1 HISTORICAL NOTE

Pima, the oldest of the thirteen counties of the Territory of Arizona, as established by the first territorial Legislature in 1864. It then extended east and west nearly the full length of the , or from the Territory of on the east to the Colorado River on the west. Since then, the area of the county has been reduced by the setting off of County on the east; a part of Yuma County on the west; a part of Pinal County on the north and the county of Santa Cruz on the south. Pima County, including Santa Cruz, borders on the south upon the state of , Mexico, for nearly 200 miles.

Spanish settlement began in Pima County in 1691 when Father Kino entered the Arizona area from his base mission south of Nogales, Mexico. The Spanish adopted the name, Pimaria Alta, meaning upper land of the Pimas, to describe the area explored which includes . A presidio at San Augustin del Tucson was established in 1752 with a garrison of fifty men. The region was traversed by the American gold-seekers of 1848-1850, the Overland Butterfield stage routes, and the Southern Pacific Railroad.

Pima County still covers nearly six million acres, with almost one-half of the area occupied by the San Xavier and Papago Indian Reservations.

SCOPE AND CONTENT NOTE

This collection consists of the records of various departments and agencies of Pima County, Arizona government arranged in nine series. The collection reflects two general periods in the history of Pima County. First, the period from 1864 to the late 1930s provides records, ledgers, reports on different agencies of county government. The second grouping is associated with city and county planning in the late 1950s into the 1970s. This collection thus represents a combination of at least two separate donations (possibly more) related to Pima County and probably received at the Historical Society over a period of years.

Excerpts from meetings of the Pima County Board of Supervisors reflect diverse subjects. for the period 1865 to 1936. The notes have been arranged into four subseries. The first group consists of excerpts from the meetings on general topics before the Board. Not all years are included. The second portion entails specific subject matter areas including discussions on bond issues for construction of railroads, roads, and diverse community projects. Educational interests comprise the third section with questions related to funding of schools and education along with petitions for creation of new school districts within the county. All notes have been cut and pasted onto paper by the 1935-1936 WPA project. The last subseries contains newspaper clippings from local papers with announcements of anticipated Board meetings, issues, and future activities.

The Pima County Recorder and Treasurer reports record voter information and funding activities in the county. Included are voter registration documents contain a by-name listing by precinct for an unidentified election within Pima County, a certification of election results for 1870, and a voter precinct map for 1950. In addition to voting information the Recorder’s records also contains information on game and liquor licenses within the county for the period 1899-1907, butchering records of cattle from 1885 to 1892, and a listing of Notary republics within the county for the year 1889. The Treasurer’s records consist of one ledger with funding warrants of funds (general fund, road, contingency, building interest,

2 railroad, salary, etc) for the year 1883 and two folders related to tax collections and time records of county employees for 1932.

Sheriff and jail records comprise listings of county prisoners, register of meals and guard schedules, and constable’s fee books for the 1880s into the 1890s. Two ledger books reflect prisoners confined in the Pima County jail between 1885 and 1904. Wanted posters of criminals have been pasted into one ledger.

Public education within Pima County is documented with reports from teachers and administrators. Teacher reports are arranged by school districts with entries between 1890 and 1920. The reports reflect the number of male and female students (by name) in attendance, the number of days school was in attendance, and starting and completion dates. School Marshal Reports are arranged by districts also and contain the number of children in attendance, ages, racial background, and parent’s names. Correspondence of various School Superintendents for Pima County (including Thomas Cordis, and John S. Woods) are also present from 1870 to 1916. Four folders contain receipts and orders for school supplies needed for county schools.

Miscellaneous county records and departments highlight information on the Works Progress Administration project of 1935-1936 in reviewing Pima County records. An historical sketch by the WPA of Pima County and the final report titled, “Pima County and Departments of Its Government” are included. In addition to the WPA project information the series also entails a membership listing of firemen in the county for 1886-1895 and a by-name roster for Company G, for 1891-1896. Two County Health registers contain information on contagious diseases including names, locations, and dates of outbreaks within the county for the period 1903-1925.

Tucson and county planning considerations are reflected for the years 1953 to 1985 in the next series. Activities of the City and County Planning Department are referenced in progress reports, planning reports, and various publications reflect a city and county plans for building and expansion in the 1950s and 1960s. Zoning ordinances, local neighborhood renewal projects, mobile home locations, flood and water control, and parks and recreational areas are some projects covered. Minutes of meetings and Transportation Annual Reports for 1960-1980 are also present.

Court records reflect cases conducted within Pima County between 1867 and 1945 and are arranged in subseries by courts. Courts represented include: Arizona Supreme Court, First Judicial District Court, Superior Court of Pima County, Probate Court, and Justice of the Peace. A few grand jury investigations are also included. Court cases include some well known Tucson residents including Louis Zeckendorf, Albert Steinfeld, A. V. Grosetta and companies including Arivaca Milling and Mining, Silver Queen Mining, and Old Glory Mining and Milling companies. Some bail notes and warrants are also included. Justice of the Peace Court includes death inquests for citizens of Pima County between 1885 and 1945 arranged by last name. The last series entails court exhibits and miscellaneous court documents of court cases, individuals, or commercial firms between the years 1873 and 1959. None of these documents are supported with court transcripts. Three boxes of maps and charts also support the exhibits of this series. Outside wrapped items were labeled as exhibit items.
