Help with Health Care Southeast Michigan i Glossary There are some terms used in this brochure that may be confusing for the reader. For that reason, we have decided to include a glossary to help explain what some of these words and phrases mean. Federal poverty level: Also known as the federal poverty guideline, this determines whether or not you are eligible for free and low-cost services. Low-income: A person or family is “low-income” if their salary is between 100 percent and 200 percent of the federal poverty level (see above). But many places define this term differently, so please call first to make sure. Mental health services: Counseling, therapy, substance abuse treatment and other services that help people function better and feel better. Primary care: General or routine medical services, such as annual checkups. People often use primary care services when they have the flu or some other illness. Preventive care: These are services that help prevent people from getting sick. An example would be vaccines for children. Proof of income: Usually a pay stub or federal W-2 tax form. Sliding scale: This means that the amount of money you will pay depends on how much money you make. Usually, the federal poverty guidelines are used. Social services: Services for people who need help meeting their daily needs for food, shelter, housing, education and health care. Referral: When a person is directed to the best place possible to find help.
