CRUMP, Assistant Editor FOREWORD This report is of principal interest to those concerned with the estimation of travel demand in urban areas with populations of 50,000 or less. Transportation planners By Staff concerned with growth of small urban areas and/or improving mobility of residents Transportation in small urban areas will find this report to be helpful in developing plans for Research Board highways, streets, and public transportation. The report stresses the importance of organizing transportation planning procedures to generate solutions for the specific problems of concern to a small urban area. Examples of several typical problems are given, together with the recommended procedures to follow. The nature of small urban area transportation problems is described in terms of scale, purpose, time frame, and level of detail. These elements are considered within the context of institutional arrangements, personnel, and finances. Land-use input to transportation planning techniques was found to be most appropriately developed by hand methods heavily dependent upon the planner's knowledge of the urban area and the exercising of professional judgment in an ad hoc or opportunistic fashion. Four types of transportation plan• ning techniques were recommended for application in small urban areas: (a) net• work simulation based on synthetic models and a small-sample household survey, (b) consumer-oriented transit planning, (c) simple techniques for corridor analysis, and (d) hand-computation-oriented procedures for estimating localized impacts of major traffic generators. Under each type, existing techniques were reviewed and tested (to varying levels). Examples are: cross classification and synthetic models under network analysis, corridor growth traffic forecasting model, use of work trip to update continuing transportation studies, development of a consumer- oriented approach to determining local transit needs, and providing activity center traffic estimates to assist in assessing the localized impact of land-use changes on the transportation system. In the United States in particular, fixed-guideway transit’s land use-shaping capability has been an important justification and goal for transit investment. In fact, today’s U.S. federal funding policies increasingly focus on achieving transit-oriented real estate development near new transit infrastructure. However, the widespread implementation of transit and land use coordination practices has been considered an uphill battle. The academic literature suggests the most effective practice may be for U.S. transit planners to locate transit stations where pre-existing conditions are advantageous for real estate development or transit investments can generate the political will to dramatically alter local conditions to make them amenable to real estate development. Technological determinism has become a kind of religion for many people since it appears to offer solutions for societal problems as never before in history. Transport is one of the fascinating technology branches developed during the last 200 years. Effortless movement over long distances has become possible for car users as long as cheap fossil energy is available. However, the effect of fast transport on urban structures and society was not taken into account when develop- ing these technical means. Technologists and economists have used indicators for expected benefits of these fast transport modes without taking into account the real system effects on society and urban structures. Plausible assumptions and hopes instead of scientific understanding of the complex system are used in practice. In contradiction to widely held beliefs of transportation planners, there is actually no growth of mobility if counted in number of trips per person per day, no time saving by increasing speed in the system, and no real freedom of modal choice.     SMART GROWTH Fernando Costa, David Crossley, Mike Brennan, and Greg Baker In recent years, the term "smart growth" has become increasingly popular as public officials around the country have sought long-term, sustainable solutions to the urgent social, economic, and environmental issues that face our cities and metropolitan areas. A wide variety of national organizations, ranging from the Sierra Club to the National Association of Home Builders, have adopted policy statements that explicitly favor some form of smart growth. From coast to coast, many states have provided leadership on growth management issues, even as they have reaffirmed that the responsibility for resolving those issues lies mainly at the local level. The American Planning Association will consider, at its Chicago Conference in April 2002, the following definition: Smart Growth is the planning, design and development and revitalization of our communities to promote community and equity, to create a sense of place and to preserve our natural as well as cultural resources. Smart Growth enhances _ecological integrity over both the short and long term, and improves quality of life for all by expanding the range of transportation, employment and housing choices in the region in a fiscally responsible manner.
