Terms of a Tender for supplying Medicines to the Poor

That you agree to supply Medicine, and render surgical assistance, in all cases of what kind and nature soever to the Relief of all Paupers and others being poor Inhabitants of the Parish of Pelynt applying to you by a written order from either of the Overeseers, for the Annual Sum of Three pounds nine Shillings £ 3: 9: 0

It is intended that your Tender as above shall include Cases of Midwifery, Fractures, &c, and if any manual operation or otherwise the Assistance of another Surgeon or is, or are required, the Expence of such other medical Assistant or Assistants, or other person or persons do attending, shall be defrayed by you; so that you will not make any charge or demand, whatever upon the said Parish, over and above your stipulated sum of 3: 9: 0:

At a Vestry holden this 21st day of Decr. 1817 it has been agreed by the Revd. Sir Harry Trelawny & the majority of the Parishioners then present that each Estate rates in 40£ pr Annum or in that respective pro. portion shall employ one Labourer constantly till Lady day next and in the case of refusal from any individual Farmer then, & in that case only, such poor Labourer or Labourers so refused shall be employed by Farmers only who employ their fair proportion of men, & that the regulated Wages of such refused Labourer shall then be paid solely out of the Poor’s Rate.

At a vestry holden again on 17th May 1818 it has been agreed by the Overseers, Churchwardens and other the parishioners then present that the above Agreement shall be renewed as far as relates to Thomas Collings – (a labourer).

At a special Vestry holden this 20th day of September 1818 it has been unanimous agreed by the Parishioners then present that the Expences of all Prosecutions for Robberies, and other misdemesnors committed on the Persons or Property of Farmers and others being rated Inhabitants of the Parish of Pelynt shall be defrayed by an equal pound rate made upon the Parish at large that is to say such Expence shall be taken from and can sedered as a part of the Poor’s Rate. It is likewise agreed that a vestry on the occasion shall be held immediately on or before the prosecution of an offender in order to consult and determine upon the cheapest and best mode of proceeding. (lefthand page) At a Vestry holden this seventh day of April 1829, pursuant to notice, it has been unanimously agreed that Mr Robt Coad of Liskeard Land Surveyor and Mr Coleridge of Exeter Land surveyor be employed to survey and value the Parish of Pelynt with a view to the making of an equal Rate for the Relief of the Poor of the sd. Parish and in case of any dispute arising between the above two Surveyors that they be at Liberty to call in Mr Wm Searle of as an Umpire whose opinion respecting any question in dispute between the said two Surveyors that be binding and conclusive It is also resolved that the two said Surveyors Mr Coad & Mr Coleridge shall be paid the sum of Thirty pounds each for making the Said Survey & Rate; and in case of the Refusal of either of the two last mentioned Surveyors (continues on righthand page) to make the sd. The Examination of Charles Bawden now living in Brorsoak as to his peace of settlement I am now about 45 Years old having been Born in 1806 at West Looe – When I was about 12 years old, I went to live as Servant with Mr Rd Tregenna of Muchlarnick in Pelynt and lived there three Years I Bargained for the first year for 52 Shillings yearly and for the other Two Years at advanced Wages, I then went to live as servant with Mr John Rowe of Trelawny in the same Parish where I lived about 2 whole years at about £6 Yearly Wages – I then went to live with Mr Samuel Rabey of Bucklawren in St Martins Parish there I went for a Month on trial and the Bargained to remain eleven Months longer after the after the Rate of £7 which I did I then went to live with Mr Jos Grigg at Portlooe in Talland I went about May in 1834 where I lived 2 or 3 years. The Examination of William Wills living at Offord in the Parish of Pelynt as to his place of Settlement – I was (am now – crossed out) about 28 years old last August, I was born in the Parish of in the year 1835, When I was about 10 years old I went to live as an apprentice with Mr James Congdon at Penoak in the Parish of Duloe, I lived with Mr Congdon at Penoak between two and three years, and when Mr James Congdon came to reside at the farm called Trelask in the Parish of Pelynt, I came with him as an apprentice and remained with him until I was eighteen years of age - I then went and lived as a Servant with Mr John Marshall at Wayland in the Parish of Talland – about two years for £9 per year – I then went to live with Mr Pearce at Trelask in the Parish of Pelynt about 12 months for Eleven pounds per year – I then got Married to Maria Stephens and resided at Offord in the Parish of Pelynt and have resided here in this same house ever since, I have done nothing since to gain any Settlement from the time I first came to reside in this parish until I applied for relief. The Examination of William Congdon residing in the Parish of Pelynt as to his place of Settlement I William Congdon son of George Congdon was born at Dobwalls in the parish of Liskeard, am now about twenty five years of age – I was brought up with my Father at Blackwater in the Parish of Liskeard until I was about eleven years old. – I was then put to service with Mr Tambling at Tumena, and remained there four years and a half – I then went to live with Mr: Mulleys(?) at Doublebois and remained there one year and a quarter – I then went to live with Mr Hicks in the Parish of for about seven months, when I went to Mr: Verran at Woodlays in the Parish of Lanreath and remained there twelve months, I then went with Mr Hicks at Pardithiel (?) in the Parish of St Pinock and remained there seven months, from that time I went about getting work where I could obtain it, until about Two years since when I got married – since which time I have resided in the Parish of Pelynt, but I have done nothing to gain any settlement in Pelynt The Mark of William Congdon Taken before John Philp Overseer Novr 30th 1863 Witness to the Signature Wm Churchill

The “Unknown Donors” Charity was introduced by the Chairman and the list was corrected for this year as is found in the “Labourers Money” Account Book. The money was distributed by the Overseers viz – Messrs. Thomas Northcott and Richd. Philp. Each labourer receiving one shilling and three pence.

The Water supply of Pelynt Village was then mentioned by the Chairman who invited opinions on the subject. After various remarks Mr. Thos. Northcott proposed and Mr. Gerald Slade seconded “That we take the present water course and open it up to the end of the moor”. While Mr John Deeble put as An Amendment Mr. R. Philp seconded “That we take the flush of Summer Lane and carry it below Hall Pond with consent of both Owner and Occupier”. February 13th 1896

A meeting was called in the Nat. School Room on the above date to consider the Proposed New Basis of Rating as arranged by the County Council for County purposes. Communications were read from the County Council and one from the Clerk to the County Council who informed the assistant overseer that the County Council Committee arranged their Basis from the returns as given in the Property Tax Assessment Sch A. After comparisons were made by the Assistant Overseer with the Existing Basis and the Rate Book it was proposed by Mr W. Hawken and seconded by Mr R.G. Pearce that the amount be not objected to especially as it was reported that the Basis might probably be withdrawn. This was carried unanimously. Signed John Deeble Overseers

(righthand page) March 9th 1896 A meeting was held in the National School Room after due notice to receive Nominations for the (purpose – crossed out) Parish Council. The meeting being called by the Chairman of the Parish Council Mr John Philp who also acted as Chairman at the opening of this meeting until it was found that his name was among those nominated for the new Council when he vacated the chair and Mr Ernest Philp conducted the meeting from then. There was a fair attendance. After complying strictly with the Orders from the Local Government Board the following names were duly received and sanctioned by the Chairman. March 22nd 1900 The Annual Assembly of the Parish meetings was held in the National Schoolroom nine Electors were present Rev W S Grigson chairman of the Parish Council presided The Minutes of the past year were read to the Meeting as was also a statement of the Financial accounts of the Parish The Chairman a Trustee of the Trelawny Charity gave an account of the distribution of the Money and the names of the recipients. The Poor List was examined, In the case Susan Northcott it was decided by one voting in favour and no one against that her pay be continued On the motion of Mr: R. Philp Seconded by Mr: John Broad It was decided to recommend that the Pay of John Hambly and his Wife, at Millcombe, be increased 1s per week. (signed) W.S. Grigson Chairman 28 June, 1900
