Congratulations to the members and officers of the Quezon City Medical Society (QCMS) on the occasion of its 36th Annual Convention.

The QCMS is an association of physicians who aim to promote the highest ethical professional standards in the Geld of medicine and enhance learning through further education to deliver quality healthcare services in their community.

This year’s convention with the theme, “Current Challenges in the Care of the Chronically Ill in Covid -19 Times” is relevant with the advent of the COVID-19 pandemic. I laud the QCMS for taking the initiative to deepen the knowledge of its members during these trying times. The rapidly evolving field of medicine knows no bounds and there is a constant need to develop the various expertise of physicians.

The QCMS has also received numerous awards for its various projects to communities such as nutrition activities and Adopt-a- Project. Even with the COVID- 19 pandemic, the QCMS has continued to provide communities with healthcare services. The achievements of QCMS are a testament to its efforts as health providers.

Like the QCMS, the DOH also has a shared vision of providing quality healthcare services to our kababayan. The Universal Health Care (UHC) Act makes healthcare accessible to every Filipino regardless of social status. Through the UHC, more patients would have the chance to access quality and affordable health care.

My warmest greetings to all the hardworking, dedicated, and valiant members of the Quezon City Medical Society (QCMS) as you hold your 36th Annual Convention.

It is truly undeniable how QCMS, most especially your members, have contributed to the health and safety of our people through various civic action and community development programs. More than 7 decades of existence and selfless service is a meaningful journey that we should celebrate.

The theme "Current Challenges in the Care of Chronically Ill in Covid-19 Times" is crucially important during this period of adverse health emergency. Hence, we deeply value the heart and compassion of all our health frontliners in providing the required medical assistance to thousands of patients who deserve nothing but quality and accessible health treatment. I am also positive that you will remain as one of our active collaborators in the fight against the coronavirus disease.

As a manifestation of this cooperation, the Quezon City government, with the Philippine Medical Association and the Vireo Loadworks Inc. signed an agreement in May 2020 creating the Artificial Intelligence-SMS Information Communication Technology (ICT) System which aims to lessen the face-to-face contact between healthcare workers and COVID-19 patients. While telemedicine is technically not new in the medical industry with years of continuous development since 1960, this technological innovation has advanced our strategies in facing this aggressive virus. Through this AI-SMS system, we have added a layer of protection not just for our patients but more so for our frontline personnel.

The battle before us is still filled with uncertainties, but when our objectives and our endeavors are melded towards the desire for healing and saving more lives, we will achieve and surpass our goals.

In this time of crisis when nothing is certain, we still need to learn and update our knowledge to be able to give service to our patients, our families and to the community as a whole.

The theme for this year's convention, "Current Challenges in the Care of the Chronically Ill in Covid-19 Times," is appropriate and relevant. We have invited expert physicians that will surely give us essential points to take care of ourselves and our patients during this pandemic.

It is indeed an honor and privilege on my part to invite all of you to our 36th Annual (1st Virtual) Convention of the Quezon City Medical Society with the theme “Current Challenges in the Care of the Chemically Ill in Covid-19 times.” Though it is very unfortunate that the covid 19 pandemic has prevented us from holding our Scientific and Continuing Medical Education activities face to face, it is the conviction of the Society that this should not prevent us from engaging in activities that will promote our professional growth. Thus, the Organizing Committee of this year’s convention has pre- pared very timely and relevant topics to be discussed by excellent and very capable resource speak- ers through our digital platform.

We sincerely hope that this year’s convention, though virtual will contribute greatly to our practice as physicians.

BRIEF HISTORY OF THE QUEZON CITY MEDICAL SOCIETY (1950 – 2021)

The colourful history of QCMS began way back in 1950 when Dr. Petronilo Monsod, Dr. Demetrio Crispo Lacuna and Dr. Felipe Perez Arenas met at Max Restaurant Quezon City and organized what is known now as “The Quezon City Medical Society”. There were 37 doctors from the different hospitals of Quezon City.

The inauguration of the Society and induction of officers was held on July 22, 1950 at the Socoro Hall of the Quezon Institute. Dr. Petronio G. Monsod was inducted as the first President by Dr. Rodolfo Gonzales, the President of the Philippine Medical Association.

The 1st Regional Convention of the PMA held in Davao City in 1951 was attended by members ofthe QCMS. The first PMA Convention to be held in this city (Quezon City) was on May 1958 at the Ateneo Grade School in which the QCMS was host.

Since, there was no permanent office for the QCMS, Board Meetings were held in different places in Quezon City like Mt. Banawe Hospital, UDMC, V. Luna Hospital depending on who the elected president was.

Auxiliary to the QCMS was organized in 1965 and the first President was Mrs. Purita David.

The Society takes pride in having 8 PMA President coming from the QCMS namely: Dr. Pedro Mayuga 1960-61, Dr. Jesus Tamesis 1963-64, Dr. Jose Denoga 1965-66, Dr. Fe del Mundo 1969-70, Dr. Jose Pujalte 1985-86, Dr. Concordia Pascual 1994-95, Dr. Gil Fernandez 2001-2003 and Dr. Rey Melchor Santos 2008-2010.

On January 10, 1970 a Contract of Lease for an office space at the PMA Auditorium was signed allowing the QCMS to hold office there for 10 years for a fee of P10,000. This was negotiated by Dr. Elpidio C. Panganiban, QCMS President (1969-1970) and by Dra. Fe Del Mundo, PMA President (1969-1970).

On May 19, 1986, a Contract of Lease of the present office of the QCMS in the New PMA Building for a period of 99 years for an initial sum of P100,000 excluding the monthly rental was signed by Dr. Jose Pujalte and Dr. Jesus de Jesus of the QCMS Building Committee then. Activities included community development and civic action; continuing medical education program: socials, fellowship and sports development program and support to the Bukal ng Pagasa Day Care Center at West Riverside SFDM.

The QCMS used to be a component society under the Central Tagalog Region of the PMA which included Medical Society, Pasay-Paranaque Medical Society and Valenzuela Medical Society. The first PMA Governor for the Central Tagalog Region was Dr. Jesus de Jesus. Previously the region was represented by a Councilor.

With its desire to be able to involve as many members as possible in the activities of the society, Dr. Benjamin Tamesis QCMS President 1975-1976 subdivided the Quezon City Medical Society into four districts following the political districts I, II, III and IV with a district councilor for each. The following were significant events during the 1980’s:

1. The 1st Annual Convention of the Quezon City Medical Society was organized under the Presidency of Dr. Jesus de Jesus with Dr. Juliet Santos as Overall Chairman and was held at Garden Hotel, Makati on June 14, 1985. 2. On May 19, 1986, a Contract of Lease of the present office of the QCMS in the new PMA Building was signed by Dr. Jose Pujalte, PMA President at that time and Dr. Jesus de Jesus Chairman of the QCMS Building Committee. 3. The first QCMS Duckpin Bowling Tournament was organized in 1986 by Dr. Jesus de Jesus, Dr. Antonio Cabigas and Dr. Cesar Meris.

A great change came about in the 5th decade 1991-2000 since the founding of the QCMS. This was the ushering of the computer age in our area. The society acquired a computer to systematize the vast records of the membership.

The QCMS became a member of the Local Health Board of the Quezon City government. In 1995 under the Presidency of Dr. Rey Melchor Santos, the bid of the Quezon City Medical Society to become a separate PMA Region was successful and was ratified by the PMA House of Delegates. Dr. Santos became the first PMA Governor for the Quezon City Region.

In 1996 under the Presidency of Dr. Milagros Encarnacion the Benefit and Assistance Fund was created to give welfare benefits to our members in the form of Disability Benefit, Death Benefit and Legal Benefit. The first Chairman was Dr. Cesar E. Meris who also formulated the Benefit and Assistance Code which was approved by the Board

Important events 1990 – 1999 1. The QCMS became a separate region of the PMA in 1995 2. Dr. Rey Melchor Santos became the first PMA Governor for the Quezon City Region 3. The QCMS Benefit and Assistance Trust Fund was established in 1996

In year 2000 coinciding with our Golden Anniversary, the Quezon City Medical Society with Dr. Cesar E. Meris as President and Dr. Juliet Santos as PMA Governor, won the 1st PMA award for “Most Outstanding Component Medical Society” Category I First Prize also known as Icasiano Award.

From year 2000 thereon the Society further made progress by leaps and bounds: The QCMS office was expanded and renovated in 2003. A new construction was made adjoining the old office thereby doubling the office space. This was started during the presidency of Dr. Ricardo Costes and governorship of Dr. Ofelia Borje and finished during the term of Dr. Benjamin Lim, President and Dr. Cesar Meris as PMA Governor.

In 2003 the PMA Board of Governors decided that each PMA region should have a flag that would represent the region. Dr. Cesar Meris the PMA Governor for the QC Region designed the Regional flag which was presented to the Board and was approved. This flag also became the official flag of the Quezon City Medical Society.

Medical Mission at St. Agnes Hospital, QC last Medical & Dental Mission at Bukal ng 2007 Pag-asa, SFDM, QC last 1999 The first Mission-Vision statements were made in a Seminar workshop January 25-26, 2003 at Sulo Hotel, Quezon City attended by officers of the Quezon City Medical Society.

Summary of events in the decade 2000 – 2009 In 2000 the QCMS won its first PMA Icasiano Award, First Prize. The QCMS office was renovated in 2003 and expanded to double its office area. The first flag of the Quezon City Medical Society was designed and approved by the Board in 2003. The first Mission and Vision statement of the QCMS was made and approved in 2003. In 2003 the QCMS Hymn was composed by Dr. Salvador Flores and adopted by the Association The Fifth District of the QCMS was created in 2007

QCMS Past Presidents were appointed as members or Chairmen of various Commissions and Committees of PMA: Dr. Amelio Frias, Dr. Benjamin Lim, Dr. Lilia Matulac were appointed to various PMA Committees. Dr. Antonio Cabigas was appointed Chairman of COMELEC (2010), Emergency and Disaster (2006 up to the pre- sent) and Dr. Diosdado Salcedo, Chairman Committee on Disaster (1990). Dr. Salvador Flores, Chairman Committee on Disaster (2009) followed by Dr. Ricardo Costes who was also Chairman of PMA Indigency Clinic, Dr. Arnold Cachapero Yu became Editor in Chief of PMA Publications, Dr. Cesar Meris was ap- pointed Chairman of PMA Audit Commission, Dr. Hector Santos was Chairman PMA Medical Missions Com- mittee, Dr. Fidelis Labrador was Chairman of Doctors Inn and also Overall Chairman of PMA Foundation Day and Medicine Week.

In year 2006-2007, a fifth district of QCMS was created by the Board under the Presidency of Dr. Marianne Dobles.

In the year 2006 Dr. Herminia Gozar then Chairman of the Ways and Means Committee, after her appoint- ment as President of QCMS District V took the challenge and organized the District which became very suc- cessful that they won the Most Outstanding Award of the QCMS five times in succession.

In 2010-2011 under the Presidency of Dr. Herminia G. Gozar another renovation of the present office was undertaken, supervised by Dr. Fer- dinand Cercenia then the Chairman of the Building Committee.

During the destructive typhoon “Ondoy” in 2009, Dr. Cercenia, Dr. Dalida, Dr. Ahmed and many others worked tirelessly to assist PMA and help the FUN RUN at VMMC Grounds last March 9, 2014 hapless typhoon victims.

Dr. Marianne Dobles was elected PMA National Treasurer 2011-2012. She was then appointed PMA Secretary General 2012-2013 while Dr. Albert Guevarra was elected PMA Treasurer 2012-2013.

The Quezon City Medical Society has been fortunate for winning several PMA Awards since year 2000 including the Most Outstanding Component Society Category I better known as Icasiano Award.

2019

Under the Presidency of Dr. Mercedes Agustin 2018-2019 the QCMS had several activities which includes: organizational meetings like board and committee meetings – 24, community outreach and medical missions – 89, Symposiums & RTDs—13, participation in PMA activities like PMA Foundation Day, PMA Medicine Week, Regional Assembly & PMA Annual Convention – 27. Special Project of the QCMS: Ongoing adopted preschool – Busilak Learning Center in February 14, 2019 - Workshop on Basic Life Support Training February 28, 2019 – 3rd Cancer Awareness Program – Updates in the treatment of prostate cancer March 7, 2019 – 21st QCMS – Pediatrica Interhospital Research Paper Contest Environment Activity– Pasig River Rehabilitation with Tree Planting at Maria Elena Park

The QCMS had provided welfare benefits to all members for the last 20 years in the form of disability or sickness benefit, death benefit and legal benefit. For the year 2018-2019 those who have availed of these benefits are: Disability / sickness benefit – 16 Legal benefit– 1 Death benefit (beneficiaries) – 5

For the year 2018-2019, the QCMS once again won PMA awards: 1. PMA Award for Community Service – 2nd Prize 2. Certificate of merit to the Component Medical Society which submitted complete progress reports and Testimonial of Merit to the President for their Leadership 3. In the term of Dr. Ma. Lilybeth P. Naguit, the QCMS had 10 live monthly executive board meetings and 4 virtual ones, 8 Regional council meetings, 3 Council of Presidents meetings, 17 QCMS different Committee meetings, 43 Scientific Symposia, 291 community development projects (which includes our nutrition, environment and sanitation) and 2 research paper contests.

Under the presidency of Dr. Naguit, President 2019-2020 the Quezon City Medical Society won 12 prestigious PMA Awards, bringing honor to the Association given by the PMA during the PMA 1st Virtual Convention held last September 9, 2020 at PMA Auditorium. It was the distinct effort, perseverance and hard work of the officers & members of the QCMS that made the QCMS deserving of these awards.

The covid-19 pandemic has truly been a formidable challenge to the QCMS. The usual activities of our society were put on hold because of the health protocols needed to stop the spread of the disease. Almost all of our meetings as well as our projects and activities were done virtually.

Despite this, we were still able to hold webinars, meetings, outreach projects, nutrition programs, environmental health and sanitation project and other activities. This proves that despite the challenges posed by the covid-19 pandemic, the QCMS remains to be a cohesive organization which addresses the needs and concerns of its members and the different communities of Quezon City.

 Currently serves as Undersecretary of Health in the Philippines.  Supervises health policy development and strategic planning, health human resource development, local health systems development, and international health cooperation  He oversees the institutionalization of policies on universal health care and health sector reforms, including initiatives on health sector performance monitoring and accountability.  He also teaches public policy and health governance at the Ateneo de Manila University - School of Government, where he served as its Associate Dean for Academic Affairs from 2011-2016.  He was instrumental in the development of the School’s curriculum on health governance under its Master in Public Management program.  He received his medical degree from the University of Santo Tomas in Manila.  He completed his Master of Public Health at the University of the Philippines and his Master in Public Management under the joint program of the National University of Singapore and the Kennedy School of Government - Harvard University.

Call to order – The meeting was called to order at 1:38 p.m. and this was presided by the President of the Quezon City Medical Society Dr. Ma. Mercedes V. Agustin.

2. Prayer Dr. Norma M. Torregoza led the opening prayer.

3. Declaration of Quorum – The Secretary Dr. Teresita N. Agda reported that we have a total number of 522 attendees. Hence a quorum was declared. No objection was raised.

4. Approval of the Agenda A motion for the approval of the agenda was made by Dr. Hector M. Santos, Jr. and seconded by Dr. Al- bert C. Guevarra.

5. Approval of the minutes of the previous General Assembly Dr. Agustin said that the minutes of the previous General Assembly Meeting held last June 21, 2018, is in the Souvenir Program.

A motion for approval of the minutes of the previous General Assembly held last June 21, 2018, was made by Dr. Albert C. Guevarra, and seconded by Hector M. Santos, Jr.

6. Business arising from the minutes of the previous meeting. There were no matters which arose from the minutes of the previous meeting.

I was inducted by the PMA President Dr. Jose P. Santiago, Jr. at Crowne Plaza Manila Galleria last June 22, 2018. The PMA Governor Dr. Angela V. Cruz ushered in the turnover ceremony.

During my term as president of the QCMS, we organized the following QCMS Activities: 24 Executive Board, Council & Committee Meetings 13 Round Table Discussions & Symposia held at a nearby hotel and at our own PMA Auditorium. 89 Community Outreach Program from the 5 Districts which included the following: Feeding Programs, Distribution of Vitamins, Teen Walk to Health, Gift Giving to our less fortunate and disabled neighbors and several medical missions. We garnered 6 Awards from the PMA. QCMS attended the different scientific sessions and sports activities, awarding ceremonies and other events at the PMA Annual Convention and Scientific Meetings in Davao.

May I present to you the Officers of the Executive Board for 2018-2019, together with the Past Presidents who are generous and available to lend a hand for the good of the Quezon City Medical Society.

I deeply appreciate everyone for all the help. It is always a delightful experience working with the QCMS Executive Board & Past Presidents.

7.2 Treasurer’s Report – Dr. Rebecca Y. Sison. Good afternoon.

The QCMS Financial report covering June 2017 to May 2018: Total Cash Receipt – 10,459,402.75 Total Disbursement – 9,456,639.56 Total Excess Receipt over Disbursement – 1,002,763.20

The QCMS Financial report covering June 2018 to May 2019: Total Cash Receipt – 11,225,187.59 Total Disbursement – 7,025,178.59 Total Excess Receipt over Disbursement – 4,200,009 Interest from Bank deposits – 313,329.36 Total Savings – 4,513,338.36

We are prudent in spending the funds of the Society even with all the projects that we have. Majority of our funds will be the disbursement for the Disaster and Outreach Programs and for our Continuing Medical Education/ Continuing Professional Development of our members.

We are dealing with the following banks: BDO 5. China Bank – Sister of BDO Metro Bank 6. Security Bank BPI 7. PSBank-a subsidiary of Metrobank PNB

Our book of accounts is reviewed and audited by two CPAs, a compiler and an external auditor who are both accredited by the board of accountancy, aside from the regular monitoring of the Executive Board. Minutes of the General Assembly Meeting

8. Approval of the Acts and Resolutions of the QCMS Executive Board for 2018-2019 by the General Assembly.

Dr. Agustin noted the list of Acts and Resolution of the QCMS Executive Board for 2018-2019 is in your Convention Kit. Please vote on it, we need an approval of the General Membership in this General Assembly Meet- ing.

A motion for approval of the Acts and Resolutions of the QCMS Executive Board 2018-2019 was motioned by Dr. Cesar E. Meris and seconded by Dr. Hector M. Santos, Jr.

9. QCMS Care to Share Foundation – Dr. Benjamin T. Lim

This is my presentation which includes the following pictures: Meetings, Activities and Beneficiaries / Recipients.

Our donations are from the Quezon City Medical Society. We use the funds for our regular activities such as Gift giving in December, Medical Missions, Scholarship Programs and Outreach Programs.

In addition, we conducted the following: Repair of Cleft Palate/Lip Operation, Clubfoot Correctional Surgery, Cataract Operation with the Philippine Band of Mercy headed by Dr. Hector M. Santos, Jr.

About the Scholarship program, there are 5 children that we sponsored from the daycare center up to the primary school. They will be incoming Grade 8 students next year.

We also had meetings and planning sessions to increase donations. We envision a college scholarship in the future.

We will carry out all these activities through your assistance and donations. Thank you to all our donors for your sup- port!
