Marquette University, [email protected] Preface While doing research in Vienna for my dissertation on relations between Church and State in Austria between the wars I became intrigued by the outward appearance of the public housing projects put up by Red Vienna at the same time. They seemed to have a martial cast to them not at all restricted to the famous Karl-Marx-Hof so, against advice that I would find nothing, I decided to see what could be found in the archives of the Stadtbauamt to tie the architecture of the program to the civil war of 1934 when the structures became the principal focus of conflict. I found no direct tie anywhere in the documents but uncovered some circumstantial evidence that might be explored in the future. One reason for publishing these notes is to save researchers from the same dead end I ran into. This is not to say no evidence was ever present because there are many missing documents in the sequence which might turn up in the future—there is more than one complaint to be found about staff members taking documents and not returning them—and the socialists who controlled the records had an interest in denying any connection both before and after the civil war. Certain kinds of records are simply not there including assessments of personnel which are in the files of the Magistratsdirektion not accessible to the public and minutes of most meetings within the various Magistrats Abteilungen connected with the program.

Criterion (iv): Three key periods of European cultural and political development - the Middle Ages, the Baroque period, and the Gründerzeit - are exceptionally well illustrated by the urban and architectural heritage of the Historic Centre of Vienna. Criterion (vi): Since the 16th century Vienna has been universally acknowledged to be the musical capital of Europe. Vienna is full of rich history, from Roman foundations to socialist community Buildings. The colorful facades are a mix of Baroque, rococo, modern and postmodern styles. It has withstood the test of time, medieval city walls making way for the future, a mighty monumental avenue around the inner city of Vienna, fit for an emperor and his empire. Yet how do these everchanging facades, monuments and streets shape the way we view Vienna? How does modernization affect our perception and understanding of our ‘mental map’ of the city? According to Kevin Lynch, the perception and mental understanding of a city is just as important as the architectural space, if not greater. A successful city has an identity that is shaped through the perception of its inhaBitants and understood throughout. According to Lynch, people categorize their understanding of a city into 5 main elements; paths, nodes, edges, districts and landmarks.

    Der Naschmarkt: Seine Geschichte in Kapiteln Schon im 18. Jahrhundert existierte am Wienufer ein Bauernmarkt, auf dem vorwiegend Milchprodukte gehandelt wurden. Dieser Markt befand sich an der Rechten Wienzeile und wurde im Norden durch die Elisabethbrücke (heute Karlsplatz/Operngasse), im Süden durch die heutige Treitlstraße und im Osten durch die Wiedner Hauptstraße begrenzt. Er war um 1780 durch Verlegung des Marktes von der Freyung entstanden, nachdem es dort wiederholt zu Konflikten zwischen dem Magistrat und dem Schottenkloster gekommen war. Zuvor befand sich an dieser Stelle ein städtischer Aschen- und Mistablagerungsplatz. Offiziell hieß er damals Kärntnertormarkt. Märkte, wie auch öffentliche Plätze und Kaffeehäuser sind seit jeher die beliebtesten Treffpunkte im öffentlichen Raum: Alle Revolutionen nahmen dort ihren Ausgang! 1 Entsprechend suspekt waren diese Orte auch immer für die Administration. 1791 wird erstmals ein Markt außer dem Kärntnertor vor dem Fürstlich-Starhembergi- schen Freyhaus erwähnt. Erlaubt war der Verkauf von Mehl, Taubenfutter und allen Gattungen von Hülsenfrüchten. Das Freyhaus war ein großräumiger Gebäudekomplex zwischen der Wiedner Hauptstraße und dem damals noch frei fließenden Mühl- bach2. Es bestand aus 51 Stiegen, sechs Haupthöfen sowie 360 Woh- nungen.3 Ein weitgehend autono- mer Bereich, in dem auch alle Handwerke vertreten waren. Zeit- weise hatte es sogar eine eigene Gerichtsbarkeit. Bildquelle: Postkarte BM Mariahilf Bekannt wurde ein kleines Gartenhäuschen im großen Komplex, weil ausgerechnet in diesem zauberhaften Gartenhäuserl Wolfgang Amadeus Mozart seine „Zauber- flöte“ komponierte.4 Sie wurde 1791 im Freyhaustheater Schikaneders uraufgeführt. Auch dieser Markt war von Beginn an ein ungeliebtes Kind der Wiener Stadt- verwaltung.
