Republic of the Philippines Malacañan Palace Republic of the Philippines Department of Health Congratulations to the members and officers of the Quezon City Medical Society (QCMS) on the occasion of its 36th Annual Convention. The QCMS is an association of physicians who aim to promote the highest ethical professional standards in the Geld of medicine and enhance learning through further education to deliver quality healthcare services in their community. This year’s convention with the theme, “Current Challenges in the Care of the Chronically Ill in Covid -19 Times” is relevant with the advent of the COVID-19 pandemic. I laud the QCMS for taking the initiative to deepen the knowledge of its members during these trying times. The rapidly evolving field of medicine knows no bounds and there is a constant need to develop the various expertise of physicians. The QCMS has also received numerous awards for its various projects to communities such as nutrition activities and Adopt-a-Barangay Project. Even with the COVID- 19 pandemic, the QCMS has continued to provide communities with healthcare services. The achievements of QCMS are a testament to its efforts as health providers. Like the QCMS, the DOH also has a shared vision of providing quality healthcare services to our kababayan. The Universal Health Care (UHC) Act makes healthcare accessible to every Filipino regardless of social status. Through the UHC, more patients would have the chance to access quality and affordable health care. Republic of the Philippines QUEZON CITY Office of the Mayor My warmest greetings to all the hardworking, dedicated, and valiant members of the Quezon City Medical Society (QCMS) as you hold your 36th Annual Convention. It is truly undeniable how QCMS, most especially your members, have contributed to the health and safety of our people through various civic action and community development programs. More than 7 decades of existence and selfless service is a meaningful journey that we should celebrate. The theme "Current Challenges in the Care of Chronically Ill in Covid-19 Times" is crucially important during this period of adverse health emergency. Hence, we deeply value the heart and compassion of all our health frontliners in providing the required medical assistance to thousands of patients who deserve nothing but quality and accessible health treatment. I am also positive that you will remain as one of our active collaborators in the fight against the coronavirus disease. As a manifestation of this cooperation, the Quezon City government, with the Philippine Medical Association and the Vireo Loadworks Inc. signed an agreement in May 2020 creating the Artificial Intelligence-SMS Information Communication Technology (ICT) System which aims to lessen the face-to-face contact between healthcare workers and COVID-19 patients. While telemedicine is technically not new in the medical industry with years of continuous development since 1960, this technological innovation has advanced our strategies in facing this aggressive virus. Through this AI-SMS system, we have added a layer of protection not just for our patients but more so for our frontline personnel. The battle before us is still filled with uncertainties, but when our objectives and our endeavors are melded towards the desire for healing and saving more lives, we will achieve and surpass our goals. In this time of crisis when nothing is certain, we still need to learn and update our knowledge to be able to give service to our patients, our families and to the community as a whole. The theme for this year's convention, "Current Challenges in the Care of the Chronically Ill in Covid-19 Times," is appropriate and relevant. We have invited expert physicians that will surely give us essential points to take care of ourselves and our patients during this pandemic.     CHAPTER 1: The Envisioned City of Quezon 1.1 THE ENVISIONED CITY OF QUEZON Quezon City was conceived in a vision of a man incomparable - the late President Manuel Luis Quezon – who dreamt of a central place that will house the country’s highest governing body and will provide low-cost and decent housing for the less privileged sector of the society. He envisioned the growth and development of a city where the common man can live with dignity “I dream of a capital city that, politically shall be the seat of the national government; aesthetically the showplace of the nation--- a place that thousands of people will come and visit as the epitome of culture and spirit of the country; socially a dignified concentration of human life, aspirations and endeavors and achievements; and economically as a productive, self-contained community.” --- President Manuel L. Quezon Equally inspired by this noble quest for a new metropolis, the National Assembly moved for the creation of this new city. The first bill was filed by Assemblyman Ramon P. Mitra with the new city proposed to be named as “Balintawak City”. The proposed name was later amended on the motion of Assemblymen Narciso Ramos and Eugenio Perez, both of Pangasinan to “Quezon City”. 1.2 THE CREATION OF QUEZON CITY On September 28, 1939 the National Assembly approved Bill No. 1206 as Commonwealth Act No. 502, otherwise known as the Charter of Quezon City. Signed by President Quezon on October 12, 1939, the law defined the boundaries of the city and gave it an area of 7,000 hectares carved out of the towns of Caloocan, San Juan, Marikina, Pasig, and Mandaluyong, all in Rizal Province.

Pulido Tan is a lawyer and a certified public accountant, and was the first woman to head the Supreme Audit Institution of the Philippines. Ms. Tan served as Chairperson of the Philippines Commission on Audit (COA) from April 18, 2011, to February 2, 2015. Prior to joining COA, she served the Philippine government as Commissioner of the Presidential Commission on Good Government in 2002, taking charge of the management of sequestered assets and the financial affairs of the Commission. From 2003–2005, she served as Undersecretary of Finance (Revenue Operations Group) and supervised the Bureau of Internal Revenue, Bureau of Customs, and the One Stop Shop Duty Drawback Center. She also headed the Department’s Task Force on Revenue Measures and shepherded the enactment of several tax measures into law. Ms. Tan is currently a member of the UN Independent Audit Advisory Committee, where she served as Chairman for two years (2017–2018). She is also a member of the Board of Trustees of the International Budget Partnership (IBP). Ms. Tan is actively involved in work related to Integrity and Accountability, acting as resource person/consultant on governance and leadership initiatives as well as disseminating the CPA model in order to support the efforts of countries to make audits impactful on people’s lives. D E C I S I O N CARPIO, J.: The Case These consolidated petitions1 seek to annul Resolution No. 7902, dated 10 May 2007, of the Commission on Elections (COMELEC) treating Cotabato City as part of the legislative district of the Province of Shariff Kabunsuan.2 The Facts The Ordinance appended to the 1987 Constitution apportioned two legislative districts for the Province of Maguindanao. The first legislative district consists of Cotabato City and eight municipalities.3 Maguindanao forms part of the Autonomous Region in Muslim Mindanao (ARMM), created under its Organic Act, Republic Act No. 6734 (RA 6734), as amended by Republic Act No. 9054 (RA 9054).4 Although under the Ordinance, Cotabato City forms part of Maguindanao’s first legislative district, it is not part of the ARMM but of Region XII, having voted against its inclusion in the ARMM in the plebiscite held in November 1989. On 28 August 2006, the ARMM’s legislature, the ARMM Regional Assembly, exercising its power to create provinces under Section 19, Article VI of RA 9054,5 enacted Muslim Mindanao Autonomy Act No. 201 (MMA Act 201) creating the Province of Shariff Kabunsuan composed of the eight municipalities in the first district of Maguindanao. MMA Act 201 provides: Section 1. The Municipalities of Barira, Buldon, Datu Odin Sinsuat, Kabuntalan, Matanog, Parang, Sultan Kudarat, Sultan Mastura, and Upi are hereby separated from the Province of Maguindanao and constituted into a distinct and independent province, which is hereby created, to be known as the Province of Shariff Kabunsuan.
