(PIERCY 1994) Das Gedicht ›What is a Social Movement‹ von Marge Piercy beschreibt drei Entstehungsphasen einer Protestbewegung: • den Moment, an dem entschieden wird, den Unmut öffentlich kundzutun: when you care to act, • das Stadium, in dem es darum geht, nicht aufzugeben, sondern auf der Rich- tigkeit des Protests zu insistieren: when you do it again after they said no, • die Entwicklung eines Wir-Gefühls unter den Protestierenden: when you say we and know what you mean, das zugleich so offen ist, dass stets neue Mit- glieder dazu gehören können: and each day you mean one more. In nahezu jeder Situation, auch im Alltag, kann es zu Protest kommen, was meist einen Konflikt nach sich zieht. »Jede Kommunikation lädt zum Protest ein. So- bald etwas Bestimmtes zur Annahme angeboten wird, kann man es auch negie- ren«, schreibt Niklas Luhmann (1984, S. 238). Demnach protestieren wir zuwei- len oder andere richten ihren Protest gegen uns – denn Protest ist eine Form der Kommunikation, die dazu dient, Unmut öffentlich kundzutun (lat. protestari = öffentlich aussagen, bezeugen). Typischerweise beginnt Protest mit einem ›Nein‹. Zum einen kann sich dieses Missfallen auf eine neu eingetretene Situa- 8 | BEWEGTE ORGANISATION ODER ORGANISIERTE BEWEGUNG? tion beziehen, wie zum Beispiel Proteste gegen die Einführung von Studienge- bühren oder gegen die Erhöhung der Steuern. Zum anderen können mit Protest auch bestehende Zustände infrage gestellt werden, wie die ungleiche Stellung von Mann und Frau, die gesetzliche Benachteiligung von homosexuellen gegen- über heterosexuellen Partnerschaften oder die Korruption in der staatlichen Bü- rokratie. Protest verneint also zuvorderst Zustände, ohne sogleich Alternativen zu ihnen anzubieten. Aus der Ablehnung eines Zustandes folgt erst im Konflikt eine Dynamik, die diesen Zustand durch die Entwicklung von konkreten Alter- nativen zu verändern vermag.1 Sozialwissenschaftliche Theorien gehen zumeist davon aus, dass die gesell- schaftliche ›Realität‹ keine objektive Größe ist. Vielmehr werden in allen Inter- aktionen ›Gesellschaft‹ und ihre Strukturen immer wieder aufs Neue hervorge- bracht (Giddens 1988). Protest ist Teil dieses Herstellungsprozesses, aber im Unterschied zu einer Anpassung unserer Handlung an gesellschaftliche Erwar- tungen reproduziert Protest nicht die bestehenden Muster, sondern versucht diese vielmehr infrage zu stellen oder gar zu negieren.2 Ziel von Protest ist es also, Ge- sellschaft zu ändern oder gegen Veränderung zu schützen und so eine – aus der Perspektive der Protestierenden – ›bessere‹ Gesellschaft zu erstreiten oder zu er- halten. Protest am bestehenden System ist ein Ausgangspunkt sozialen Wandels und damit auch Ausdruck eines Wunsches nach Veränderung. Die Intention eines Protests kann aber auch sein, sozialen Wandel zu verhindern. In beiden Fällen muss Protest eine ausreichende Zahl von Anhängern/-innen finden; er muss zu einer Protestbewegung werden, um sozialen Wandel anzustoßen oder zu verhin- dern. Gewinnt Protest breite Zustimmung, so entfaltet er seine Dynamik und wird zu einem kollektiven Wunsch nach einer anderen gesellschaftlichen ›Reali- tät‹. Eine solche Protestbewegung ist etwa nach Raschke (1991, S. 32) definiert als (kollektiver) Akteur, »[der] mittels variabler Organisations- und Aktionsfor- men das Ziel verfolgt, grundlegenden sozialen Wandel herbeizuführen, zu ver- hindern oder rückgängig zu machen.« (S. 32) 1 Widerstand ist eine Konsequenz des Protests, die darin besteht, andere daran zu hin- dern, (weiterhin) das zu tun, gegen das man sich wendet. 2 Die Art und Weise, wie protestiert wird, kann dabei allerdings sehr wohl etablierten Mustern folgen: Zahlreiche Bücher können als Inspirationsquelle oder Anregung für Protest herangezogen werden (Brünzels und Blissett 2012; Schönberger

    Another Europe Given the recent focus on the challenges to representative democracy, and the search for new institutions and procedures that can help to channel increasing participation, this book offers empirical insights on alternative conceptions of democracy and the actors that promote them. With a focus on the conceptions and practices of democracy within contempo- rary social movements in Europe, this volume contributes to the debate on the dif- ferent dimensions of democracy, especially on representation and participation. The book explores the transnational dimension of democracy and addresses a relevant, and little analysed aspect of Europeanization: the Europeanization of social move- ments. From a methodological point of view, the research innovates by covering a group of individuals traditionally neglected in previous studies: social movement activists. The various chapters combine analysis of the individuals’ attitudes and behaviour with that of the organizational characteristics, procedures and practices of democracy.     Democratic Marxism Series Series Editor: Vishwas Satgar The crisis of Marxism in the late twentieth century was the crisis of orthodox and vanguardist Marxism associated mainly with hierarchical communist parties, and which was imposed – even as state ideology – as the ‘correct’ Marxism. The Stalinisation of the Soviet Union and its eventual collapse exposed the inherent weaknesses and authoritarian mould of vanguardist Marxism. More fundamentally, vanguardist Marxism was rendered obsolete but for its residual existence in a few parts of the world, including authoritarian national liberation movements in Africa and in China. With the deepening crises of capitalism, a new democratic Marxism (or democratic historical materialism) is coming to the fore. Such a democratic Marxism is characterised in the following ways: • Its sources span non-vanguardist grassroots movements, unions, political fronts, mass parties, radical intellectuals, trans­­­­national activist networks and the progressive academy; • It seeks to ensure that the inherent categories of Marxism are theorised within constantly changing historical conditions to find meaning; • Marxism is understood as a body of social thought that is unfinished and hence challenged by the need to explain the dynamics of a globalising capitalism and the futures of social change; • It is open to other forms of anti-capitalist thought and practice, including currents within radical ecology, feminism, emancipatory utopianism and indigenous thought; • It does not seek to be a monolithic and singular school of thought but engenders contending perspectives; • Democracy, as part of the heritage of people’s struggles, is understood as the basis for articulating alternatives to capitalism and as the primary means for constituting a transformative subject of historical change.

La plupart de ses publications déclenchent de violentes polémiques et des intimidations au plus haut niveau (cf. infra). Le site a également dû faire face à des problèmes techniques et financiers (cf. infra) qui menacent son existence même[16]. Cependant, son action trouve aussi des défenseurs, y compris dans les pays francophones : le Parti pirate suédois qui, à l'été 2010, a proposé d'héberger WikiLeaks 2 gracieusement WikiLeaks[17] ; Reporters sans frontières qui, en décembre 2010, a dénoncé la censure infligée à WikiLeaks[18] ; La Quadrature du Net, citée par Julian Assange durant sa résidence surveillée en Angleterre[19], etc.

    On Open Space: Explorations Towards a Vocabulary of a More Open Politics1 Jai Sen CACIM, A-3 Defence Colony, New Delhi 110 024, India; [email protected] Abstract: Drawing on my work in and on architecture, urban planning, and socio-political movement including the World Social Forum (WSF), I attempt to critically engage with the increasingly widely used concept of open space as a mode of social and political organising. Arguing that open space, horizontality, autonomous action, and networking are now emerging as general tendencies in the organisation of social relations, and that the WSF is a major historical experiment in this idea, I try to open up the concept to a more critical understanding in relation to the times we live in. In particular, I argue that the practice of open space in the WSF makes manifest three key movement principles: self-organisation, autonomy,and emergence. By exploring its characteristics and contradictions, I also argue that open space cannot be provided and only exists if people make it open, and that in this sense it is related to, but different from, the commons. It belongs to urban planning, architecture, and landscape architecture, but it is equally used in the disciplines of office and workspace planning, education and knowledge systems, social management, conflict resolution and transformation initiatives, and now also social and political practice.

Opening reflections for a GTI Forum Roberto Savio Looking Back The first World Social Forum in 2001 ushered in the new century with a bold affirmation: “Another world is possible.” That gathering in Porto Alegre, Brazil, stood as an alternative and a challenge to the World Economic Forum, held at the same time an ocean away in the snowy Alps of Davos, Switzerland. A venue for power elites to set the course of world development, the WEF was then, and remains now, the symbol for global finance, unchecked capitalism, and the control of politics by multinational corporations. The WSF, by contrast, was created as an arena for the grassroots to gain a voice. The idea emerged from a 1999 visit to Paris by two Brazilian activists, Oded Grajew, who was working on corporate social responsibility, and Chico Whitaker, the executive secretary of the Commission of Justice and Peace, an initiative of the Brazilian Catholic Church. Incensed by the ubiquitous, uncritical news coverage of Davos, they met with Bernard Cassen, editor of Le Monde Diplomatique, who encouraged them to organize a counter-Davos in the Global South. With support from the government of Rio Grande do Sul, a committee of eight Brazilian organizations launched the first WSF. The expectation was that about 3,000 people attend (the same as Davos), but instead 20,000 activists from around the world came to Porto Alegre to organize and share their visions for six days. WSF annual meetings enjoyed great success, invariably drawing close to 100,000 participants (even as high as 150,000 in 2005).
