Investment support is provided to modernize and expand urban water supply and sanitation while strengthening relevant institutions to enhance efficiency, productivity and sustainability in water use. Mangalore 24x7 water supply distribution network subproject is one of the subprojects proposed in Tranche 2. Categorization. ADB requires the consideration of environmental issues in all aspects of the Bank’s operations, and the requirements for environmental assessment are described in its Safeguard Policy Statement (SPS), 2009. The proposed projects are categorized as A, B, C or FI to determine the level of environmental assessment required1. Mangalore water supply subproject is classified as environmental category B as per ADB SPS, 2009 as no significant impacts are envisioned. Accordingly, this initial environmental examination (IEE) report has been prepared. The bulk water supply components proposed under the government funding are required for successful operation of this package. Thus, due diligence for both ADB- and government-funded components have been included in this IEE. Subproject Scope. The subproject formulated under this Investment Program to address gaps in current water supply system. Detailed design of all the subproject components was completed prior to the bidding. As of now the on-ground design validation survey of subproject components are ongoing, the next update of IEE will reflect the results from completed detailed design and design validation survey. This IEE reflect the latest components as per partially completed design validation survey, which includes the following. Scope of work / components as per Latest Scope of work / components as per ongoing detailed design design validation survey (i) clear water feeder mains of 59.45 kilometer (i) Laying of new clear water feeder mains of DI/MS (km) of diameter 200 millimeter (mm) to 660 46.94 Kms. of diameter 200mm to 660mm to overhead mm to overhead tanks (OHTs) and ground tanks and Ground Level Storage Reservoirs. level service reservoirs (GLSRs) (ii) 14 OHTs and 2 GLSRs, (ii) Construction of 14 OHTs (Over Head Tanks) and 2 GLSRs (Ground Level Storage Reservoirs) (iii) distribution network of 789 km (diameter (iii) Laying of 982.80 kms of distribution network in 63 mm to 500 mm); and uncovered areas and 405.93 kms of rider and parallel lines (diameter 63 mm to 500 mm); HDPE and DI. These impacts may affect an area larger than the sites or facilities subject to physical works. An environmental impact assessment is required. (ii) Category B: A proposed project is classified as category B if its potential adverse environmental impacts are less adverse than those of category A projects. These impacts are site-specific, few if any of them are irreversible and, in most cases, mitigation measures can be designed more readily than for category A projects. An initial environmental examination is required. (iii) Category C: A proposed project is classified as category C if it is likely to have minimal or no adverse environmental impacts. No environmental assessment is required although environmental implications need to be reviewed. (iv)
