He told the men . that the govern- ment had reached the limit of its patience; that the children would have to go to school.” Helen went on to relate how “All children of school age were lined up to be registered and taken away to school. Landen werden geplitst, samengevoegd op geheel opgeheven. Vorstenfamilies werd afgezet, verhuisd of soms tot koning verheven. Heel Europa was in beweging. Na de zesde Coalitieoorlog tegen Napoleon werd de kleine korporaal eindelijk verslagen. Napoleon werd naar Elba verbannen en de rest van de Europese vorstenhuizen gingen naar Wenen. Het was het idee van de Oostenrijkse minister Metternich om vertegenwoordigers van alle in Wenen bijeen te roepen om verder te bepalen wat er met Europa moest gebeuren. Moesten de grenzen van vóór de revolutie hersteld worden? Moesten alle oude vorstenhuizen weer terug? Bleven nieuwe koninkrijkjes bestaan? Moest Frankrijk afgestraft en verkleind worden? Zijn er andere nieuwe gevaren die in de gaten gehouden moeten worden? Duizenden diplomaten trokken in 1814 naar Wenen. Het Congres van Wenen, zoals deze bijeenkomsten werden genoemd, duurde in totaal bijna een jaar. Een officieel begin was er niet, en eigenlijk kan je niet eens van een echt congres spreken, omdat er nooit een plenaire zitting heeft plaatsgevonden. De vier grote overwinnaars van de Napoleontische oorlogen (Rusland, Oostenrijk, Pruisen en Engeland) wilden de kaart van Europa het liefst met zijn vieren opnieuw indelen. Talleyrand wist Frankrijk bij dit rijtje van vier te voegen. Daarnaast waren er nog duizenden vorsten, vertegenwoordigers van landen, ex-landen, families, kloosterordes en onafhankelijke steden die probeerde hun doelstellingen te bereiken en van het Congres van Wenen te profiteren. Deze mensen moesten proberen op de agenda van de vijf grote landen te komen, want als zij je kwestie serieus namen, dan werden er pas besluiten genomen.
