CALL TO ORDER The meeting was called to order at 1:32 p.m. at the Alpine County Community Development Conference Room, 50 Diamond Valley Road, Markleeville, California with members Kris Hartnett, Mark Schwartz, Tom Sweeney, Terry Woodrow, David Griffith, Karrie Baker, Mary Rawson, and Deanne Jang. Irvin Jim, Nicole Williamson, and Teresa Burkhauser were absent. A quorum was established. 2. ORAL COMMUNICATION – GENERAL PUBLIC COMMENT Mary Rawson – The Welcome Guide Committee will be having coffee at Alps Haus on 6/16/18 at 10:00am. Tom Sweeney – Rediscover Woodfords was successful, about 50 people attended. The Markleeville Living History Walk is on 6/23/18 at 3:00pm. 3. MINUTES 3.1. Request approval of regular meeting minutes of February 13, 2018 MOTION: Griffith / SECOND: Schwartz approving the regular meeting minutes of February 13, 2018 as presented. Requested change from Alpine Biomass Committee to Alpine Biomass Collaborative. Requested change Hartnett as Chairman and the end of the minutes. Requested on item 5.4-Grant funds to pay for the Markleeville signs, Sweeney and Baker should also be listed as Ayes. AYES: Hartnett, Sweeney, Woodrow, Baker, Rawson, Jang ABSTAIN: MOTION CARRIED 4. UNFINISHED BUSINESS 4.1. Bear Valley Business Association update Terry Woodrow – $8000.00 was spent on two car chargers Kirkwood and Bear Valley in July. There was a change in Bear Valley Mountain Resorts senior management last week, they will be emphasizing more on winter and less on summer, General Store and restaurant open. August Events - The BV Music Festival continues, town clean up, fish plant, and Ebbetts Pass Century Ride. 4.2. Alpine County Chamber of Commerce update Baker reported that the Death Ride is down by 400 participants and they are expecting around 2000 participants this year. The Visitor’s Center is open 7 days per week. Recreation in the Hope Valley area requires a lands pass. The annual paper/document shredding event was on May 19 and was poorly attended. 4.3. Heritage Tourism Ad Hoc Committee update Tom Sweeny updated EDAC on the upcoming Heritage Walk, the planning and associated activities of the Heritage Walk. There were suggestions from the Committee members; discount coupons for Heritage patrons to use at local businesses, brochures for other Alpine County events, including The Bear Valley Music Festival. Other suggestions included geo-reference to the Heritage walk monuments. 4.4. Discussion: Photo Opportunities Tom Sweeney suggested that we might talk with Judy Wickwire about the best way to approach any photo clubs in the valley and the possibility of putting together a photo day around the county. Stating it would be another way to draw in an additional interest group. 4.5. Discussion: Outdoor Recreation Mark Schwartz updated the Committee that there had been no activity with the Tahoe Basin organization. David Griffith suggested there could also be a future relationship created for outdoor recreation concepts for Alpine County with Mono County and the City of Mammoth. 4.6. Discussion: Grant Opportunities Kris Hartnett reported that there are no new grant updates. 4.7. Discussion: Internet Update David Griffith and Don Jardine will be meeting with Frontier to discuss communication issues and service levels. 4.8. Discussion: Prioritize Ideas and Projects Mark Schwartz stated any items that the Committee could recommend, evaluate, and determine priorities, to show progress and value to the community. 5. NEW BUSINESS 5.1. Discussion: Brown Act Overview David Prentice presented an overview of the Brown Act and answered questions on Board Members visiting. 5.2. Report and Discussion: Active Transportation Plan Scott Mass attended to report and discuss the Active Transportation Plan. 5.3. Discussion: Caltrans Markleeville signage Brian Peters reported on the Caltrans Markleeville signage placement. 5.4. Discussion: Markleeville Welcome Signs Mary Rawson and Mark Schwartz updated on activity and fund raising, they have collected $3000.00 and contracted with Bill Rose for the refurbishment of the signs. The project is underway. Mary Rawson requested $500.00 in additional funds from the Frontier Grant to complete the project. It may be more as the Sign group anticipated a cost overrun of 10-15%. Since David Griffith and Terry Woodrow would be hearing and determining the appropriation of the Frontier grant funds as a County Board of Supervisor, Woodrow left the room during the Committee deliberation and voting on the recommendation to the Board of Supervisors. David Griffith stated he had no conflict and remained. Motion: Sweeney/ Second Baker to approve the use of Grant funds for refurbishment of the signs not to exceed the total grant amount of $1166.67. The sign group will submit a project completion report with an invoice showing completed cost before grant funds are distributed. The motion included a recommendation to the Board of Supervisors. Woodrow returned to the Committee room after the vote. AYES: Hartnett, Schwartz, Griffith, Rawson, Jang, Sweeney, Baker ABSTAIN: MOTION CARRIED 5.5. Review and Possible Action on County Flyer RCRC wanted the County flyer promoting Alpine County; it is now being done by Chico State and will be sent to David Griffith. Terry Woodrow had numerous comments and edits. Karrie Baker suggested the Chamber of Commerce do the marketing instead of EDAC, all members agreed. 6. OTHER BUSINESS David Griffith reported that Heartland Timber Homes visited the Alpine Biomass Collaborative. They are looking for a location in the western US for a manufacturing plant for their product. There would potentially be 8 jobs associated with the manufacturing plant. Humboldt Toiabye Ranger District and Lake Tahoe Basin Management Unit believe there is sufficient timber to support the manufacturing. Alpine Biomass Collaborative has applied for an Economic Development Administration grant to look at excess biomass and improving the local economy. Mary Rawson reported on the Welcome Guide Group promoting Pop Up Tent Business in Markleeville along Hwy 89 for 2-5 days. Mark Schwartz reported that his business; California Alps Cycling will be offering shirts to promote his business at the Death Ride. 7. NEXT MEETING The next meeting was set for August 14, 2018 at 1:30 p.m. 8.
