Because of this success, I always hoped to have one day the opportunity to ask specific questions about its development. This is a long interview that will reveal a lot of things that many simmers probably didn’t know. In order to safeguard national security, the United States is largely reliant on access to superior information and defense technology, and it cannot afford to fall behind in scientific advancements. Key concepts in this report are: Enhanced Integrated Intelligence (EII) – EII is the rearchitecturing of collection and analysis processes enabled by automated collection, analysis, integration, and discovery of relevant intelligence data and information from classified and open sources. The goal is to achieve a better contextual understanding of the world. EII extends the integration of intelligence capabilities—begun under the Intelligence Reform and Terrorism Prevention Act of 2004 (IRTPA) and continued by the unification of collection and analysis under a single Deputy Director of National Intelligence—to include the research and development activities that support collection and analysis. Scientific and Technical Intelligence (also Science and Technology Intelligence or Scientific and Technological Intelligence; abbreviated S&TI) – S&TI is the systematic study and analysis of foreign capabilities in basic and applied research and applied engineering. S&TI products are used to warn of foreign technical developments and capabilities and to guide the development of future capabilities, which are often provided through R&D. In this report, S&TI is understood more broadly: it includes not only the efforts described above but also aspects of counterintelligence and open-source intelligence used to provide a comprehensive picture of global scientific and technological advancements. Each of the following terms, though sometimes used interchangeably, has a distinct meaning: Research and Technology (R&T or RT) – RT is an expenditure center within the National Intelligence Program (NIP) budget that funds many of the activities within the IC R&D enterprise.

Finding himself pursued on a rooftop with no escape except a helicopter, the movie’s hero asks his guide, “Can you fly that thing?” “Not yet,” she says, as she calls their home base systems administrator for software that uploads just in time. In a similar vein, one of Intel’s 1999 ads for the Pentium II proces- sor articulates the consumer’s desire for ever-faster uploads, and ulti- mately for fusing the digital and the real. As a skydiver plummets to earth alternating anxious glances between the camera and his chute, which appears on the screen one agonizing row of pixels at a time, the voiceover asks: “Time for a Pentium II Processor?” Such images are amusing fantasies. They are also reminders that we are becoming immersed in a growing repertoire of computer- based media for creating, distributing, and interacting with digitized versions of the world. In numerous areas of our daily activities, we are witnessing a drive toward the fusion of digital and physical real- ity: not the replacement of the real by a hyperreal—the obliteration of a referent and its replacement by a model without origin or real- ity—as Baudrillard predicted, but a new country of ubiquitous com- puting in which wearable computers, independent computational agent-artifacts, and material objects are all part of the landscape.

Yannuzzi* On 29 September 1999, the Central Intelligence Agency (CIA) was treated to something different. In many of the nation’s leading newspapers and television news programs a story line had appeared that complimented the Agency for its creativity and openness. The media was drawn to a small corporation in Washington, DC that had just unveiled its existence and the hiring of its first CEO, Gilman Louie. Mr. Louie described the Corporation, called In-Q-It, as having been formed "...to ensure that the CIA remains at the cutting edge of information technology advances and capabilities." 1 With that statement the Agency launched a new era in how it obtains cutting edge technologies. In early January 2000, the name of the corporation was changed to In-Q-Tel. The origins of the concept that has become In-Q-Tel are traceable to Dr. Ruth David, a former CIA Deputy Director for Science and Technology. She and her Deputy, Joanne Isham, were the first senior Agency officials to understand that the information revolution required the CIA to forge new partnerships with the private sector and design a proposal for radical change.
