Through education and demonstration, the Institute has taught improved farming practices to approximately 5,000 smallholder farmers in 60 villages in the Iringa Region of Tanzania as part of the Institute’s Companion Village Pro- ject (CVP). Access to credit through an accompanying Mi- crofinance Institute allowed the small farmers to take ad- vantage of the good farming practices. Yields of crops were increased, and the smallholder farmer’s vision of what was possible has been expanded. Based on the observations of government and religious leaders who travel the region, the quality of life in these remote villages has improved. -

Remembering the Dark Years (1964–1975) in Contemporary Zanzibar Marie-Aude Fouéré French Institute for Research in Africa (IFRA), Nairobi, Kenya In the islands of Zanzibar (Unguja and Pemba), the memories of violence and repression perpetrated by revolutionaries and the state from 1964 to 1975 have long been banished from the public space. The official narrative of the 1964 Revolution and the first phase of the post-revolutionary periodi developed and propagated by the Revolutionary Government of Zanzibar, through a control over the production, transmission, and circulation of ideas, combined with repressive measures against dissenting voices, led people to keep their memories private. The official injunction calling for silence did not bringabout a forgetting of the past, but rather contributed to the clandestine transmission and reconstruction of fragments of individual, familial, and community memories within private circles. -

The major goals are to achieve a high-quality livelihood for the people, attain good governance through the rule of law and develop a strong and competitive economy. To monitor the progress in achieving these goals, there is need for timely, accurate data and information at all levels. Problems especially in rural areas are many and demanding. Social and economic services require sustainable improvement. The high primary school enrolment rates recently attained have to be maintained and so is the policy of making sure that all pupils who passed Primary School Leaving Examination must join form one. The Nutrition situation is still precarious; infant and maternal mortality rates continue to be high and unemployment triggers mass migration of youths from rural areas to the already overcrowded urban centres. Added to the above problems, is the menace posed by HIV/AIDS, the prevalence of which hinders efforts to advance into the 21st century of science and technology. The pandemic has been quite severe among the economically active population leaving in its wake an increasing number of orphans, broken families and much suffering. AIDS together with environmental deterioration are problems which cannot be ignored. -

Like any other Council in Tanzania, Wanging’ombe district council operates with statutory powers and in line with legislation and regulations enacted by the parliament under the Local Government Act No. 7 of 1982. The council is given wide-ranging functions include: To maintain and facilitate the maintenance of peace, order and good governance in their area of jurisdiction, To promote the social welfare and economic well-being of all persons within its area of jurisdiction; Subject to the national policy and plans for the rural and urban development, to further the social and economic development of its area of jurisdiction. In fulfilling the Wanging’ombe district council’s functions, the district requires a comprehensive decision making to trigger sustainable local economic development through strategic planning at local level. This strategic plan will assist the District council to improve performance, to create more relevant institutional structures, to increase levels of institutional, departmental, and individual accountability; to improve transparency and communication between management, employees and stakeholders and to establish priorities for efficient and effective use of resource. This strategic plan document is divided into Five Chapters, where first chapter provides background information and strategic planning process, second chapter provides situational analysis of the district where a through diagnosis of the internal environment in 19 service areas was conducted, as well as the external environment which the district is operating under in executing this strategic plan. -

Management Consultants Suite 900, 150 Metcalfe Street Ottawa, Ontario K2P 1P1, Canada October 2007 1.0 Concepts of Using Satellite Images as a Monitoring Tool In the ToR defining activities for the Evaluation, it was anticipated that satellite images were to be used in the HIMA implementation period and that the images should be used for “before and after” assessment of physical HIMA interventions. However, satellite images were not used in any documents despite several reports stating that such analysis could be valuable for monitoring purposes. Although considered several times by various project management teams as well as the RDE staff, the HIMA project never purchased any satellite images. In 2000, air photos were taken of divisions in both Makete and Njombe districts. The photos from Makete were missing and a series of photos in a scale of 1:50,000 covering Imalinyi and Lupembe divisions in Njombe division were available. Unidentified air photos from 1985 and 1986 (incomplete series) from the former IRADEP (Iringa agricultural development project, EEC) in a scale of 1:25,000 were also found. The incomplete regional IRADEP photos from 1985 and the HIMA photos from 2000 are missing the “flight run maps”, are lacking in even basic initial ground interpretation, as well as field verification and do not include photos over several years within the impact measurement period. Ultimately, the photos are of no value to the Evaluation. -

This study was conducted in the semi-arid part of Iringa District in Tanzania to establish association between women farmers’ characteristics and perception towards climate change and variability. A cross-sectional research design and multistage random sampling technique was used in selecting 385 women farmers. Quantitative and qualitative data were analyzed by using Statistical Package for Social Sciences (SPSS) computer software and content analysis respectively. Findings show that majority of women farmers in study area have perceived high perception on climate change and variability as indicated by increase in number of seasons without enough rainfall, poor distribution of rainfall during rain season, rainfall peak season ending earlier than normal and increases of temperature in the study area. The study also observed significant difference (P< 0.05) in perception between women farmers with less numbers of years in farming and those with more. -
