fundraisers" and genuine need to contribute in more mean- ingful ways. Projects such as this one provide for Dignity Housing the much needed linkage to business, volunteer and community re- sources. This unique opportunity to build a network of friend- ship will foster future generosity and benefit us all. 7

THE PHILADELPHIA FOR DIGNITY PROJECT SUGGESTIONS The following Project suggestions are submitted to help

build marketing opportunities after-the-fact (BENEFIT) and seek to stimulate other ideas of involvement. WPVI (TV) and WDAS (radio) are sampled because of their demonstrated commitment to the community. Sponsors for these suggested events could include McDon- ald's, Burger King, Philadelphia Magazine, Marvel Comics, NFL Films, Coke and Pepsi. (Note: Coke and Pepsi could be partners in sponsorship and reinforce the collaborative nature of this event and spirit of unity.) 8 Sample Project Idea:

THE PHILADELPHIA FOR DIGNITY IN-SCHOOL VIDEO PROJECT "The Child That Walks Alone . . ."

Title:

Description: An educational in-school video project distributed and produced in cooperation with the Department of Education and created to provide teachers, parents and students with a vehicle that shows the "human side of homelessness" through the perspective of homeless school-age children.

Note: This project has the endorsement and support of the Pennsylvania Department of Education in Har- risburg, whose Homeless Program Director believes strongly that the message "we are all human beings and we should care about each other" should be brought into the school setting. This video would provide an innovative, thought-provoking vehicle for teachers, students, and parents to discuss "value issues" such as respect for all human be- ings (regardless of physical or mental conditions) and respect for the achievement of others (home- less helping homeless). 9 A short-length, low-budget film (20 minutes), this video could include Philadelphia artists such as Teddy Pendergast, who, with the homeless children, could be an especially powerful presence for Dignity. 10

THE PHILADELPHIA FOR DIGNITY TELEVISION CAMPAIGN

Title: "In Search of Dignity . . ."

Description: A weekly presentation that ties into the Dignity Campaign with a special series titled, "In Search of Dignity." These presentations would highlight stories of kindness and courage in the community and help to promote themes such as "self-worth" and "self-determination."

Featured at the Philadelphia For Dignity Benefit would be these profiles and the station personalities that presented them. Hosting this segment of the show would be well-known and re- spected newscasters who participated in "The Search For Dignity . . . ." (This campaign could culminate with the tele- vised Benefit and phone-in contribution line.) 11

THE PHILADELPHIA FOR DIGNITY VIDEO AND RECORDING PROJECT

Philosophy: The great music of Philadelphia has been, and will always be, about dignity. Whatever form it takes (from Gospel to to Rock and all that comes between), the essence of the music is the human spirit. At its best, it teaches us and leads us to a place that transcends time and differences. Gifted artists have always known that their music and songs come from "some greater place," a place where the gift of music is a gift of love. Dedi- cating their lives to music is about "giving the gift they're receiving" . . . .

THE PHILADELPHIA FOR DIGNITY BENEFIT salutes the spirit of communal harmony in music and especially the artists whose lives and "voices" have lifted and led us to "some greater place." The Benefit will include great out-of-town "voices of dignity," as this is a far-reaching and universal theme. The Video and Re- lease from this Project will also attempt to send a far-reaching message, not only "suitable for home viewing" (VH-1) but ideally into the world-market as well. It presents a unique opportunity for organizations such as The Philadelphia Music Foundation, whose dedicated commitment to fostering musical talent at home 12 could benefit tremendously from a Project that helps to bring our own unique musical identity and message to the studio and the marketplace. No other city could send this musical "Declaration of Dignity" in a more sincere and poignant way. 13 Sample Marketing Project:

THE PHILADELPHIA FOR DIGNITY GAP MARKETING PROJECT GAP PRESENTS DIGNITY-T's:

Title: (With a FREE CASSETTE to benefit the homeless!)

Description: An innovative, cross-marketing venture that teams the GAP's famous POCKET-T T-Shirt with THE PHILA- DELPHIA FOR DIGNITY Cassette. This highly visible promotional concept ties in with the GAP's award- winning advertising campaign that promotes unity and provides a unique vehicle for the PHILADELPHIA FOR DIGNITY cassette distribution. (Their hottest selling item, the GAP POCKET-T sold over 1.2 mil- lion in the first 11 weeks of fiscal 1990.) "Housed" in that famous pocket, our cassette could stimulate sales with this free purchase-with-pur- chase promotion. (Gap to contribute a percentage of the proceeds to the homeless and would purchase the cassettes at a reduced cost.)

Note: A custom DIGNITY-T Shirt (Pocket-T type) with a graphic "Roof" over the famous pocket (to symbol- ize permanent housing for the homeless) could be 14 the official PHILADELPHIA FOR DIGNITY T-Shirt. A natural cross-over promotional item, this "poten- tially hot" T-Shirt for the homeless could go national with a GAP FOR DIGNITY promotion. 15 Sample Campaign:

THE PHILADELPHIA FOR DIGNITY W.D.A.S. RADIO PROJECT "With Dignity And Song . . ." (WDAS)

Title:

Description: A weekly "musical profile in dignity" that high- lights the artists and their unique contributions to the messages and music of dignity. The Show would feature special interviews, awards, and musical tributes. The purpose of this promotion will be to help explore the importance of keeping "inspiration alive" in music and examine its rule in helping to promote community harmony.

Special Con- siderations: Ties in with Unity Day theme and other station campaigns (i.e. Striving Towards Excellence, Be- cause We Care, and Hear the Difference).

THE PHILADELPHIA FOR DIGNITY PROJECT SUMMARY These ideas were presented to help raise the desperately

needed funds and awareness for the homeless, specifically for Dignity Housing, a role model Program that symbolizes the spirit of renewal and self-determination. United by a common theme and connected in the Dignity spirit of collaboration, these suggested Projects strengthen and reinforce each other's efforts and visi- bility. This Project attempts to approach a problem differently, and it hopes to attract the most creative and competent individu- als. A model experiment in fundraising, THE PHILADELPHIA FOR DIGNITY PROJECT offers a creative and spirited approach to city problem-solving. Most important to success will be KEEPING THE PROFITS AT HOME. Homelessness in Philadelphia is OUR problem and the re- sources and energy to solve it must be found and kept AT HOME. With our city in financial crisis, THE PHILADELPHIA FOR DIGNITY PROJECT is a timely and positive "candle of hope." 17 A CHANGE OF THINKING

It is said that any change must first begin with a change of thinking. Ideas and images change thinking. Through music, the media, the marketplace and the schools, Dignity Housing provides the imagery and the inspiration. We bring ourselves. In the face of this overwhelming and tragic situation of homelessness, nothing is more important. 18

Highlighting the evening will be THE PHILADELPHIA FOR DIG- NITY ACHIEVEMENT AWARDS, presented to those Dignity Housing individuals and families whose personal accomplishments inspire courage, renew commitment and dignify us all. Presenting these very special Awards will be Celebrity Home-town and Out-of-town Guests. Also presented, to performer Phil Collins, will be the first annual PHILADELPHIA FOR DIGNITY AWARD, in recognition of his noteworthy generosity and support of the Program. Hosting a Preview Reception will be "Friends of Dignity," a newly formed support group dedicated to helping to provide sup- port, friendship and resources to The Dignity Housing Program. This event will provide an intimate and personal setting for friends, families, sponsors and artists to meet and mingle. A special lobby exhibit titled "Dignity in the Arts" will feature a silent auction and highlight artists who have donated their works to a special Children's Art Workshop Fund. 100% proceeds from The Show, The Preview Reception and The Exhibit will benefit The Dignity Housing Program. 2 Philadelphia For Dignity Update/Summary

* Objective To create an exciting, informative and inspirational event that will widen the program's base of visibility, strengthen community support and understanding, and provide an effective vehicle around which diverse human, financial and creative re- sources can come together in common purpose.

* Strategy To focus all efforts on the Sept. 28th Philadelphia For Dignity Show, an event that will celebrate dignity in our musical community and highlight the inspirational program's success stories. This event also provides an inviting vehicle of in- volvement for potential celebrity, corporate and individual support. The event also sets into place future relationships and resources that Dignity Housing can further utilize, nurture and benefit from.

* Method ! To seek out a team of competent and caring individuals who will make this happen. ! To provide a common purpose, create an atmosphere of intimacy and trust, to encourage and enable talented individuals to contribute their own unique best. ! To avoid anything that could betray this purpose such as poli- 3 tics, the promotion of self rather than the common good of the project, and all other obstacles that interfere with collabora- tion, productivity, and the human spirit (such as misinforma- tion, racism, ignorance, stereotypes, fear). The strength of this group will be its diversity and the environment that will best nurture it will be one of mutual respect and intimacy.

Presented to the formerly homeless families and individuals of The Dignity Housing Program, a unique role-model organization guided by and founded by the homeless. Dear Jeff, Thanks again for passing along this Philadelphia for Dignity concept to Mark and Rick. B.M.I.'s involvement in helping to bring "music of dignity" for the cause of homelessness could be truly unique. More than an innovative approach to "hometown fundraising," Philadelphia for Dignity presents a model opportunity to send a message of dignity throughout the music industry, and of hope to other cities. As you suggested, I have begun to search out pro- moters and/or individuals who could make this happen. The challenge is to create a team of competent and caring professionals and set into action a kind of "roving leadership" that enables each one of them to contribute their own unique piece of "the bigger pic- ture." Greenwood said that the best answer to the question "WHERE AM I?" is to know the points of your departure and destination (longitude and latitude) and the rest is to head accordingly and stay on course. The philosophy of THE PHILADELPHIA FOR DIGNITY PROJECT is based on a belief in the potential of people reinforcing each other's efforts in the true spirit of collaboration and common purpose. It is based also on a system of "roving leadership" in which we become enablers of each other, and our unique individual strengths are given to the goal. I thought today's meeting was a good day to share not only a dream, but the map and destination to, as David Greenwood said, "consider." A Declaration of INTERdependence When in the course of history the threat of extinction confronts mankind, it is necessary for the people of The to declare their interdependence with the people of all nations and to embrace those principles and build those institu- tions which will enable mankind to survive and civilization to flourish. Two centuries ago our forefathers brought forth a new nation; now we must join with others to bring forth a new world order. On this historic occasion it is proper that the American people should reaffirm those principles on which the United States of America was founded, acknowledge the new crises which confront them, accept the new obligations which history imposes on them, and set forth the causes which impel them to affirm before all peoples their commit- ment to a Declaration of Interdependence. We hold these truths to be self-evident: that all men are created equal; that the inequalities and injustices which afflict so much of the human race are the product of history and society, not of God or nature; that people everywhere are entitled to the blessings of life and liberty, peace and security and the realiza- tion of their full potential; that they have an inescapable moral obligation to preserve those rights for posterity; and that to achieve these ends all the peoples and nations of the globe should acknowledge their interdependence and join together to dedicate their minds and their hearts to the solution of those problems which threaten their survival. To establish a new world order of compassion, peace, justice and security, it is essential that mankind free itself from the limitations of national prejudice, and acknowledge that the forces that unite it are incomparably deeper than those that divide it—— that all people are part of one global community, dependent on one body of resources, bound together by the ties of a common humanity and associated in a common adventure on the planet Earth. Let us then join together to vindicate and realize this great truth that mankind is one, and as one will nobly save or irrepara- bly lose the heritage of thousands of years of civilization. And let us set forth the principles which should animate and inspire us if our civilization is to survive. We affirm that the resources of the globe are finite, not infinite, that they are the heritage of no one nation or genera- tion, but of all peoples, nations and of posterity, and that our deepest obligation is to transmit to that posterity a planet richer in material bounty, in beauty and in delight than we found it. Narrow notions of national sovereignty must not be permitted to curtail that obligation. We affirm that the exploitation of the poor by the rich, and the weak by the strong violates our common humanity and denies to large segments of society the blessings of life, liberty and happiness. We recognize a moral obligation to strive for a more prudent and more equitable sharing of the resources of the earth in order to ameliorate poverty, hunger and disease. We affirm that the resources of nature are sufficient to nourish and sustain all the present inhabitants of the globe and that there is an obligation on every society to distribute those resources equitably, along with a corollary obligation upon every society to assure that its population does not place upon Nature a burden heavier than it can bear. We affirm our responsibility to help create conditions which will make for peace and security and to build more effective machinery for keeping peace among the nations. Because the insensate accumulation of nuclear, chemical and biological weapons threatens the survival of Mankind we call for the immediate reduction and eventual elimination of these weapons under interna- tional supervision. We deplore the reliance on force to settle disputes between nation states and between rival groups within such states. We affirm that the oceans are the common property of mankind whose dependence on their incomparable resources of nourishment and strength will, in the next century, become crucial for human survival, and that their exploitation should be so regulated as to serve the interests of the entire globe, and of future generations. We affirm that pollution flows with the waters and flies with the winds, that it recognizes no boundary lines and penetrates all defenses, that it works irreparable damage alike to Nature and to Mankind——threatening with extinction the life of the seas, the flora and fauna of the earth, the health of the people in cities and the countryside alike——and that it can be adequately controlled only through international cooperation. We affirm that the exploration and utilization of outer space is a matter equally important to all the nations of the globe and that no nation can be permitted to exploit or develop the potenti- alities of the planetary system exclusively for its own benefit. We affirm that the economy of all nations is a seamless web, and that no one nation can any longer effectively maintain its processes of production and monetary systems without recognizing the necessity for collaborative regulation by international authorities. We affirm that in a civilized society, the institutions of science and the arts are never at war and call upon all nations to exempt these institutions from the claims of chauvinistic national- ism and to foster that great community of learning and creativity whose benign function it is to advance civilization and the health and happiness of mankind. We affirm that a world without law is a world without order, and we call upon all nations to strengthen and to sustain the United Nations and its specialized agencies, and other institutions of world order, and to broaden the jurisdiction of the World Court, that these may preside over a reign of law that will not only end wars but end as well that mindless violence which terrorizes our society even in times of peace. We can no longer afford to make little plans, allow ourselves to be the captives of events and forces over which we have no control, consult our fears rather than our hopes. We call upon the American people, on the threshold of the third century of their national existence, to display once again that boldness, enter- prise, magnanimity and vision which enabled the founders of our Republic to bring forth a new nation and inaugurate a new era in human history. The Philadelphia For Dignity Project presents the first annual "Dignity Achievement Awards" to those individuals and families who in their personal lives have triumphed over homelessness and helplessness, and who in their struggle for human dignity teach us to reach beyond our limits. Their unique personal achievements symbolize the kind of self- determination, strength of character and compassion for each other that inspires all of us. The Philadelphia For Dignity Project is honored to honor them and all others whose accomplishments person- ify the renewal of hope and the human spirit. ! THE DIGNITY YOUTH ACHIEVEMENT AWARD

Greenwood said that the best answer to the question "WHERE AM I?" is to know the points of your departure and destination (longitude and latitude) and the rest is to head accordingly and stay on course. The philosophy of THE PHILADELPHIA FOR DIGNITY PROJECT is based on a belief in the potential of people reinforcing each other's efforts in the true spirit of collaboration and common purpose. It is based also on a system of "roving leadership" in which we become enablers of each other, and our unique individual strengths are given to the goal. I thought today's meeting was a good day to share not only a dream, but the map and destination to, as David Greenwood said, "consider." We Declare: *Peace & Dignity for All People* (one race, one planet, one message) Strategy: To present the International Union of the Homeless that will launch the formation of *THE INTERNATIONAL COMMITTEE FOR WORLD PEACE AND dig- nity* The purpose of this organization will be to send a "SOUND OUT FOR SURVIVAL"; a world alarm to end unneces- sary homelessness and war, by ending the inhumane and unacceptable military spending that threatens human extinction and violates our common constitutional right to live in peace and dignity.

Important: *** It is proposed that with permission from The Philadelphia World Affairs Council, a Declaration of Human Dignity be officially amended to the existing Declaration of Global Interdependence and that this "newly updated" document be the written focus of the WORLD PEACE AND DIGNITY TOUR, that it continue to serve as a shield of protest and protection against all violations of our common human right to live in peace and dignity.

*Note: It is suggested that in consideration of the late Mr. William Bodine Jr. (Driving force behind the Philadelphia World Affairs Council and Bodine High School for International Affairs), that a Student Dignity Delegation (from the Bodine High School) officially declare and launch this WORLD PEACE AND DIGNITY TOUR from Philadelphia, Spring 1992, and that these honored "keepers of the flame" officially torch this wonderful new world celebration of life and renewal. A Declaration of INTERdependence When in the course of history the threat of extinction confronts mankind, it is necessary for the people of The United States to declare their interdependence with the people of all nations and to embrace those principles and build those institu- tions which will enable mankind to survive and civilization to flourish. Two centuries ago our forefathers brought forth a new nation; now we must join with others to bring forth a new world order. On this historic occasion it is proper that the American people should reaffirm those principles on which the United States of America was founded, acknowledge the new crises which confront them, accept the new obligations which history imposes on them, and set forth the causes which impel them to affirm before all peoples their commit- ment to a Declaration of Interdependence. We hold these truths to be self-evident: that all men are created equal; that the inequalities and injustices which afflict so much of the human race are the product of history and society, not of God or nature; that people everywhere are entitled to the blessings of life and liberty, peace and security and the realiza- tion of their full potential; that they have an inescapable moral obligation to preserve those rights for posterity; and that to achieve these ends all the peoples and nations of the globe should acknowledge their interdependence and join together to dedicate their minds and their hearts to the solution of those problems which threaten their survival. To establish a new world order of compassion, peace, justice and security, it is essential that mankind free itself from the limitations of national prejudice, and acknowledge that the forces that unite it are incomparably deeper than those that divide it—— that all people are part of one global community, dependent on one body of resources, bound together by the ties of a common humanity and associated in a common adventure on the planet Earth. Let us then join together to vindicate and realize this great truth that mankind is one, and as one will nobly save or irrepara- bly lose the heritage of thousands of years of civilization. And let us set forth the principles which should animate and inspire us if our civilization is to survive. We affirm that the resources of the globe are finite, not infinite, that they are the heritage of no one nation or genera- tion, but of all peoples, nations and of posterity, and that our deepest obligation is to transmit to that posterity a planet richer in material bounty, in beauty and in delight than we found it. Narrow notions of national sovereignty must not be permitted to curtail that obligation. We affirm that the exploitation of the poor by the rich, and the weak by the strong violates our common humanity and denies to large segments of society the blessings of life, liberty and happiness. We recognize a moral obligation to strive for a more prudent and more equitable sharing of the resources of the earth in order to ameliorate poverty, hunger and disease. We affirm that the resources of nature are sufficient to nourish and sustain all the present inhabitants of the globe and that there is an obligation on every society to distribute those resources equitably, along with a corollary obligation upon every society to assure that its population does not place upon Nature a burden heavier than it can bear. We affirm our responsibility to help create conditions which will make for peace and security and to build more effective machinery for keeping peace among the nations. Because the insensate accumulation of nuclear, chemical and biological weapons threatens the survival of Mankind we call for the immediate reduction and eventual elimination of these weapons under interna- tional supervision. We deplore the reliance on force to settle disputes between nation states and between rival groups within such states. We affirm that the oceans are the common property of mankind whose dependence on their incomparable resources of nourishment and strength will, in the next century, become crucial for human survival, and that their exploitation should be so regulated as to serve the interests of the entire globe, and of future generations. We affirm that pollution flows with the waters and flies with the winds, that it recognizes no boundary lines and penetrates all defenses, that it works irreparable damage alike to Nature and to Mankind——threatening with extinction the life of the seas, the flora and fauna of the earth, the health of the people in cities and the countryside alike——and that it can be adequately controlled only through international cooperation. We affirm that the exploration and utilization of outer space is a matter equally important to all the nations of the globe and that no nation can be permitted to exploit or develop the potenti- alities of the planetary system exclusively for its own benefit. We affirm that the economy of all nations is a seamless web, and that no one nation can any longer effectively maintain its processes of production and monetary systems without recognizing the necessity for collaborative regulation by international authorities. We affirm that in a civilized society, the institutions of science and the arts are never at war and call upon all nations to exempt these institutions from the claims of chauvinistic national- ism and to foster that great community of learning and creativity whose benign function it is to advance civilization and the health and happiness of mankind. We affirm that a world without law is a world without order, and we call upon all nations to strengthen and to sustain the United Nations and its specialized agencies, and other institutions of world order, and to broaden the jurisdiction of the World Court, that these may preside over a reign of law that will not only end wars but end as well that mindless violence which terrorizes our society even in times of peace. We can no longer afford to make little plans, allow ourselves to be the captives of events and forces over which we have no control, consult our fears rather than our hopes. We call upon the American people, on the threshold of the third century of their national existence, to display once again that boldness, enter- prise, magnanimity and vision which enabled the founders of our Republic to bring forth a new nation and inaugurate a new era in human history.
