The concert was attended by RA President Serzh Sargsyan and His Holiness Karekin II, Catholicos of All Armenians. On October 17, delegates visited the Tumo Center for Creative Technologies. The state-of-the-art Tumo Center has quickly become distinguished for the opportunities it provides to young people. Following the visit, delegates attended the open-air concert of Dorians rock band and the Tumo kids in front of the Tumo Center. NOUBAR AFEYAN DURING THE 87TH GENERAL ASSEMBLY IN ARMENIA On Saturday, October 13, 2012, AGBU kicked off its 87th General Assembly (GA) in Yerevan, bringing together hundreds of international delegates to discuss the strong role that the organization will continue to play in Armenia and around the world. The week full of activities marked the beginning of a vibrant new chapter in AGBU's 100-plus year history. It is a chapter that will be led in large part by the esteemed AGBU Central Board, which has re- elected many of its members and welcomed a new colleague, Dr. Noubar Afeyan. During the AGBU Gen- eral Assembly Session on Saturday, October 20, which was led by President Berge Setra- kian and attended by the Prime Minister of Armenia Mr. Tigran Sargsyan, ten of AGBU Dr. Noubar Afeyan Central Board members were formally re-elected to their positions. Each will now serve an additional four-year term. The AGBU Central Board, already comprised of the Armenian diaspora community's prominent individuals, will find even greater strength in numbers with the addition of Dr. Afeyan, who was unanimously elected. Dr. Afeyan brings with him decades of experience in both the public and private sectors, with a particular focus on promoting development in Armenia. He is the founder, Managing Partner and CEO of Flagship Ven- tures, as well as a Senior Lecturer at MIT's Sloan School of Management, where he has taught courses on technol- ogy entrepreneurship, innovation, and leadership since 2000. During his 25-year career as inventor, entrepreneur, CEO and venture capitalist, Dr. Afeyan has co-founded and helped build 25 life science and technology startups. Dr. Afeyan is also the co-founder and board member of the National Competitiveness Foundation of Armenia, a pri- vate-public partnership that encourages Armenia's eco- nomic growth. Eight members of the Union, and three individuals who have demonstrated exceptional service to Armenia, were honored during AGBU's 87th General Assembly, in Armenia on October 20, 2012. In attendance were Armenia's Prime Minister Tigran Sargsyan, Diaspora Minister Hranush Hakobyan, Catholicos of All Armenians Karekin II, and AGBU's leadership and delegates from around the world. AGBU MEDAL BESTOWED FOR OUTSTANDING SERVICES TO HOMELAND For their outstanding services rendered to the homeland, Gabriel Djambardji, Smpad Lpudyan and Ralph Yirikian were recognized with the AGBU Medal. A noted philanthropist and president of the Pyunik Foundation, which focuses on education in Armenia, Mr. Gabriel Djambardji has contributed generously to various projects in the homeland, including financial assistance to schools to modernize their facilities and to the recent refurbishment of the Matenadaran. He and his wife Kohar, who are Syrian diasporans, are generous patrons of their local community and various religious endeavors within the Armenian Apostolic Church. Mr. Smpad Lpudyan, who holds the world's highest chess title of Grandmaster, has used his expertise for years to cultivate the talents of Armenian youth and ensure that Armenia maintains its strong foothold in the world of chess. As Vice President of the Armenian Chess Federation, headed by President Serzh Sargsyan, he cooperates closely with AGBU to organize the annual Interschool Republi- can Chess Tournament, which brings together over 5,000 students from Armenia, Karabakh and the Armenian schools in the Javakh region of Georgia, many of whom have followed in his footsteps, rising to the professional level. Mr. Ralph Yirikian, a Lebanese diasporan and General Manager of one of Armenia's largest companies, VivaCell-MTS, is dedicated to advancing Armenia's well-being through corporate social responsibility initiatives. VivaCell is recognized as a leader in sponsoring so- cial and educational programs and events. Mr. Yirikian has received numerous awards, including the Presidential Shield from the Presi- dent of Lebanon, the Movses Khorenatsi Medal from the President of Armenia and the St.

    RA Prime Minister Tigran Sargsyan’s Statement at Presentation of FY 2009 State Budget to RA National Assembly Honorable President of the National Assembly, Dear Members of Parliament, In accordance with Article 90 of the Constitution of the Republic of Armenia, the Government of the Republic of Armenia is hereby submitting to the National Assembly the FY2009 State budget bill. This bill is based on the government program as approved earlier this year by the National Assembly, which was developed based on the key provisions of the RA national security strategy and poverty reduction strategic paper, as well as on the electoral programs of the RA President and the coalition parties and the basic provisions of the political agreement. I have already had the opportunity to present the State budget’s main logic and underlying principles, as well as to address the four key factors necessary for overcoming the financial crisis. Now, I would like to concentrate on such important aspects of the Government’s economic policy as are standing out against the background of continued global economic and financial downturn. GLOBAL ECONOMIC AND FINANCIAL CRISIS The global financial crisis manifests itself in a sharp decrease of financial assets, liquidity, financial institutions’ capitalization and total lack of confidence. Market participants’ behavior is largely influenced by the bankruptcy of hundreds of companies and a breakdown in the work of developed countries’ financial markets. For the first time in history, the economics of the United States which is a key global actor, recorded a clear inflow of investment to mark the end of the dollar-triggered economic expansion.

It was chaired jointly by His Eminence Cardinal Kurt Koch, President of the Pontifical Council for Promoting Christian Unity, and by His Eminence Metropolitan Bishoy of Damiette. Joining delegates from the Catholic Church were representatives of the following Oriental Orthodox Churches: the Antiochian Syrian Orthodox Church, the Armenian Apostolic Church (Catholicosate of All Armenians), the Armenian Apostolic Church (Holy See of Cilicia), the Coptic Orthodox Church, the Ethiopian Orthodox Tewahedo Church, and the Malankara Orthodox Syrian Church. No representative of the Eritrean Orthodox Tewahdo Church was able to attend. The two delegations met separately on January 26. Plenary sessions were held on January 27, 28, 29 and 30, each of which began with a brief prayer service based on material prepared for the Week of Prayer for Christian Unity. On 5 June 1960, Saint Pope John XXIII established a ‘Secretariat for Promoting Christian Unity’ as one of the preparatory commissions for the Council. In 1966, Saint Pope Paul VI conrmed the Secretariat as a permanent dicastery CUMENICA of the Holy See. In 1974, a Commission for Religious Relations with the Jews was established within the Secretariat. In 1988, Saint Pope John Paul II changed the Secretariats status to Pontical Council. Œ e Pontical Council is entrusted with promoting an authentic ecumenical spirit in the Catholic Church based on the principles of Unitatis redintegratio and the guidelines of its Ecumenical Directory rst published in 1967, and later reissued in 1993. e Pontical Council also promotes Christian unity by strengthening relationships CTA with other Churches and Ecclesial Communities, particularly through A theological dialogue. e Pontical Council appoints Catholic observers to various ecumenical gatherings and in turn invites observers or ‘fraternal delegates’ of other Churches or Ecclesial Communities to major events of the Catholic Church.
