FIRST MEETING OF THE COUNCIL OF THE BOROUGH

MINUTES of the first Meeting of the Council of the , held at the New School Hall, Harrow Grammar School for Boys, Gayton Road, Harrow, on Wednesday, 20th May, 1964, at 7.30 o'clock in the afternoon.

His Worship the of Harrow (Alderman Gerald F. Gibbons, J.P.), in the Chair, called for nominations for the election of Chairman of the Council, whereupon it was proposed by Jordan, and seconded by Councillor Sellers, that Mr. Harold Grainger be elected Chairman of the Council of the London Borough of Harrow for the period until the first Mayor becomes entitled to act on 1st April, 1965. There being no other nominations, it was Resolved: [1] That Mr. Harold Grainger be elected Chairman of the Council of the London Borough of Harrow for the period until the first Mayor becomes entitled to act on 1st April, 1965. The Mayor thereupon vacated the Chair, and the newly elected Chairman of the Council, having made and subscribed the Declaration of Acceptance of Office, according to law, took the Chair. The Chairman returned thanks for his election. VOTE OF THANKS TO HIS WORSHIP THE MAYOR OF HARROW. Upon motion by Councillor F. L. Rees, duly seconded by Councillor Bailey, J.P., it was unanimously Resolved: [2] That the sincere thanks of the Council be tendered to His Worship the Mayor of Harrow (Alderman Gerald F. Gibbons, J.P.) for presiding over the election of Chairman of the Council of the London Borough of Harrow. His Worship the Mayor returned thanks.

ELECTION OF NINE ALDERMEN. The Town Clerk reported that, pursuant to Article 7 of the Charter of Incorporation, nine Aldermen were to be elected, four of whom would retire in 1967, and five in 1970. The Chairman of the Council (Mr. Harold Grainger) being a candidate for election as Alderman of the Borough, invited the Council to appoint a Coun­ cillor as Chairman (not being an Aldermanic candidate) pro tern, for the purpose of conducting the Aldermanic election. Whereupon, on a motion by Councillor Hines, and seconded by Councillor Rouse, Resolved: [3] That Councillor Mote do take the Chair for the Aldermanic Election. The Chairman (Councillor Mote) thereupon declared the candidates named in Col. Grainger. Each newly elected Alderman made and subscribed the Declaration of Acceptance of Office, according to law. The Chairman expressed the thanks of the Council to Councillor Mote for presiding over the election of Aldermen.

APPOINTMENT OF DEPUTY CHAIRMAN OF THE COUNCIL. The Chairman of the Council (Alderman H. Grainger) signified in writing that he had appointed Stanley Russell Miller to be Deputy Chairman of the Council for the ensuing period, until the first Mayor becomes entitled to act on 1st April, 1965.

WELCOME TO MEMBERS OF THE COUNCIL. The Chairman of the Council extended a warm welcome to all Members of the newly elected Council of the London Borough of Harrow.

MOTION OF LOYAL DUTY TO HER MAJESTY THE QUEEN. Upon motion by the Chairman of the Council, Resolved: [4] That the Chairman, Aldermen and Councillors of the London Borough of Harrow, as their first act following on their constitution, do humbly tender to Her Majesty the Queen (who graciously granted to Harrow in 1954, the first charter of her reign) a unanimous expression of their loyal duty and warm affection, and thanks for the grant of the charter in respect of the London Borough of Harrow. MOTION OF GOODWILL TO THE COUNCIL. Upon motion by Councillor F. L. Rees, seconded by Alderman Alien, J.P., Resolved: [5] That the Chairman, Aldermen and Councillors of the London Borough of Harrow, do hereby instruct the Town Clerk to convey to the Chairman, Aldermen and Councillors of the , an assurance of the goodwill and co-operation of the Council in the administration of the functions entrusted to them.

ELECTION OF BOROUGH COUNCILLORS, 7th MAY, 1964. The Acting Town Clerk reported that at the election of Borough Councillors held on 7th May, 1964, the following persons had been duly elected as Borough Councillors for the respective Wards mentioned below, to hold office for a period of three years expiring in 1967, and had each made and subscribed the Declaration of Acceptance of Office according to law. RETURNING OFFICER'S ACCOUNT. Upon motion by the Chairman of the Council, Resolved: [6] That the Council do hereby authorise payment of the Returning Officer's account in respect of the first elections of the Council of the Borough of Harrow, held on 7th May, 1964.

ADOPTION OF STANDING ORDERS AND FINANCIAL REGULATIONS. Upon motion by the Chairman of the Council, Resolved: [7] That the Council do hereby adopt the Standing Orders and Financial Regula­ tions of the Harrow Borough Council (as circulated), making the necessary changes.

DATES OF STATUTORY AND ORDINARY MEETINGS OF THE COUNCIL. REMUNERATION OF THE CHAIRMAN OF THE COUNCIL AND USE OF CAR. In view of the financial aspect of this item, it was moved by Alderman Jordan, and seconded by Alderman Collins, and Resolved: [9] That the Deputy Chairman do take the Chair for discussion of Item 10 of the Council Agenda. Whereupon the Chairman of the Council vacated the Chair, and the Deputy Chairman (Alderman S. R. Miller) took the Chair. Upon motion by Alderman Jordan, seconded by Alderman Collins, Resolved: [10] That, pursuant to the powers contained in Article 6 (5) of the London Authorities (Meetings) Order, 1964, the Council approve payment of the reasonable expenses of the Chairman of the Council in carrying out the duties of his Office including the use of a car as required. Alderman Grainger then resumed the Chair.

APPOINTMENT OF SPECIAL COMMITTEE. It was moved by Alderman Jordan, seconded by Alderman Alien, J.P., and Resolved: [11] That the following be appointed a Special Committee of the Council with the terms of reference set out below: Alderman Grainger (Chairman of the Council), Aldermen Alien, J.P., Bailey, J.P., Collins, Jordan and Miller; Councillors Buckle, Mrs. Edwards, Harrison, Jones, Lovell, B.E.M., Mote, Mrs. Nott Cock, F. L. Rees, Sellers and Sheldrake. Terms of Reference: (1) To consider and report to the Council, at their Quarterly Meeting to be held on 16th July, 1964, with recommendations as to: (a) A Committee structure for the Council; and (b) The appointment of Members of the Council to serve on Standing Com­ mittees until the appointment of successors at the Annual Meeting of the Council to be held on 1st April, 1965, or until prior retirement, as the case may be. (2) To take executive action, on behalf of the Council, in urgent matters arising in the period until the First Quarterly Meeting of the Council of the Borough, to be held on 16th July, 1964.

ADOPTION OF TEMPORARY COMMON SEAL. Upon motion by the Chairman of the Council, Resolved: [12] That the Council do adopt, temporarily, the Common Seal of Harrow Corporation subject to the inclusion, beneath the seal impression, of the words " The London Borough of Harrow." 10

APPLICATION FOR GRANT OF ARMORIAL BEARINGS. Upon motion by the Chairman of the Council, Resolved: [14] That the Acting Town Clerk be instructed to make application to the College of Arms for the Grant of a Royal Licence to assume, unaltered, the Armorial Bearings of the Borough of Harrow.

THE GREATER LONDON COUNCIL: MESSAGE OF GOODWILL AND CO-OPERATION. The Chairman of the Council read the following letter from the Acting Clerk to The Greater London Council: The agenda paper for the first meeting of the Greater London Council included the following motion standing in the name of the Leader of the Council (Mr. Fiske) and the Leader of the Opposition (Sir Percy Rugg): _ That an assurance be conveyed to the London Borough Councils to be elected on 7th May, 1964, of the goodwill and co-operation of the Council in the administration of Greater London. The mover and seconder spoke in warm terms, and clearly voiced the feelings of members. The motion was carried unanimously.

MIDDLESEX : MESSAGE OF GOODWILL. The Chairman of the Council read the following letter from the Clerk of the County Council: The County Council has adopted a resolution conveying to the new in Middlesex its goodwill on their formation. I shall be grateful, therefore, if you will inform the Council of the new London 11 Borough of Harrow that the , on the occasion of its first meeting, has great pleasure in expressing to the Members its greetings and good wishes. In conveying this message, the County Council wishes the new London Borough Council to be informed of its willingness to co-operate with, and offer appropriate facilities to, the new Council during the period up to 31st March, 1965. Upon motion by the Chairman of the Council, Resolved: [15] That the Chairman, Aldermen and Councillors of the London Borough of Harrow, at their Inaugural Meeting, do thank the Middlesex County Council for their good wishes and willingness to co-operate, and for their offer of appropriate facilities in the period to 31st March, 1965, which they heartily reciprocate.

CLOSE OF MEETING. All business having been completed the Chairman of the Council declared the meeting closed at 8.35 p.m.

SPECIAL COMMITTEE: 2nd July, 1964. Present: The Chairman of the Council (Alderman H. Grainger) (in the Chair); the Deputy Chairman of the Council (Alderman Miller); Aldermen Alien, J.P., Bailey, J.P., Collins and Jordan; Councillors Buckle, Mrs. Edwards, Jones, Mote, Mrs. Nott Cock, Sellers and Sheldrake.

PART I. RECOMMENDATIONS. RECOMMENDATION I: Appointment of Standing Committees and Sub­ committees: Orders of Reference and Delegation of Duties. (1) Appointment of Standing Committees and Sub-Committees: As requested by the Council, your Committee have considered the question of a Committee structure for the efficient and expeditious discharge of Council business, and we recommend the appointment of Standing Committees, and Sub-Committees, as set out in the suggested resolution below, subject to review before the end of the Municipal Year, 1965/6, so that any adjustments that may be necessary in the light of experience, may then be made. In submitting this recommendation your Committee wish to mention par­ ticularly the following points: (i) Road Safety: Because of the close ties between Road Safety publicity and Public Relations, we take the view that road safety should be dealt with by a Sub-Committee of the Public Relations Committee. We also suggest that the programme of meetings be arranged so that, in each Committee cycle, the Highways, Street Lighting and Drainage Control Sub-Committee would meet after the Road Safety Sub-Committee, but before the Public Relations Committee. Also, to eliminate delay, we have asked the Chief Officers to report with suggestions for expediting the Committee procedure so that if necessary an urgent matter requiring consideration by the Highways, Street Lighting and Drainage Control Sub-Committee can be dealt with by that Sub-Committee on a direct reference from the Road Safety Sub-Committee. 12

(ii) Old People's Welfare: For this service we recommend the appoint­ ment of a separate Sub-Committee. We envisage that the invaluable assist­ ance of the voluntary bodies, who have contributed so effectively in the past to the cause of welfare for old people in Harrow, through the Harrow Old People's Welfare Committee, would be retained, and that they would continue to play their part as before, except that, under the new organisation, they would report to the Welfare Committee via the Old People's Welfare Sub-Committee. (iii) Health: After very careful consideration, we take the view that it would be wise to limit the number of Sub-Committees of the Health Com­ mittee to two, and to leave the question of the allocation of duties to such Sub-Committees for the Health Committee to decide in the light of ex­ perience. (iv) Special Committee: Your Committee do not consider it necessary at this stage to recommend the appointment of a Vacation Committee to act on behalf of the Council during the ensuing Summer recess. Instead, we recommend that the Council should extend the period within which your Committee may act, from 16th July until 22nd October, 1964 (being the date of the first Council Meeting after the recess); that the Membership of the Special Committee should remain unaltered, but that, because of the holiday period, the two Political Groups of Members should be permitted to nominate Deputy Members. (2) Orders of Reference and Delegation of Duties to Standing Committees and Sub-Committees other than the Education Committee: Your Committee recommend the adoption, provisionally, of the Orders of Reference and Delegation of Duties of Standing Committees and Sub- Committees (other than the Education Committee) copies of which have been circulated, by the Acting Town Clerk, to all Members of the Council. It is recommended that these documents be now referred to the Standing Committees for consideration in detail, and for their views thereon to be referred to the General Purposes Committee, before the end of the present Municipal Year, so that a recommendation for their final adoption may then be made.

(2) That the Council hereby instruct the General Purposes Committee to review the operation of the above-mentioned Committee structure before the end of the Municipal Year, 1965/66; and to report to the Council with recommendations for any changes in the structure that may be necessary. (3) That the period in which the Special Committee, appointed by Council resolution 11 (20th May, 1964), may act, be extended until 22nd October, 1964; the membership of such Committee to remain unaltered; but that the Majority and Minority Political Groups of Members on the Council be 14

authorised to nominate Deputy Members to attend in place of Members originally appointed who may be unable to attend meetings of the Special Committee. (4) That the Council adopt, provisionally, the Orders of Reference and Delegation of Duties to Standing Committees and Sub-Committees (other than the Education Committee) as circulated by the Acting Town Clerk; and that the same be referred to the appropriate Standing Committees for consideration, and report to the General Purposes Committee.

RECOMMENDATION II: Standing Orders and Orders of Reference and Delegation of Duties to the Education Committee. Your Committee have considered Draft Standing Orders for the Education Committee, with Orders of Reference and Delegation of Duties to Sub- Committees, and have incorporated therein certain minor amendments sug­ gested by the General Purposes and Finance Sub-Committee of the Education Committee of the Harrow Council. Copies of such Standing Orders, etc., have been circulated, by the Acting Town Clerk, to all Members of the Council, and your Committee recommend their adoption. Part II of the First Schedule of the Education Act, 1944, requires Local Education Authorities to establish, in accordance with arrangements to be approved by the Secretary of State, Department of Education and Science, such Education Committee as they think it expedient to establish for the efficient discharge of their functions with respect to Education; and it is also laid down that every Education Committee of the Local Education Authority shall include persons of experience in education and persons acquainted with the educational conditions prevailing in the area for which the Committee acts; and at least a majority of the Education Committee must be Members of the Authority. In connection with the preparation of arrangements for the establishment of the Education Committee your Committee have received, and approve, the following points made by the General Purposes and Finance Sub-Committee of the Education Committee of the Harrow Borough Council: (1) That the present arrangement which has secured over the years representation on the Committee for the Churches, teachers and various local organisations, should be continued. (2) That of the proposed membership of the Education Committee of thirty-six, nine should be co-opted members. (3) That advertisements inviting nominations for appointment as co-opted members of the Education Committee be worded to include persons as well as organisations. Resolved to RECOMMEND: (1) That the Council hereby adopt the Standing Orders, and Orders of Reference and Delegation of Duties to Sub-Committees, of the Education Committee, subject to review before the end of the Municipal Year, 1965/66. (2) That the Acting Town Clerk in consultation with the Acting Borough Education Officer be instructed to prepare draft " Arrangements for setting up of an Education Committee " for submission to the Secretary of State, Department of Education and Science, based upon the Standing Orders of the Education Committee now approved, and incorporating the recommenda­ tions of the General Purposes and Finance Sub-Committee as specified in the preamble to this resolution. 15 RECOMMENDATION III: Departmental Organisation. Last year, the Council of the Borough of Harrow appointed a Joint Con­ sultative Committee of Members of the Borough Council and of the Middlesex County Council, who considered, amongst other things, the question of a Departmental Organisation for operating in the Borough, the several services to be transferred from Middlesex County Council and for carrying out the increased duties and functions of the Council as from 1st April, 1965. On the basis of the Joint Consultative Committee's suggestions, the Borough Council recommended for your consideration the under-mentioned Depart­ mental Structure, which your Committee also approve, subject to the same being reviewed before the end of the Municipal Year, 1965/6. RECOMMENDATION V: London Boroughs Committee. In view of the reorganisation of London Government, the Metropolitan Boroughs Standing Joint Committee, the Middlesex Borough and District Councils' Association, and the Outer London Standing Joint Committee, agreed to form a London Boroughs Committee, and a copy of the Constitution of such Committee has been circulated to all Members of the Council. Your Committee are of the opinion that it would be in the Council's interests to become a member of the London Boroughs Committee, and we recommend as follows. Resolved to RECOMMEND: (1) That the Council approve and adopt the Constitution of the London Boroughs Committee, as circulated by the Acting Town Clerk, and hereby agree to become a member of the Committee. (2) That the Acting Borough Treasurer be authorised to pay to the London Boroughs Committee the sum of £100, being the Council's contri­ bution to that Committee for the year 1964/65. (3) That Alderman H. Grainger and Alderman C. E. Jordan be appointed the Council's Representatives to serve on the London Boroughs Committee until the Annual Meeting of the Council in 1967, or prior retirement from the Council, whichever may be the earlier.

RECOMMENDATION VI: Membership of the Association of Municipal Corporations. Your Committee have carefully considered an invitation from the Associa­ tion of Municipal Corporations to become a member of the Association. Your Committee are informed that, as from the Annual Meeting in September of this year, London Boroughs in membership of the Association will serve on the Council of the Association in common with the County Boroughs, by a system of rotation providing for two years on the Council followed by one year off. Moreover, the Constitutions of Committees of the Association will be amended to give adequate representation to the London Boroughs on the various Committees. The Association, by virtue of its representative character and importance, is consulted by Government Departments on matters affecting Local Government necessitating legislative action, and also on less important matters which can be dealt with by Ministerial circular. The Association are also in a position to make strong representations to the Government on any Local Government problem whenever necessary. The annual subscription is based on rateable value, and Harrow's subscrip­ tion would be £560 (subject to review) in a full year. The Association are not proposing to ask London Boroughs for any subscriptions for the period prior to 1st April, 1965, and from that date until 31st December, 1965, only three- quarters of the annual subscription otherwise payable will be charged. 19

Your Committee recommend that the Corporation should become a member of the Association. Resolved to RECOMMEND: That the Council of the London Borough of Harrow do become a member of the Association of Municipal Corporations. (Note: Alderman Alien, J.P., voted against this recommendation.)

RECOMMENDATION VII: Water Resources Act, 1963: Application to Thames Catchment Area and the London Excluded Area: Appointment of Representative. The Minister of Housing and Local Government, the Minister of Agriculture, Fisheries and Food, and the Minister of Transport, propose to incorporate in an order made under section 125 of the Water Resources Act, 1963, a revised constitution for the Thames Conservancy, and to confer the water resources functions of a river authority upon the Conservators in respect of the Thames Catchment above Teddington; and also to confer on them such powers as are necessary to enable them to deal with the resources of water in underground strata in the London excluded area. For the information of the Council, " the London excluded area " means so much of the administrative , and any area adjoining that county, as at the passing of the Water Resources Act, 1963, was not comprised in the Thames Catchment area or the Lee Catchment area or in any river board area. Your Committee report that, for the purpose of appointing representatives of Local Authorities, Harrow is grouped with the London Boroughs of Hillingdon and Hounslow, both of whom suggest, and your Committee concur, that the representatives of the three Boroughs should be appointed by the respective authorities, in alphabetical order, each serving in turn for one year, so that the first representative would be appointed by the London Borough of Harrow. Your Committee have no observations to offer in regard to the draft Order. Resolved to RECOMMEND: That Councillor Maun, C.C., be appointed the Representative of the Council to serve upon the Thames Conservancy, until the appointment of a successor in 1965, or earlier retirement from the Council.

RECOMMENDATION VIII: Office Accommodation. (i) " Hanover House," Lyon Road, Harrow: Your Committee are informed that the Harrow Borough Council have considered alternative methods of providing office accommodation for additional staff which will be transferred to the Borough Treasurer's Department in the Autumn, and to house a com- 20

puter to be delivered in December, 1964; and they have at the same time taken into account the estimated accommodation needs of the new Council, pending the erection of the Civic Centre, Poet's Corner, Wealdstone. They have agreed, subject to the concurrence of the new Council, to take a 21 years' lease of 43,800 sq. ft. of new office accommodation at " Hanover House," Lyon Road, Harrow, at a rental of £38,872 p.a. The lease contains full repairing covenants and prohibits assignments of part, but permits underletting of the whole, or part. The above-mentioned rental is for the building, access roads and car parking spaces, and it would be the Council's responsibility to provide internal parti­ tioning an estimated figure of £9,000 has been given for this provision. When no longer required by the Council, " Hanover House " would be avail­ able as office suites for local professional and business users, and as an adjunct to the Central Harrow Redevelopment proposals. Your Committee understand that, in regard to secondary means of escape, the landlords have agreed that, if Regulations to be made under the Offices, Shops and Railway Premises Act, 1963, require the provision of such facilities, they will install the same at their expense. Otherwise, it will be for the Council, if they are insistent that secondary means of escape be provided, to bear the cost themselves. Also, to clear a misunderstanding regarding the provision of internal illumination, the landlords have offered to allow two weeks' free rent. The Harrow Council suggest the following allocation of accommodation at " Hanover House ": Department Accommodation to be Occupied Borough Treasurer's Ground, 1st and 2nd floors: 16,351 square feet. Health (including Welfare and Third and 4th floors: 13,730 square feet. Children's) Education Fifth and half the 6th floors: 10,510 square feet. Also, Staff Canteen, Rest Half of 6th floor. Rooms, etc. Information Bureau Ground floor. (ii) Additional Office Requirements: Although the accommodation at " Hanover House" will meet the needs of three Departments, the remaining three Departments also require extra accommodation, and the Harrow Borough Council will be considering how best to deal with this matter. Your Committee have received letters from the North Stanmore Residents' Association and the Headstone Ratepayers' Association protesting at the pro­ posal to take a lease of " Hanover House " on the grounds that the cost is not justified in view of the fact that the Council own office sites which could be used for temporary accommodation pending the erection of the Civic Centre. We have asked the Acting Town Clerk to reply fully to both letters, giving the reasons for the action proposed. Resolved to RECOMMEND: (1) That the Council hereby concur in the proposal of the Harrow Borough Council to seal a 21 years' lease of new office accommodation at " Hanover House," Lyon Road, Harrow, on the terms outlined in the preamble hereto. (2) That the Harrow Borough Council be recommended to secure that 21

secondary means of escape be provided at " Hanover House," Lyon Road, Harrow, (a) at the expense of the landlords if such provision is required either by the Offices, Shops and Railway Premises Act, 1963, or Regulations to be made thereunder, or (b) at the expense of that Council in the event of the said Act or Regulations not requiring such provision. RECOMMENDATION IX: Reports of Advisory Groups on the Transfer of Educational Functions. Your Committee have considered reports by Advisory Groups set up by Middlesex County Council to consider, and make recommendations upon, the various matters arising from the transfer of educational functions to London Boroughs, and we have asked the Acting Town Clerk to circulate copies of the reports of such Advisory Groups to all Members of the Council. We have also had the benefit of the considered views of the Education, General Purposes and Finance Sub-Committee upon the Advisory Groups' reports, and we recommend as follows. Resolved to RECOMMEND: That the Council hereby agree: 1. (a) To inform the Middlesex County Council that it is the intention of the Council as local education authority to (i) Continue the present arrangements for the transfer of pupils to secondary schools in respect of the September, 1965 transfers. (ii) Continue to take up places at independent, direct-grant, and out- county maintained day schools to supplement the grammar school places required for the September, 1965 transfers. (iii) Participate in the County Council's formal scheme for placement of pupils in the five specific boarding schools in September, 1965. (b) To support the formation of a working party of education officers representing the participating Boroughs to administer a boarding school scheme. (c) To authorise the Education Officer to consult with the appropriate officers on the administrative procedure required to implement items (a) (ii) and (iii) above. (The above-mentioned matters are referred to in the report of Advisory Group " A " Transfer of Pupils to Secondary Schools). 2. (a) To inform the Middlesex County Council that it is not recommended that the central heating emergency repair stock should be maintained on a " consortium " basis after 31st March, 1965. (b) To recommend the Middlesex County Council to amend County Standing Orders so far as necessary in order to permit the progressive transfer of functions locally prior to 1st April, 1965. (c) To ensure that adequate technical, specialist, and administrative staff are available locally both to deal with the progressive assumption of func­ tions and to ensure continuity after the appointed day. (See report of Advisory Group " B " Sites and Buildings). 3. (a) To inform the Middlesex County Council that it is agreed to accept the proposed allocation of the Elmers Court Residential Special School situ­ ated in Lymington, Hampshire. (b) To authorise the Town Clerk to negotiate the inclusion of the Elmers 22 Court Residential Special School in Schedule I of the Transfer of Property Order in accordance with Article 7 of the Draft Regulations. (See report of Advisory Group " C " Special Educational Treatment). 4. (a) To inform the Middlesex County Council that they recommend the closure of the County Supplies Department or the transfer of appropriate services to the Greater London Council. (b) To accept the recommendation of the Joint Consultative Committee regarding the arrangements for the purchase of supplies for the departments of the Council. ((?) To request the Middlesex County Council to allocate the vehicles at present used for the education service in Harrow (transport of school meals and handicapped pupils) to the Borough in accordance with Article 13 (3) of the Draft Transfer of Property Regulations. (d) To request those local education authorities at present party to an agreement with the County Council, and the new local education authorities in the Greater London area, to accept the present procedure for establishing claims and making payments in accordance with Section 6 of the Education (Miscellaneous Provisions) Act, 1948, for a period of one year in the first instance. (e) to authorise the Education Welfare Officers to undertake prosecutions on behalf of the Borough as local education authority as from 1st April, 1965. (See report of Advisory Group " E " Non-teaching Staff and related matters). 5. (d) To undertake the administration of the Harrow Technical College situated in the . (b) To authorise the Town Clerk to prepare an agreement with the London Borough of Brent in accordance with Article 37 of the Draft Transfer of Property Regulations. (c) To agree that the County Council representatives (6 members) at present serving on the Governing Body of the Harrow Technical College and School of Art be invited to continue to serve as members of the Governing Body for a period of one year from 1st April, 1965. (d) To agree that reports of the Governing Body of the Harrow Technical College and School of Art be considered by the Further Education Sub- Committee in the first instance. (e) To agree that the Education Officer be, ex officio, Clerk to the Govern­ ing Body of the Harrow Technical College and School of Art. (/) To recommend to the appropriate authority that each of the nine new outer London Boroughs be invited to nominate one representative to serve on either the Governing Body of the Maria Grey Training College or of the Trent Park Training College. (g) To agree to operate the Duke of Edinburgh's Award Scheme for the Borough. (h) To agree as local education authority to operate the Youth Employ­ ment Service for the Borough. (0 To continue to implement the Group Apprenticeship Scheme until the Industrial Training Act becomes operative. RESOLVED: That the Committee hereby concur in the above-mentioned suggestion of the Harrow Borough Council, and agree to bear the cost (approximately £30) for an additional 75 copies of such publication. 5. Opening of Council Meetings with Prayers: RESOLVED: That the Rev. G. R. Territorial Army Poster Competition: RESOLVED: That the Committee receive with pleasure the report of Councillor Mote that, in a recent poster competition organised by the Territorial and Auxiliary Forces' Association, three awards were made to students of the Harrow Art School. 8. Appointment of Chief Officers, Deputy Chief Officers and Certain Special­ ist Officers: RESOLVED: (1) That the following be appointed a Special Appointing Committee to meet on Monday, 6th July, 1964, at 7.30 p.m.: The Chairman of the Council (Alderman Grainger), Aldermen Alien. J.P., Bailey, J.P. and Jordan; Councillors Buckle, Mrs. Nott Cock and Mote. Terms of Reference: (i) to make recommendations to the Council, on 16th July, 1964, for the appointment of Town Clerk, Borough Treasurer, Medical Officer of Health and Director of Education; (ii) to consider applications for the appointment of Borough Engineer and Surveyor with a view to selecting a short list of candidates and the sub­ mission of up to three for interview at the Council Meeting on 16th July; and to take such action as may be required, having regard to the procedure laid down by the London Staff Commission, in regard to the appointment of Borough Architect and Planner. (2) That the Special Appointing Committee be also asked to consider, and make recommendations to the Council in regard to the appointment of Deputy Chief Officers and Specialist Officers (i.e. the Children's Officer and Welfare Officer). 9. Mr. F. H. Clinch, Borough Engineer and Surveyor: The Town Clerk re­ ported that Mr. F. H. Clinch, B.Sc., A.C.G.I., M I.C.E., M.I.Mun.E., A.M.T.P.I., Borough Engineer and Surveyor, had been appointed to the post of Borough Engineer and Surveyor of the Royal Borough of Kensington and Chelsea, which post he would take up on 1st April, 1965. RESOLVED: That the Committee learn with regret of the impending resignation of Mr. Clinch, but heartily congratulate him upon his new ap­ pointment. ^ \ (Note: The meeting closed at 11.20 p.m.)
