• Based on the report of Pagudpod Mayor Marlon Sales, Burgos Mayor Cresente Garcia, Engr. Camilo Eda of Bacarra and Engr. Conrado de Vera of Pasuquin, there had been no significant emergency incident monitored after the landfall of TS “Pepeng” over the northern tip of Ilocos Norte last night. From 8:00 to 10:00 PM, strong winds with moderate rainfall had been observed. The said municipalities were reported to have implemented pre- emptive evacuation in the high risk barangays. II. EFFECTS A. Telecommunications, Power Region I Power outage in Luna and Sto. Tomas, La Union and in some areas in Ilocos Norte due to damaged cable wires and fallen trees Power interruption since October 03, 2009 in Sta. Catalina, Sto. Domingo, Magsingal, San Juan, Cabugao and Sinait in Ilocos Sur Region II Telecommunications through various service providers (PLDT, Smart, Globe) in Cagayan Province is intermittent Power outage in Tuguegarao and northern portion of Cagayan Province CAR Power blackout in western part of Mt. Province and province-wide in Apayao (CAGELCO) and Kalinga. Power has been restored in Ifugao and in Mt. Province since yesterday; and partially restored in Abra 2. Information on the scheduled dam water release was forwarded to OCDRCs 1 and 3 for dissemination to Pangasinan and Tarlac PDCCs. Region I Ilocos Sur – 57 barangays flooded: Magsingal (3), Narvacan (1), San Juan (3), Bantay (4), Vigan (1), Caoayan (1), and Sinait (44) Pangasinan – flooding in four barangays in Tayug, one in San Manuel, two in Rosales; and, several parts of Dagupan City Region III OCDRC III is coordinating with the Management of Angat and Pantabangan Dams on the possible release of water PDCC Nueva Ecija is continuously monitoring the situation for any eventuality (i.e. flooding) in case of release of huge volume of water from the Pantabangan Dam As of 04:40 PM today, 06 October, 125 barangays are still flooded (1 to 3 ft depth of water) in Pampanga, Tarlac, Zambales and Nueva Ecija in Region III CAR Apayao and Chico Rivers swollen Flooding in lower Apayao Municipalities such as Flora, Luna, Pudtol and Sta. Marcel. I. Emergency Incidents Landslides (9) Baguio City; La Trinidad Benguet; Catanduanes; Apayao, Benguet. Kalinga, Mt. Province and Ifugao and along the highway in Brgy. Banaoang, Santa, Ilocos Sur - one lane passable Dike in Brgy. Sta. Maria East, San Nicolas Pangasinan is in danger of totally eroding due to huge volumes of water flowing in the Calabasian River, which 4 might result to massive flooding that would reach as far as Tayug. At-risk communities have been evacuated (3 families/14 persons in 3 barangays) Water level along Bued River in the Municipality of Sison, Pangasinan had been reported to reach above normal level. Mayor Kimi Cojuangco fears possible flooding, not only in Sison but also in adjacent municipalities. J. Health Concerns There has been a reported increase in the number of cases of diarrhea in Brgy Ammacian, Pinukpuk, Kalinga III. Humanitarian Response A. National NDCC continuously disseminated weather and flood advisories and gale warning to concerned regional offices through SMS and facsimile for further dissemination to their respective local disaster coordinating councils NDCC issued NDCC Memorandum No. 19 dated 30 September 2009 to Chairpersons, MMDCC, RDCCs, LDCCs; Regional Directors, OCDRCs and Deputized Coordinators on the reiteration of the “Zero Casualty” Policy during Calamities DSWD activated and mobilized the DSWD-Central and Field Offices’ Quick Response and Social Welfare and Disaster (QR/SWAD) Teams in all affected DSWD FOs to closely monitor displacement of families in coordination with LDCCs at all levels; released PhP11.5 Million additional standby funds to DSWD-FOs for the purchase of emergency relief supplies for the affected families; and prepositioned PhP86 million stand by funds and stockpile of relief commodities B. Preparedness & Response NDCC On October 04, 2009, National Defense Secretary and Chairman, NDCC Hon. Gilberto C. Teodoro, Jr. and party proceeded to OCD R-II to meet with the Chairman, RDCC-II and OCD-RD-II and assessed the effects of TS “PEPENG” in the area On October 05, 2009, National Defense Secretary and Chairman, NDCC Hon. Teodoro, Jr. and party proceeded to Lambakin, Marilao, Bulacan and assessed the effects of TS “PEPENG” in the area NCR Marikina City Mayor Fernando ordered the evacuation of residents living along low lying areas and the riverbanks for their safety in case volume of water rise along the Marikina River Malabon City Mayor Oreta deployed 6x6 truck with Philippine Army personnel and rescue team on standby/alert Caloocan City Mayor Echiveri set up a tactical operation-center of 24/7 hours and conducted comprehensive risk assessment of residential structures In Pasay, DSWD has established a National Resource Operations Center as drop off point of relief goods The PNP Capital Regional Command, AFP on alert and ready for dispatch to conduct rescue, evacuation and maintain peace and order 5 Region I 50th IB, Navy, PNP RMG, PCG, NTC R1 and NFNL on standby for emergency response Released 200 sacks of rice to each PDCC and Cong. Ablan (1st Dist., Ilocos Norte) DSWD R1 delivered 1,000 family food packs and 525 packs of used clothing to PSWDO Ilocos Norte DPWH conducting clearing operations in Brgy Banaoang, Santa, Ilocos Sur PCG rescue team stationed at Curimao, Ilocos Norte was deployed to Brgys. Dammay and Oribi, Santa, Ilocos Sur DPWH and PDCC Ilocos Sur are now conducting clearing operations in Brgy Banaoang, Santa in Ilocos Sur, and Bagui, Pagudpud, Laoag City, Badoc, Paoay, San Nicolas and Batac in Ilocos Norte 505th Search and Rescue Squadron, PAF, PN, PA and PNP conducting rescue operations in Pagudpud, Bacarra and Badoc, Ilocos Norte Issued Memorandum to lower DCCs to effect disaster prevention measures DSWD R1 has a ready stockpile of 2,208 family food packs and instructed the SWAD teams to coordinate with the PDCC to monitor the situation of respective areas while the QUART Team and National Service volunteers are ready to render duty anytime The National Telecommunication R1 team is on standby. Accredited radio groups have been instructed to provide information relative to said weather disturbance MDCC Bolinao, Pangasinan submitted initial action report and contingency checklist for TY Pepeng Pre-emptive evacuation is being undertaken by the PDCC Advanced Command Post in Eastern Pangasinan in close coordination with the MDCCs in critical areas of San Nicolas, Tayug and Rosales to avert danger to lives Region II The UNDAC Team conducted rapid needs assessments in Region II, Key findings are as follows: For Ilagan, Isabela Food: All evacuees have been given relief packs by the municipal government; there is no significant need for additional food assistance Education: All schools are ready for classes Early recovery: Farming families need to have an alternative of recovering from production losses incurred as most of these are subsistence farmer (relying entirely on their twice/year harvest to support their annual needs with loaned seed money from different sources Local Government Priorities for Ilagan, Isabela: Alternative recovery mechanisms for farmer families and a more in- depth assessment of coping mechanisms for affected farmers Region III 7thID, PA assisted in the repacking/distribution of relief goods in Meycauayan, Sta.
