    INTRODUCTION ACTING DIRECTOR OF THE PE “ROADS OF SERBIA” ZORAN DROBNJAK “When you want to develop an area, equip it with good roads”, prof. dr Milan Vujanić says and I entirely agree with this. Interdependence of industry and roads is quite evident because roads, in addition to their main function concerning the transport of people and goods, also generate growth and development of all places through which the road network passes as well as all other which are indirectly connected with motorways and other important routes in the Republic of Serbia. Thus it is the main dedication of the PE “Roads of Serbia” to achieve what is expected from us – to successfully finish all investments and provide the same level of quality of all the roads in Serbia with constant increase of the level of traffic safety, with cordial assistance of the Government of the Republic of Serbia and the Ministry of Construction, Transport and Infrastructure. This is an imperative of our work, not only because of the expectations in front of us regarding the accession to the European Union, but also because good roads are one of the pillars of every serious and modern country. Road towards the achievement of big results starts with the devotion of individuals, each one of us. Owing to an exceptional devotion of the employees in the PE “Roads of Serbia”, achievement of the adopted plans is possible, regardless of the difficulties and not always favourable work conditions which the time sets upon us. Daily perseverance, devotion and openness of our employees to new knowledge and changes is obvious.

Critical Issues for Children Serbia was faced with the worst floods due to the heaviest rains seen in the region for more than a century. Heavy rainfall began on 13 May, as a result of a low-pressure area (Yvette internationally, Tamara in the Balkans) that formed over the Adriatic Sea due to polar air from Central Europe meeting with the humid subtropical air of the Mediterranean basin. After the rainfall ceased, several rivers – specifically, the Sava (Europe’s second longest river after the Volga), Kolubara, Drina, Mlava and Velika Morava rivers –continued to rise. Map of flooded areas in Serbia, OCHA May 26, 2014 SITUATION REPORT 30 MAY 2014 According to the official reports, there were 33 fatalities, over 32,000 people displaced, 1.6million people affected, and 773 are still missing. Among those evacuated, some 6,000, including many children, are housed in temporary accommodation facilities in Belgrade, organized by the City of Belgrade and coordinated by the Serbian Red Cross. A large number of the families in collective centres are Roma from informal settlements, the majority of whom lost their home and belongings in the flooding, with no projected timeframe for their return. Although the displaced are currently being relocated, as current collective centres are closed down, it is quite likely that the most vulnerable families will remain displaced for the coming 2-3 months. The government revoked the state of emergency on the national level on 23 May.

    Chapter 26: Education and culture The areas of education and training, youth and culture are primarily the competence of the Member States. The Treaty on the Functioning of the European Union (TFEU) provides that the Union shall encourage cooperation between Member States and support and supplement their actions, while fully respecting their responsibility for the content of teaching, organisation of education and vocational training systems, and their national and regional cultural diversity. In the field of education, training and youth, besides a Directive on education of the children of migrant workers and the judgments of the European Court of Justice on cases related to non-discrimination between nationals of an EU Member State and other EU nationals, the acquis consist of mainly a cooperation framework. In the light of the Lisbon Strategy, open methods of coordination on education and training policies and on youth policies have been established with a view to the convergence of national policies and the attainment of shared objectives. The concrete future objectives of education and training systems endorsed in 2001, as well as the Copenhagen process for vocational training and the Bologna process for higher education, are providing directions for the improvement and development of the quality of education and training systems. This resulted in the work programme ‘Education and Training 2010’, and the strategic framework "Education and Training 2020", which integrates all actions in the fields of education and training at European level. Common objectives have also been agreed for the EU youth policies and a new EU Youth Strategy, based on a reinforced open method of coordination, was adopted for the period 2010-20181.
