Karim 2 1College of Agriculture, Kirkuk University, Iraq 2College of Agricultural Engineering, Salahaddin University, Iraq *Corresponding author : [email protected] Abstract Darbandikhan Reservoir Dam is located on the Sirwan (Diyala) River, about 230 km northeast of Baghdad and 65 km southeast of Sulaimaniyah - Iraq. Its borders extend from latitude 35° 06' 58 ''- 35° 21' 07 ''N and longitude 45° 40' 59'' -45° 44' 42'' E. In order to monitor the fluctuation in the level of this lake, Landsat Satellite images were collected for 10 years included, 1984, 1990, 1995, 2000, 2005, 2010, 2015, 2017, 2018 and 2019 for the same time period. Next, the classification of satellite images and the measurement of areas were done using ArcGIS 10.2. In order to study the effect of droughts and wet conditions on water levels in the lake, the standardized precipitation index (SPI) method proposed by Mckee, 1993 was used. In the current study, the 12 months’ time scale SPI values (SPI-12) that was considered individually for the years 1984-2017 were estimated. Each period starts from January and ends in December. It was found that the water level in Darbandikhan Lake has experienced periodic changes during the period from 1984 to 2018. The results also showed that there were some gradual drought trends in the study area according to precipitation changes during the years studied, where severe drought dominated several parts of the study area, and the worst were in the years 1995, 2000, 2915 and 2017. -

Country Policy and Information Note Iraq: Opposition to the government in the Kurdistan Region of Iraq (KRI) Version 2.0 June 2021 Preface Purpose This note provides country of origin information (COI) and analysis of COI for use by Home Office decision makers handling particular types of protection and human rights claims (as set out in the Introduction section). It is not intended to be an exhaustive survey of a particular subject or theme. It is split into two main sections: (1) analysis and assessment of COI and other evidence; and (2) COI. These are explained in more detail below. Assessment This section analyses the evidence relevant to this note – i.e. the COI section; refugee/human rights laws and policies; and applicable caselaw – by describing this and its inter-relationships, and provides an assessment of, in general, whether one or more of the following applies: • A person is reasonably likely to face a real risk of persecution or serious harm • The general humanitarian situation is so severe as to breach Article 15(b) of European Council Directive 2004/83/EC (the Qualification Directive) / Article 3 of the European Convention on Human Rights as transposed in paragraph 339C and 339CA(iii) of the Immigration Rules • The security situation presents a real risk to a civilian’s life or person such that it would breach Article 15(c) of the Qualification Directive as transposed in paragraph 339C and 339CA(iv) of the Immigration Rules • A person is able to obtain protection from the state (or quasi state bodies) • A person is reasonably able to relocate within a country or territory • A claim is likely to justify granting asylum, humanitarian protection or other form of leave, and • If a claim is refused, it is likely or unlikely to be certifiable as ‘clearly unfounded’ under section 94 of the Nationality, Immigration and Asylum Act 2002. -

MODERN CONFLICTS: CONFLICT PROFILE Iraq (Kurds) (1961 - 1996) The Kurds are an ethnic group in northern Iraq and neighboring Turkey and Iran. There are longstanding conflicts between the Kurds and the governments of all three countries (see also Turkey-Kurds conflict profile). Sustained warfare between the Iraqi government and Kurdish fighters dates from 1961. In the first phase of the war, the Iraqi government controlled the cities and major towns, while Kurdish peshmerga fighters controlled the mountains. Iraq used aerial bombardment while the Kurds relied mainly on guerrilla tactics. An agreement that would have granted autonomy to the Kurds in was almost signed in >> MODERN CONFLICTS 1970, but the two parties could not agree to the division of oil rights and the fighting HOME PAGE resumed. With increased support from the U.S. Central Intelligence Agency and the Iranian government, the Kurds escalated the war. In 1975, when the CIA and Iran cut off >> CONFLICTS MAP their support, the Kurdish forces were significantly weakened. This phase of the war was >> CONFLICTS TABLE characterized by mass displacements, summary executions, and other gross human rights >> PERI HOME PAGE violations. In 1979, when Saddam Hussein became president of Iraq, he intensified the repression against the Kurds. Though Kurds resisted, large-scale fighting did not resume until the mid-1980s when Iran, now fighting its own war with Iraq, renewed support for the peshmerga. In 1987, Saddam Hussein appointed his cousin, General Ali Hassan al-Majid, to subdue the Kurds. “Chemical Ali,” as he came to be known because of his use of chemical weapons, launched the Anfal campaign that resulted in the deaths of approximately 100,000 Kurds, the displacement of hundreds of thousands of others, and the destruction of more than 2,000 Kurdish villages. -

Rear Admiral Michael Dumont expressed the opinion on behalf of the Joint Chiefs of Staff in a letter to Congressman Ted Lieu. Mr Dumont said calculating "even the roughest" potential casualty figures would be extremely difficult. He also gave some detail on what the first hours of a war would involve. "The only way to 'locate and destroy - with complete certainty - all components of North Korea's nuclear weapons programs' is through a ground invasion," he wrote in response to Congressman Lieu's questions about a potential conflict. The risks involved included a potential nuclear counter-attack by North Korea while US forces attempted to disable its "deeply buried, underground facilities", he said. 0 1 Genocides and Conflicts in the 20th and 21st Centuries Preface This book provides summaries of some of the mass atrocities that have occurred in the last hundred years. We have intentionally included conflicts that often are not studied in courses about genocide. We encourage readers to learn about these events for two reasons: first, when knowledge of these atrocities is not part of our shared history and memory, those who suffered, and their once- vibrant cultures and communities, are made invisible yet again. Second, it is important for us to realize the breadth of genocides across time and place. ‘Never again’ has come to mean ‘over and over again.’ Perhaps if we can recognize that genocide is a wide-ranging and repetitive scourge on the planet, we can someday reach a world without genocide. Its history dates back almost 5000 years. It is situated at a strategic juncture in the Middle East region of South West Asia. Evidence of man’s presence as far back as the Lower Palaeolithic period on the Iranian plateau has been found in the Kerman Shah Valley. And time and again in the course of this long history, Iran has found itself invaded and occupied by foreign powers. Some reference to Iranian history is therefore indispensable for a proper understanding of its subsequent development. The first major civilisation in what is now Iran was that of the Elamites, who might have settled in South Western Iran as early as 3000 B.C. In 1500 B.C. Aryan tribes began migrating to Iran from the Volga River north of the Caspian Sea and from Central Asia. Eventually two major tribes of Aryans, the Persian and Medes, settled in Iran. One group settled in the North West and founded the kingdom of Media. The other group lived in South Iran in an area that the Greeks later called Persis—from which the name Persia is derived. -

PRELIMINARY OBSERVATIONS STATUS OF IMPLEMENTATION - IRAQ COMMITTEE ON VICTIM ASSISTANCE (Italy, Chile, Sweden and Thailand) Intersessional Meetings 30 June – 2 July 2020 Observations of the Committee on the information submitted by Iraq. 1. The Committee welcomes the submission by Iraq of updated information on its victim assistance activities. Based on the information provided, the Committee presents the following preliminary observations. Mine casualties in 2019 2. The Committee observed that Iraq reported 42 new casualties in 2019, including 24 men injured and 17 men and 1 woman killed in Anbar, Basra, Duhok, Erbil, Halabja, Mesan, Salah al-Din, Slimani and Wasit governorates. The report states that so far, the Directorate of Mine Action (DMA) has recorded a total of 34,043 including 23,974 survivors (1,974 females, 22,000 males) and 10,069 deaths (1,898 females, 8,171 males) due to anti-personnel mines, ERW and IED explosions. Establish or strengthen of a centralised (Action #35) 3. The Committee observed that Iraq reported that following the National Victim Assistance Stakeholder Dialogue held in 2018 in Baghdad, the DMA has been working with ministries of health, environment, labour and social affairs and the Commission of Persons with Disabilities and Special Needs to develop a national action plan and to establish a unified database on disabilities and victim assistance. The Committee would welcome further information on progress made in developing a plan and a unified database, and the consideration of gender and diversity in these two projects. Integrating victim assistance into broader national policies, plans and legal frameworks and designation of a government entity to oversee the integration (Action #33) 4.
