INTRODUCTION A. Background 1. Rajasthan is the largest State of India in terms of geographical area. It represents 10.41% of country’s total geographical area, occupying 3.42 lakh sq. km. area. Total population is 68.6 million forming 5.5% of the country’s total population. It is one of most prominent tourism facilitating State. A good riding quality driven highways network is required for sustainable development of the economy of the State, which depends mainly on agriculture, dairy, minerals and tourism etc. There is significant burden on existing road infrastructure of the State due to huge goods, services and passenger transport with landlocked states and western port states. Besides socio-economic reasons, a good riding quality road infrastructure is also in border areas of the State due to its long international boundary. 2. Rajasthan has a road network of 210,800 km as per latest data and information available up to 30thSeptember 2015, including 8,016 km of national highways, 15,509 km of state highways, 6,416 km of MDRs, 29,013 km of other district roads, and 151,845 km of village/rural roads. Road density in Rajasthan is only about 63.61 km per 100 square km (sq.km), compared to the national average of 166.47 km. Road density per lakh population in Rajasthan is 307 km corresponding to national figure of 400km. Further, nearly 80% of the roads are single lane. Many state-highways and MDRs are in poor conditions as far as good riding quality, good environmental quality and good road safety & related issues are concerned, due to inadequate financial resources and inadequate maintenance. State Highways with good riding quality, good environmental quality and good road safety are truly required, not only to achieve national goal inclusive of economic growth, but also, for eradication of poverty.
