Preface Competition over natural resources, especially land, has become an issue of major concern and cause of conflict among the pastoral and farming populations of the Sahel and the Horn of Africa. Sudan, where pastoralists still constitute more than 20 percent of the population, is no exception. Raids and skirmishes among pastoral communities in rural Sudan have escalated over the recent years. -

ENERGY COUNTRY REVIEW Sudan keyfactsenergy.com KEYFACTS Energy Country Review Sudan Most of Sudan's and South Sudan's proved reserves of oil and natural gas are located in the Muglad and Melut Basins, which extend into both countries. Natural gas associated with oil production is flared or reinjected into wells to improve oil output rates. Neither country currently produces or consumes dry natural gas. In Sudan, the Ministry of Finance and National Economy (MOFNE) regulates domestic refining operations and oil imports. The Sudanese Petroleum Corporation (SPC), an arm of the Ministry of Petroleum, is responsible for exploration, production, and distribution of crude oil and petroleum products in accordance with regulations set by the MOFNE. The SPC purchases crude oil at a subsidized cost from MOFNE and the China National Petroleum Corporation (CNPC). The Sudan National Petroleum Corporation (Sudapet) is the national oil company in Sudan. History Sudan (the Republic of the Sudan) is bordered by Egypt (north), the Red Sea, Eritrea, and Ethiopia (east), South Sudan (south), the Central African Republic (southwest), Chad (west) and Libya (northwest). People lived in the Nile valley over 10,000 years ago. Rule by Egypt was replaced by the Nubian Kingdom of Kush in 1700 BC, persisting until 400 AD when Sudan became an outpost of the Byzantine empire. Appel, Chair The world’s newest state, South Sudan, became independent in July 2011. In 2013, after the outbreak of the still-ongoing South Sudanese civil war, the UNHCR declared a refugee crisis and continues to document the displacement of millions of South Sudanese citizens. In 2016, Crazy Fox, a popular South Sudanese musician, released a song entitled “Ana Gaid/I am staying.” His song compels us to pay attention to those in South Sudan who have chosen to stay, or to return and still other African regionals from neighboring countries to arrive. The goal of this thesis is to explore the “Crown Lodge,” a hotel in Juba, the capital city of South Sudan, as one such site of arrival, return, and staying put. Paying ethnographic attention to site enables us to think through forms of spatial belonging in and around the hotel that attached racial meaning to national origin and regional identity. ii The thesis of Zachary C. United Nations S/2021/322 Security Council Distr.: General 1 April 2021 Original: English Letter dated 1 April 2021 from the Secretary-General addressed to the President of the Security Council I have the honour to refer to paragraph 31 of resolution 2550 (2020), in which the Security Council requested that I hold joint consultations with the Governments of the Sudan, South Sudan and Ethiopia, as well as other relevant stakeholders, to discuss an exit strategy for the United Nations Interim Security Force for Abyei (UNISFA) and develop options for its responsible drawdown and exit. I further refer to the request of the Security Council that I report no later than 31 March 2021, elaborating on those options, which should prioritize the safety and security of civilians living in Abyei, account for the stability of the region and include an option for a responsible drawdown and exit of UNISFA that is not limited by implementation of the 2011 agreements. Pursuant to the above request, my Special Envoy for the Horn of Africa undertook consultations in February and March 2021. Consultations with the transitional Government of the Sudan took place in Khartoum through discussions with the Chair of the Sovereign Council, Lieutenant General Abdel Fattah Al-Burhan; the Prime Minister, Abdalla Hamdok; the Minister for Foreign Affairs, Mariam Al-Sadiq Al-Mahdi; the Minister of Defence, Lieutenant General Yassin Ibrahim Yassin; and representatives of the Abyei Joint Oversight Committee. Owing to the severe impact of coronavirus disease (COVID-19) in South Sudan, consultations with the Government of South Sudan were held remotely and in writing through the Minister for Foreign Affairs and International Cooperation, Beatrice Khamisa Wani- Noah, and the Minister of East African Community Affairs, Deng Alor, holder of the Abyei portfolio. -

Its aim is to inform and engage those working on, and interested in, law reform and human rights in Sudan. The present issue contains an annotated compilation of key recommendations made by regional and international human rights bodies, as well as states during the Universal Periodic Review process, and, in so far as available, responses by Sudan thereto. It focuses on legislative reforms, particularly in relation to serious human rights violations. This issue seeks to provide a useful reference document for all actors concerned and to identify priority areas for engagement, particularly in the context of the pending review of Sudan’s state party report by the UN Human Rights Committee. Constitution – Making in the Sudan: Past Experiences Prof. Ali Suleiman Fadlall A paper presented at the Constitutionmaking Forum: A Government of Sudan Consultation 2425 May 2011 Khartoum, Sudan With support from Advisory Council for Human Rights 1 Introduction: In 1978, upon my return to Sudan from Nigeria, I found that one of my predecessors at the Faculty of Law, University of Khartoum, had set up a question in constitutional law for the first year students asking them to comment on the following statement: “Since the time of the Mahdi, the history of the Sudan has been a history of a country in search for a constitution.” In 1986, I contributed a chapter on constitutional development in the Sudan to a book of essays on the politics of the country, published under the title of Sudan Since Independence. The editors, and myself chose for my easy the heading of “The Search for a Constitution”. Now, a quarter of a century later, and more than fifty years since the country became independent, it seems that that perennial search for a constitution has not, yet, been successful concluded. In this brief essay, I intend to look at past endeavors in constitution making in this country. It is just possible that previous constitutional making processes may have been so flawed, that the structure that they thought to build could not withstand the test of time. Hence; they always came crumbling down. In some cases, some of these structures were not even finished. ConstitutionMaking: Constitutions can be created through different methods and devices. -
