ETE will be known as Place from 17 May, aligning with when Chris Henning, the new Executive Director of Place, joins the council. The council has taken the opportunity to bring together more of the Place based services, to provide greater synergy in the way that it can respond to the needs of residents. The intention is that Libraries and Heritage and Trading Standards will move to become part of Place in the autumn. Community Safety will remain in CCP. The Place department will have three directors and there will be a balance of responsibilities across each of them as follows: Environment and Transport Director with responsibility for:

• environment - climate change, countryside service and heritage and conservation service • waste management – procurement and operations • transport – all aspects of operational transport services Economy and Regeneration Director with responsibility for:

• economic growth and development with regeneration and recovery, employment and skills, transport strategy • planning, highways DC and trading standards • major programme and projects - development and management • libraries and heritage services Highways Director with responsibility for:

• all aspects of the highways function

• highways hub and customer engagement • flooding • emergency planning Whilst the department transitions to these new arrangements and permanent appointments are made to the new director roles, the current director roles will be fulfilled as follows:

• Joe Battye continues as Economy and Regeneration Director • Julian Gould continues as Acting Highways Director • Claire commences as Acting Director Environment and Transport from 1 April Don Gibbs, Director for Community Services retires from the council shortly and until these services transfer over to Place, alternative reporting arrangements have been put in place. Council provides support for young people's mental wellbeing Derbyshire County Council has been given funding to provide training to education settings to look after young people’s mental health and wellbeing. During the pandemic, students may have experienced a range of issues based on their experiences and the training course means teachers and education staff will be able to recognise, understand and help them cope. It will also give them confidence to support their colleagues, parents and carers. So far 157 educational staff from 95 educational settings have attended training with a further eight webinars planned for 2021, which it is hoped will reach a further 150 educational staff. The £141,600 of government funding has been given to the county council to deliver ‘Wellbeing for Education Return’ courses and provide ongoing advice and support. The council's Children’s Services team has been working with schools, NHS and other external partners to tailor locally the training materials. The course is available to all state-funded education settings in Derbyshire, including academies, special schools, pupil referral units and alternative provision. More care worker jobs are available with Derbyshire County Council Members have been asked to help spread the word about positions that are available supporting some of Derbyshire’s most vulnerable residents. Derbyshire County Council is offering flexible, long or short-term care worker contracts with a fast-track application process. The county council wants to hear from people looking to work various hours including former carers who may consider a return to the profession, people aged 18 or over or retirees. Recruits are needed to offer support to help older and disabled people lead dignified, fulfilled lives in our care homes. Tasks would include helping people get washed and dressed, preparing light meals or snacks and supporting people to take their medication or offer personal care. New starters, along with all other care staff, will have access to all the personal protective equipment they need to stay safe while doing their job in line with Government guidelines.

The council currently has vacancies in , West Hallam, , , Eckington, , Staveley, Chapel-en-le-Frith, Ashbourne and . No previous experience is necessary as full training is given. Positive beginning for county council's Green Entrepreneurs Fund More than 130 people from businesses and community groups across Derbyshire joined the virtual launch of Derbyshire County Council's Green Entrepreneurs Fund – a £2m grant fund for organisations interested in developing and investing in green energy and carbon reduction schemes. Businesses and organisations heard details about how they can apply for funding through the scheme being run in partnership with the University of to help support green economic recovery across Derbyshire. Borough Council Your right to vote Erewash Borough Council has issued a final reminder to local residents that they must be registered by next Monday 19 April to have their right to vote in next month’s local elections. Anyone old enough to vote who is not on the Council’s Register of Electors by the deadline day will lose their vote. The deadline for new applications to vote by post is the following day – 5pm on Tuesday 20 April. Residents will go to the polls on Thursday 6 May to vote in the Derbyshire County Council elections and to elect a Police and Crime Commissioner for Derbyshire. Nine county councillors will be elected to represent Erewash on the county council.

The Register of Electors is checked and updated every year but anyone who has recently moved house or just moved to the borough – or young people who have celebrated their 18th birthday over the last year – need to ensure their details are registered. It is quick and easy to register to vote online on the Erewash Borough Council website. Residents who want to check that they are registered to vote in Erewash can ask via an online form that will be responded to within one working day. This year’s elections will be held in covid-secure polling stations with a range of safety measures in place, including the mandatory requirement that voters wear face masks and are encouraged to take their own pencils/pens to mark their ballot paper. Anyone who needs to apply for a postal vote should email [email protected] or call 0115 907 1190. The deadline for new applications to vote by proxy is 5pm on Tuesday 27 April. Erewash Borough Council’s elections team can help with any enquiries. Royal Mail has 35,000 Priority Post Boxes with late collection times, some also including collections at weekends, that were introduced to help with the delivery of Covid Test Kits. Candidates There will be 37 candidates standing in the Erewash area at next month’s Derbyshire County Council elections, which take place on Thursday 6 May.

After the close of nominations on Thursday 8 April, it was confirmed that the Conservative Party and Labour Party each have nine candidates, the Green Party and Liberal Democrats each have eight and Reform has three candidates standing in the Erewash division. Voters will go to the polls to elect nine county councillors in total to represent the nine divisions that make up the Erewash area. One candidate will be elected for each division – Breadsall and West Hallam; Breaston; East; Ilkeston South; Ilkeston West; ; Petersham; ; and Sawley. In addition, by-elections are taking place in two Erewash Borough Council wards following the resignation of two councillors. In Ilkeston’s Hallam Fields ward, the Conservatives, Labour and Liberal Democrats will each field one candidate – while in Long Eaton’s Nottingham Road ward, the Conservatives, Labour, Green Party and Liberal Democrats have each nominated one candidate. Voters in the parish wards of Borrowash East and Borrowash West will also receive ballot papers to elect a parish councillor– where there will be one Conservative candidate in each ward and one Ockbrook & Borrowash Neighbourhood Network Independent candidate in each ward. Four candidates have been confirmed for the role of Derbyshire’s Police and Crime Commissioner. Town Halls reopen Erewash Borough Council’s Town Hall receptions in Ilkeston and Long Eaton re- opened to the public from Monday 12 April following the easing of some Covid-19 restrictions under Step 2 of the Government’s roadmap to recovery. Opening hours are 9am-4pm Monday to Friday. The move is aimed at helping those residents who do not have access to the council’s online services although the council is encouraging residents to stay at home and use other means of contact if at all possible. Government guidelines mean that visitors to the Town Halls will still not be able to use the toilet facilities and computers. The council is urging anyone that doesn’t yet have a My Erewash account to set themselves up with one. Although cash can be taken at the receptions, the council is asking the public to make payments by card, where possible, as an added safety measure. Payment of council tax can also be made on-line, by phone or by taking your bill to a Post Office or Pay Point service retailer. Residents can contact customer services on 0115 907 2244 or by using the contact us page. Public Consultation Residents are being urged to have their say on the future of the borough now that the green light has been given for a second round of public consultation on Erewash Borough Council’s proposed sites for new housing over the next two decades. At the Extraordinary meeting held on Thursday 25 March, councillors gave the go- ahead for further consultation to get underway to make sure the public have their voices heard on the detailed projects that will help shape local areas for generations to come. The consultation will be open until 10 May to help gather as many views as possible. All relevant documents, full details of the sites and an on-line form to submit views can be found on the core strategy review page. Residents without internet access can request a printed copy of the consultation document from the Council.

Following last year’s 12-week consultation (extended to July 2020), the council made some changes to its original preferred options for sites to meet the borough’s housing needs. The original proposals included building new homes on the Green Belt at four local sites – west of Acorn Way in Oakwood; adjacent to Cotmanhay Wood, Ilkeston; a site south-east of Kirk Hallam; and land north of Lock Lane, Sawley The council have now approved the recommendation that Lock Lane is dropped from a new revised list of options for housing growth, with the council’s report saying no solutions have been found to development issues caused by the busy low level freight rail crossing near the site. Councillors were also advised that another proposed Green Belt site would replace Lock Lane in the next round of consultation – a site on the borough’s boundary with Derby City north of Spondon alongside Spondon Wood. The report also outlines further proposed changes to the earlier preferred sites: An extension to the original development at Kirk Hallam, due to a now reduced area of housing capacity on four fields north of Cotmanhay and west of Cotmanhay Wood. The owner of land east of the Wood, which was also included in the original consultation, has said they do not wish to develop their land for housing. It says extension of the site south west of Kirk Hallam would sit alongside land within the proposed Kirk Hallam Relief Road and help with the go-ahead of that road. The brownfield Stanton Regeneration Site will remain as a proposal for a 1,000- home community south of Lows Lane. This follows the sale of half of the former Ironworks site to the north of Lows Lane for employment development. It is hoped a second consultation would lead to a full proposed Core Strategy by September this year and that initial house building would begin, at the earliest, by 2022/23.

303/20 The clerk informed the council that all actions had been completed 304/20 Chairman’s Report I was so pleased at last month’s Parish Council meeting to welcome Wendy Amis from DALC to virtually present to Draycott and Church Wilne Parish Council the re- accreditation status of Quality Council. I want to thank Madame Clerk for all the hard work she put into this application to ensure that we could continue as one of the best qualified Parish Councils in Derbyshire. Work around the parish has continued, the Cemetery continues to receive attention and the resurfacing of the paths should happen soon. The children’s play area has received attention where required to the safety surfaces where shrinkage has left trip hazards. The CCTV is now fully installed, and we are awaiting new signage. The tree work at St Chads is now complete after delays due to flooding. I must thank all Councillors for their ongoing work and Madame Clerk for keeping us all focussed. I have asked Cllr Tim Scott to chase Network Rail for a response about the lack of fence at the Cemetery to their railway line. There have been reports of ASB during this month from young people on cycled both at the Leisure Green and at Lime Grove, incidents have been reported to the police. Please report any incidents if you are aware of them, the large number of young people involved are very intimidating and we must press for this to be controlled before it escalates in the village, you can report via 101 or online via https://www.derbyshire.police.uk/ro/report/ocr/af/how-to-report-a-crime/ emergencies should be reported via 999 305/20 Clerk’s Report St Chads LNR - all of the tree works are now complete as is the fence. The wooden bridge (top right corner) at St Chads was repaired by Paul Guyll on 2nd April (reported as an issue on 1st April) Leisure Green - the CCTV work was completed but the box housing the equipment on the floodlight was not replaced and was not secure, this has now been replaced. I have contacted PCSO Karen Pykett about the ASB at the Leisure Green area as the Chairman has received complaints from residents about foul language, intimidation and dangerous use of bicycles. A motorbike was stolen from the Leisure Green, I supplied information about the suspect to the police via our CCTV System. Draycott Playing Fields - the water pressure at the Pavilion continues to be investigated. The clerk is to contact Severn Trent to ask them to urgently test the water pressure and if this does not resolve the issue then to ask DCS Hygiene to install a water pressure pump. The football teams have resumed matches and training – the Covid restrictions have relaxed slightly and once the water issues are fixed, we will be in a position to allow them to use the Pavilion in full (following current guidelines. Glendale have commenced Grass Cutting for the season. The playground shrinkage repair work was completed on 25 March 2021 – they have advised that some of the wetpour is nearing its usage and we should consider replacing it soon. Paul has reported that it has started to shrink again – I have contacted the company and they are investigating. In addition, we need to top up the Playbark – I have asked Paul Guyll to estimate the amount and obtain prices for this. The table tennis club have hired Draycott Playing Fields on two occasions for fitness work and have confirmed that their Fun Day will be Saturday 26th June 2021. The MUGA and Fitness equipment was re-opened on the 29th March 2021 as per the government’s lifting of restrictions. The floodlight timers have been set to be on from

7-9pm each night. Cemetery - the cemetery well pump is broken beyond repair and Cllr Wheatley has sourced a new pump which was installed on Tuesday 13th April.

DMGT - wooden slats on a bench at the Cycle Track area have been broken off. Paul Guyll is investigating if he can replace or if the bench requires scrapping (the concreate holes are difficult to utilise for replacing the slats)

306/20 Anti-social Behaviour in the parish – the Leisure Green Area has experienced ASB which has been reported to the PCSO and a reply stating that we should encourage residents to report all incidents. Paul Guyll continues to report large amounts of rubbish, alcohol use and ASB on the Cycle Track Area (DMGT) as well as damage to the bench (see clerk’s report) 307/20 St Chad’s Water: a. Donation of £500 from the Church Wilne Rotary Club towards a picnic table was noted and the Cllr Martin Wilson will liaise with the club for the funds and the wording on the plaque b. It was RESOLVED to purchase a further picnic bench in memory of all affected during the COVID pandemic – the was delegated responsibility to source the tables 2100 in length with wheelchair accessible ends. The picnic tables will be sited near the duck feeding area near the car park to make them accessible for all visitors c. It was RESOLVED that the clerk would obtain quotes to replace the wooden bridges with concrete and extend the concrete along the path where it erodes – Cllr Andy Meakin will assist with the specification d. It was NOTED that the Fishing Club would not hold their AGM at the Parish Rooms so would be paying £330 rent for 2021-22 297/20 Annual Meeting of the Parish (29th April 2021), the Community Booklet has been produced, Cllr Tim Scott requested Cllrs help in voice recording the community reports for the meeting and will collate all into a presentation on the evening. Cllrs Tim Scott, Val Clare and Katie Rose will manage the meeting from the Parish Meeting room (socially distant) and the clerk will collate the resident questions via the chat function from the Office, all other councillors will attend via zoom to facilitate answering any questions.
